HomeMy WebLinkAbout2015-06-02 City Council Work Session MINUTES OF THE WORK SESSION OF THE EDINA CITY COUNCIL HELD AT CITY HALL JUNE 2, 2015 5:00 P.M. Mayor Hovland called the meeting to order at 5:05 p.m. ROLLCALL Answering roll call were: Members Brindle, Staunton, Stewart, Swenson and Mayor Hovland. Edina City Staff attending the meeting: Debra Mangen, City Clerk; Devin Massopust, City Management Fellow; Chad Millner, Engineering Director; Scott Neal, City Manager; Bill Neuendorf, Economic Development Manger, Cary Teague, Community Development Director; and joining the meeting at 6:00 p.m.Joyce Repya, Associate Planner. SOTH AND FRANCE AVENUE: PARKING& FUTURE OF CITY OWNED PROPERTIES Economic Development Manager Neuendorf presented the history of the parking improvements at the 50th and France Business District beginning with the 2011 parking study and possible $14 million project, the 2013 strategy to restore the ramps, installing way finding and updating parking management and the possibility of future expansion of the ramps. Mr. Neuendorf added the Edina Housing and Redevelopment Authority acquired two parcels on the east and west of the north ramp that may have potential for parking expansion in the future (sites of Hooten Cleaners and Edina Realty). The Council and staff discussed: how improvements to the ramps have aided parking, parking counts at the various ramps since January 2015, and possible options for parking expansion that involve using the parcels acquired in part or total. Discussion also included potential temporary uses for the property. Consensus was to raze the existing building on the Hooten Cleaner's site and to allow parking at least temporarily while waiting to see what potential development may occur on the that site and also the former Edina Realty site. Staff was directed to investigate potential development for the Edina Reality Site. AFFORDABLE HOUSING POLICY Edina Housing Foundation Members attending the meeting: Jeff Hugget,Jim Nelson,Jack Rice, Mary Kay McNee and Doug Mayo. Mr. Hugget presented an overview of affordable housing in Edina since the 1970's. It was noted that most of Edina's affordable housing was multi-family units with the largest challenge seemingly the high cost of land. The Foundation presented their proposed policy on affordable housing consisting of the following points: I. The City Council will require that at least 20% of the total units in new multi-family housing developments requiring rezoning or variance(s) be sold or rented at an affordable price as defined below: 2. The City will consider Tax Increment Financing for projects that include at least 20% of the total units for affordable housing. 3. The City will consider fee waivers and/or modifications to SAC/WAC and/or park dedication fees for projects that include at least 20% of the total units for affordable housing. 1 Minutes/Edina City Council/June 2,2015 Work Session 4. The Edina Housing Foundation will consider providing financial assistance to new housing projects that include at least 20% of the total units for affordable housing. 5. Affordable rental housing shall remain affordable for a minimum of 15 years; this requirement shall be memorialized by a Land Use Restrictive Covenant. The Foundation, Council and staff discussed the proposed policy. Many items including potential funding sources could the City partner with other entities to encourage affordable housing, and what incentives for affordable housing would look like in Edina. The Council expressed no interest in waiving the existing SAC/WAC and/or park dedication fees as an incentive for affordable housing. The Foundation will refine the policy and present it for consider to the Council in the near future. ADJOURNMENT Mayor Hovland adjourned the meeting at 6:55 p.m. Respectfully submitted, ebra A.
