OF THE WORK SESSION OF THE
EDINA CITY COUNCIL
HELD AT CITY HALL
SEPTEMBER 3,2013
5:05 P.M.
CALL TO ORDER
Mayor Hovland called the meeting to order at 5:05 p.m. in the Community Room of City Hall.
ROLL CALL
Answering roll call were Members Bennett, Brindle, Sprague, Swenson and Mayor Hovland.
Edina City Staff attending the meeting included: Annie Johnson, City Manager Intern; Karen Kurt, Assistant
City Manager; Debra Mangen, City Clerk; Scott Neal, City Manager Bill Neuendorf, Economic Development
Director; and Cary Teague, Planning Director.
Mayor Hovland stated the purpose of the meeting was to receive presentations on the Fairview Southdale
Hospital Emergency Room expansion and the Pentagon Park Redevelopment Update.
FAIRVIEW SOUTHDALE HOSPITAL EMERGENCY ROOM EXPANSION
Larry Laukka, Fairview Southdale Hospital Campaign Committee Chair, introduced the team which included:
Fred Richards, Campaign Committee; Brad Beard, President, Fairview Southdale Hospital, Robb Gruman,
Vice President of Facilities and Support Services, Fairview Southdale Hospital; and Tina Hoye,John Tietz and
Russ Nelson of Nelson, Tietz & Hoye. Mr. Laukka made a presentation to the City Council detailing the
planned Fairview Southdale Hospital Emergency Center expansion. He detailed the phases of the
expansion and requested assistance from the City. The Council and Fairview Team discussed the various
aspects of the hospital expansion and potential impacts on the Edina community as well as the
opportunities and obstacles the City faced in participating in the expansion. Following the discussion, the
Council asked staff to investigate any possible avenues available to the City to assist in the project.
PENTAGON PARK REDEVELOPMENT UPDATE
Joining the meeting were Planning Commissioners: Chair Kevin Staunton and Commissioners Michael
Schroeder,Arlene Forrest, Ken Potts, and Mike Fischer.
Representing Hillcrest Development were: Scott Tankenoff, Charlie Nestor, Hillcrest Development; Jim
Nelson, Eberhardt Advisory, LLC; Bob Close, Bob Close and Associates; and Tom Whitlock, President of
Damon Farber and Associates; and Brad Schaeffer and Mark Rauenhorst.
Mr. Close and Mr. Whitlock made a presentation updating the City Council on the redevelopment of
Pentagon Park. They outlined what had been done to date to stabilize the property and reviewed various
possible scenarios for future redevelopment. The Council asked questions of the team and discussed the
proposed redevelopment with staff and the Planning Commission.
Mayor Hovland declared the meeting adjourned at 6:59 p.m.
