HomeMy WebLinkAbout2004-12-21 Council Work Session MINUTES OF THE WORK SESSION OF THE EDINA CITY COUNCIL HELD AT EDINA CITY HALL DECEMBER 21,2004 5:30 P.M. ROLLCALL Answering rollcall were Members Housh, Hovland, Masica, and Mayor Maetzold. Member Kelly was absent. Attending the meeting were the City of Edina Legislative Delegation, including Senator Geoff Michel, Representative Ron Erhardt and Representative-elect Neil Peterson. Also in attendance were Metropolitan Council Member Russ Susag and Edina Council Member-elect Ann Swenson. Mayor Maetzold opened the meeting and welcomed the Legislative Delegation to the City of Edina. He advised that the purpose of the meeting was to receive a briefing from the Legislative Delegation with respect to issues before the 2005 Legislature. The Council and the Legislative Delegation discussed a variety of topics,but focused the majority of their discussion on six issue areas.These issue areas included: 1. Wine in grocery legislation 2. Transportation funding 3. Levy limits 4. Salary caps for public officials 5. Market Value Homestead Credit 6. Statewide smoking ban 7. Conceal Carry Legislation The Legislative Delegation shared their views on these issues and solicited feedback from the City Council with respect to their opinions. With respect to wine in grocery legislation, the Council reiterated its opposition to this legislation noting the advantages of City control of the sale of liquor, including wine, within Edina. The Council and the Legislative Delegation also shared information concerning transportation shortcomings within the City and the region. The discussion focused on the need to increase funding sources for transportation improvements. The Council urged the Legislative Delegation to support lifting the salary cap as it relates to City officials, noting the inequity with school district officials. The Council and the Legislative Delegation also discussed changes to the Market Value Homestead Credit system,as well as the desirability of imposing a statewide smoking ban. Mayor Maetzold thanked the Legislative Delegation on behalf of the Council for their representation of City issues.
