OF THE WORK SESSION OF THE
EDINA CITY COUNCIL
HELD AT CITY HALL
MAY 279 2015
5:00 P.M.
Mayor Hovland called the meeting to order at 5:05 p.m. Mayor Hovland noted the purpose of the
meeting was to review and discuss the France Avenue Southdale Working status and to review their
Draft Development Guiding Principles.
ROLL CALL
Answering roll call were: Members Brindle, Staunton, Stewart, Swenson and Mayor Hovland.
Edina Planning Commissioners attending the work session included: Arlene Forrest, Steve Hobbs,
Susan Lee, Ian Nemerov,JoAnn Olson, Berry Strauss, Todd Thorsen, and Chair Michael Platteter
Southdale Working Group Members Attending: Steve Brown, Peter Fitzgerald, Jim Nelson, JoAnn
Olson, Lori Syverson, and Co-chairs Michael Schroeder, and Colleen Wolfe.
Edina City Staff attending the meeting: Debra Mangen, City Clerk; Scott Neal, City Manager; and Cary
Teague, Community Development Director.
SOUTHDALE FRANCE AVENUE WORK GROUP UPDATE & DRAFT DEVELOPMENT
PRINCIPLES
Working Group
Co-chair Schroeder presented a report on the work of the Work Group to date. Mr. Schroeder gave
details of meetings held, the work group's dialogue, Council directions, and the working principles to
date. He outlined the proposed next steps including presentation of the working principles to the
Planning Commission before consideration by the City Council. Mr. Schroeder stated after the
Council considers the principles the principles should be tested using Southdale area projects.
The Council's, Working Group's and Planning Commission's discussion included: possibility of needing
to engage members outside of original working group, principles will be a terrific foundation for tools
to formulate before next Comprehensive Plan update, graphics to depict the principles would be
desirable, the draft principles may change as work continues; need to clearly identify community gains
for a development to achieve concessions, acknowledging the principles but also acknowledging that
land use decisions must have a statutory basis, and refining the principles to the point that they can
become the metric upon which a variance, comp plan amendment or PUD can be granted.
The Council thanked the Working Group and Planning Commission for their work.
ADJOURNMENT
Mayor Hovland adjourned the meeting at 6:22 p.m.
