OF THE JOINT WORK SESSION OF THE
EDINA CITY COUNCIL AND EDINA HERITAGE PRESERVATION BOARD
HELD AT CITY HALL
JANUARY 15,2008
5:00 P.M.
Mayor Hovland called the meeting to order at 5:10 p.m. in the Community Room of City Hall.
Answering rollcall were: Members Bennett,Housh,Masica and Mayor Hovland. Member Swenson was
absent. Members of the Heritage Preservation Board present were: Members Benson, Blemaster,
Fukuda, Kojetin, Rehkamp-Larson, Rofidal and Scherer. Staff present included: Gordon Hughes, City
Manager; Heather Worthington, Assistant City Manager; Ceil Smith, Assistant to the City Manager;
Joyce Repya, Associate Planner; Jennifer Bennerotte, Communications & Marketing Director; Debra
Mangen,City Clerk;and Robert Vogel,Historical Preservation Consultant.
Mayor Hovland called the meeting to order and stated the purpose of the meeting was to receive
preliminary results of the survey conducted by the Heritage Preservation Board of the City's Historic
Country Club District.
Mr. Vogel, Associate Planner Repya and members of the Heritage Preservation Board presented their
preliminary findings to the Council. HPB Member Rofidal displayed the spreadsheet of the data
obtained while staff and the other HPB members explained their findings.
The HPB will be recommending changes to procedures as well as added information to provide more
clarity and understanding to the Country Club District's Plan of Treatment following the completion of
their survey. The most substantial changes recommended will include:
• The tear down of homes older than 50 years will not be permitted.
• The definition of demolition will be revised to include: "The physical alteration of a building such
that 50% or more of the surface area of the exterior walls, in aggregate are removed, the shape of the roof
is changed, or any important historic character-defining architectural feature is destroyed."
• A Certificate of Appropriateness will be required to demolish character-defining architectural
features on the front and side street facades.
• The twelve (12) foot minimum driveway width required by the City's Zoning Code should not
apply in the Country Club District.
The Council and Board discussed various areas of concern and reviewed the steps to be followed once
the survey has been completed. Following the adoption of the recommended changes by the Heritage
Preservation Board, the proposed amendment will be reviewed by the Planning Commission, who will
make a recommendation to the City Council. Following the Planning Commission review, the City
Council will then consider the proposed changes to the Country Club District Plan of Treatment.
Mayor Hovland adjourned the meeting at 6:55 p.m.
