OF THE WORK SESSION OF THE
EDINA CITY COUNCIL
HELD AT CITY HALL
NOVEMBER 19, 2013
4:07 P.M.
Mayor Pro Tern Swenson called the work session of the Edina City Council to order at 4:07 p.m.
ROLL CALL
Answering roll call were: Members Bennett, Brindle, and Mayor Pro Tern Swenson. Absent was Member
Sprague. During roll call it was noted Mayor Hovland would arrive late. Mayor Hovland arrived at 4:35 p.m.
Edina City Staff attending the meeting:Jennifer Bennerotte, Communications& I.T. Services Director; Annie
Coyle, City Manager Intern; Debra Mangen, City Clerk; Scott Neal, City Manager; Eric Roggeman, Assistant
Finance Director; Lisa Schaefer, Human Resources Director; and John Wallin, Finance Director.
2014-15 DRAFT WORK PLAN REVIEWED
City Manager Neal presented the proposed work plan for 2014-2015 noting the key performance indicator
and goals for each of the following areas: Infrastructure; Commercial and Mixed Use Redevelopment;
Workforce; Communication and Engagement and Community Vision. The City Council asked questions of
staff and offered suggestions for updates to the draft work plan.
Mr. Neal also presented the 2014 Work Plans for the following boards and commissions: Art & Culture
Commission, Energy& Environment Commission, Heritage Preservation Board, Human Rights and Relations
Commission, Park Board, Planning Commission, Transportation Commission, and Community Health
Committee. The Council briefly discussed the plans.
2014-2015 BUDGET REVIEW
Edina City Staff joining the work session during the budget review included: Ross Bintner, Environmental
Engineer; Ann Kattreh, Parks & Recreation Director; Jeff Long, Police Chief; Chad Millner, Acting City
Engineer; Brian Olson, Public Works Director; Cary Teague, Community Development Director; and Darrell
Todd, Acting Fire Chief.
Assistant Finance Director Roggeman and Mr. Neal presented the 2014-15 Budget. They noted the budget
was based on the work plan themes and also reviewed the challenges faced in the 2014-15 budget
preparation. It was noted that the budget had been focused on the following expenditure themes:
workforce, technology and capital expenditures with details presented for each area. The Council asked
questions regarding various aspects of the 2014-15 budget. The Council gave direction to staff regarding
the proposed levy for 2014 and development of the 2015 budget.
Mayor Hovland adjourned the meeting at 6:38 p.m.
