OF THE JOINT WORK SESSION OF THE
EDINA CITY COUNCIL AND TRANSPORTATION
COMMISSION HELD AT CITY HALL
ON JANUARY 17,2006 AT 5:30 P.M.
ROLLCALL Answering rollcall were Members Housh, Hulbert, Masica, Swenson and Mayor
Hovland. Attending the meeting on behalf of the Transportation Commission were: Members
Bennett, Dovolis, Plante, Thorpe, Wanninger, and Ussem. Study Advisory Committee Members in
attendance were J.0 Beckstand and Grethe Dillion. Also attending were City Manager Hughes, City
Engineer Houle, Assistant Engineer Lillehaug, Communications Director Bennerotte and City Clerk
Mangen.
Mayor Hovland thanked the members of the Transportation Commission and those citizens involved
in the Northeast Edina Traffic Study for the work they have done thus far in their study.
Marie Cote of SRF Consulting Group gave an overview of the Northeast Edina Transportation Study.
She explained the Study Advisory Committee (SAC) consisted of the Edina Transportation
Commission; representatives from adjacent neighborhoods in St. Louis Park: Minikanda Vista and
Browndale and in Minneapolis Fulton; business representatives from the 44th & France area, the 50th
and France area, and Vernon and Interlachen, City Staff members from Edina, St. Louis Park, and
Minneapolis;and MnDOT and Hennepin County staff representatives.
Ms. Cote explained the process followed consisted of: deciding what information was needed and
gathering data; prioritizing issues; researching potential alternative solutions; communicating
broadly and regularly; and holding public meetings after data collected and analyzed and potential
alternatives have been evaluated.
Ms. Cote reviewed the problem statements used, the study questions asked and the significance of
the problem vs. the cost of solutions. She showed the data gathered and analyzed, briefly reviewed
the findings and noted that upcoming meetings were scheduled for a public open house on January
26, 2006 and a third meeting in February of 2006 with the Study Advisory Committee. In addition, a
written form of the study report will be placed on the City's website for review by citizens.
The Council and Transportation Commission briefly discussed with Tom O'Keefe and Wayne Norris
of MnDOT the proposed interim improvements for Trunk Highway 100.
The Mayor adjourned the special meeting at 6:55 p.m.
