OF THE PUBLIC HEARING ON THE 2009 OPERATING BUDGET
EDINA CITY COUNCIL HELD AT CITY HALL
OCTOBER 21 2008
5:00 P.M.
Mayor Hovland called the meeting to order at 5:00 P.M. in the Council Chambers of Edina City Hall. Answering
rollcall were: Members Bennett, Masica, Swenson and Mayor Hovland. Member Housh entered the hearing at 5:48
P.M.
City Manager Hughes presented the 2009 Operating Budget to the Council. He outlined the following highlights of
the budget:
• Proposed Tax Levies
o Total Truth In Taxation Increase 7%
• General Fund Levy Increase 4.4% (levy limit of 3.9% plus growth factor)
• Debt Levy Increase 28% Due to Debt for the Public Works Facility
• Other Tax Considerations
• Gym Bond Levy Reduced By $203,969—To Be Paid By Construction Surplus
• Public Works Facility Levy Reduced By $200,000 -To Be Paid By Excess TIF From County
• General Fund Expenditures "Current Services"
0 3.5% Cost Of Living Increase
o $25/Month Health Insurance
o PERA Rate Increase
o Gas & Oil Costs Increasing
• General Fund Expenditures "New Services"
o No New Services Or Full-Time Positions Budgeted
0 3.6 % Increase In Total General Fund Expenditures
2009 Budget Schedule
• August 26: Council Work Session
• September 2: Adopted Maximum Levy
o October 21: Public Hearing
• December 1: Truth In Taxation Hearing
• December 2008: Adopt Final Levy
Mr. Hughes reviewed the proposed schedule. The Council briefly discussed the proposed 2009 Budget.
Public Comment
Mary Brindle, 6901 Paiute Drive, Human Rights and Relations Commissioner, reviewed the 2009 request from the
Human Rights and Relations Commission Human Services Budget consisting of nine proposed service providers,
the needed operating monies, Edina Resource Center Funding, and Research Planning and Coordination Funding
totaling $130,550. The Council asked questions of Ms. Brindle regarding the development of the Human Rights
and Relations Commission Budget and their funding recommendations.
James Van Valkenburg, 4204 Philbrook Lane, Chair Edina Art Board, thanked the Council for all their support.
Member Masica made a motion, seconded by Member Swenson to close the public hearing at 5:45 p.m.
Ayes: Bennett, Housh, Masica, Swenson, Hovland.
Motion carried.
The Council discussed the proposed 2009 Operating Budget. Their questions included: Comprehensive Plan
Update costs, an update of the Health Department Statistics and how many deer would be culled from the herd.
Mr. Hughes said this information would be forwarded to the Council.
Member Masica made a motion to adjourn the meeting at 6:15 p.m. Motion seconded by Member Bennett.
Ayes: Bennett, Housh, Masica, Swenson, Hovland.
Motion carried.
