Action Requested: That the City Council consider and adopt proposed changes to the
City of Edina Mission and Vision and City Code 1503
Situation:
In the United States, the cost of health care continues to rise at a significant rate. This is due to complex set
• of circumstances that at least in part relate to people's choices and habits and a lack of community focus on
the health of residents. Some indicators of poor health, such as the percentage of the Minnesota population
that are obese (-25%) (MN Dept. of Health citing BRFSS data), are reaching concerning levels. To address
diseases such as obesity and other health related issues, many cities in Minnesota and cities in other states
are increasing their focus on the health of those that live and work in their community.
Background:
At the request of the City Council, the Community Health Committee evaluated Edina's current Mission,
Vision, and City Code to determine if it adequately addressed the long term health of the Edina community.
Assessment:
Based on a its review, the CHC determined that Edina's current Mission and Vision do not adequately
address or reflect a focus on the health of the community (including those that live and work in Edina). One
mechanism to address local health issues and to encourage the health of the community is to institute a
health in all policies strategy.
Recommendation:
As a first step in employing a health in all policies strategy, the CHC recommends that the City adopt the
proposed changes to the Edina Mission, Vision, and City Code 1503 as provided in the attached document.
Additionally, the CHC recommends that the City also incorporate questions intended to ensure that City
decision making, programs, policies, and projects contemplate the health of the community in a way that
promotes the physical, social, and mental well-being of our residents, fosters the growth of a healthy, safe
• and vibrant community, and improves the quality of life of the people that live and work in Edina.
Proposal to Edina City Council
Submitted August 9, 2013 by the Edina Community Health Committee
• The Edina Community Health Committee proposes modifications to City's Mission and
Vision Statements to support a health in all policies initiative. The proposed modifications
also reflect the CHC's belief that the City's statements need to become more aspirational,
as they relate to the health of Edina, to drive change in the community. Additionally, the
CHC recommends modifying the committee name and Purpose and Duties as well as
incorporating questions into Council and City employee decision making processes.
Upon completion of our data evaluation and gap analysis of the current health of the
community, the CHC plans on preparing an additional Vision 20/20 objective focused on
health later this year for Council review.

A Livable and Healthy Environment
Our residents regard their quality of life in Edina as very high. Many factors contribute to this
opinion, including premier schools, exceptional neighborhoods, and advantageous location in the
metropolitan area, excellent public facilities and services, safe streets (a safe environment), a
clean and adequate water supply, access to new technology and communications systems, and a
strong sense of community identity, an opportunity for social interaction and community

This modification is also consistent with the Strategic Health Issues identified in the 2012-2015 Hennepin County

A Balance of Land Uses
Edina is a model of urban development: diversity of land uses, housing choices for all stages of a

and transit -friendly. It also includes the employment and reinvestment and redevelopment
strategies to address changing housing and business needs and prudent policies that sustain
Edina's enormous investment in it housing stock and neighborhoods.
Innovation
"Innovation" means matching our technological resources with the needs and desires of our
residents. "Innovation" means creating value in what we do to serve our citizens. "Innovation"
means operating local government in a business -like manner even though we are not a business.
"Innovation" means forging partnerships with our schools, community organizations and
volunteers to serve our customers. "Innovation" can also mean risk-taking. "Innovation" means
cooperation and collaboration between local residents businesses schools, health care providers
and community leaders to create a more healthy, safe and vibrant community while improving
the quality of life of all that live and work in Edina. Although our residents are highly satisfied
with their community, we always seek innovative ways to improve their lives.

1503.02 Purpose and Duties. In determining the mechanisms to address Edina public health
priorities, the Community Health Commission shall study and advise the Community Health
Board on:
(i) monitoring health status to identify community health problems;
(ii) diagnosing and investigating problems and health hazards in the community;
(iii) informing, educating, and empowering people about health issues;
(iv) mobilizing community partnerships to identify and solve health problems;
(v) developing policies and plans that support individual and community health efforts;
(vi) enforcing laws and regulations that protect health and ensure safety;
(vii) linking people to needed personal health care services;
(viii) ensuring a competent public health and personal health care workforce;
(ix) evaluating effectiveness, accessibility, and quality of personal and population -based
health services; and
(x) new insights and innovative solutions to health problems.

That in the City's process of evaluating and determining the developer for the Grandview
Redevelopment Site that the health of the community (Health in All Policies) be a point of emphasis
with the developers and that any plan take into account, as a primary consideration, community health.
Situation:
In the United States, the cost of health care continues to rise at a significant rate. This is due to

community focus on the health of residents. Some indicators of poor health, such as the percentage of
the Minnesota population that are obese (-25%) (MN Dept. of Health citing BRFSS data), are reaching
concerning levels. To address diseases such as obesity and other health related issues, such as access to
opportunities to improve health, many cities in Minnesota and cities in other states are increasing their
focus on the health of those that live and work in their community.
Assessment/Recommendation:
The CHC believes that a primary consideration during the City's evaluation of developers of the
Grandview Redevelopment Site should include focus on uses that promote the physical, mental, and
social well-being of those that live and work in Edina (Health in All Policies). For example, the City
should consider whether the site includes, consistent with the City's Request for Interest Guiding
Principles 4, 6, and 7: facilities or space that supports fitness or health related activity, open green space
that can be used in a way that supports health, and has space dedicated for events/activities and an
access plan that create and facilitate easier community connections.
With regard to Edina seniors, the Edina Senior Center's proximity to the Grandview Site provides the
opportunity for easier access to uses incorporated into the site that promote health. A Lack of
adequate access to health promoting activities for Edina's significant senior population is a gap the CHC
has identified in its community health analysis.

The Author's Studio and The Loft Around Town

Progress Report: The Author's Studio began with five local authors and 18-20 attendees. Now in its 8th season, 45-50 individuals attend each Q&A
event with local author Colin Nelson. Chuck Logan, Lori Sturdevant, and Chris Ferrell are the 8" Season Guests. A total of 32 authors have appeared
since January 2012.
The Art Center enjoys continued partnership with The Loft around Town, and features The Poetry of Art with Casey Patrick for Fall 2015. The Art Center
General Manager and The Loft continue literary programming. In addition, Edina resident Jeannie Hanson offers nature writing and haiku classes at the
Art Center. The Commission continues to seek additional literary partners.

Progress Report: Public Art Edina, a Working Group of the Edina Arts & Culture Commission, is best known for the annual Call for Sculpture and the
corresponding rotating exhibit: The Edina Promenade, Grandview Square Park, and 50" & France Business District. Sculptures are installed in May with
an opening reception in June for the artists sponsored by Pinstripes. The artist of each sculpture chosen for the exhibit is given a $500 stipend for the
loan. It is hoped that, with the approval of Council, that stipend will increase to $1,000 in 2016 as a way to encourage more entries of a high quality. The
public is invited to vote for The People's Choice Awards from June to September. In October, the top three winning artists are awarded honorariums of
$1,000, $750 and $500 and are invited to exhibit their work for an additional year. In addition, Public Art Edina fulfills its mission with a Call for Entry to
wrap utility boxes, and has been included in the planning stages of city and business projects including the Phase IV expansion of the Edina Promenade,
the 50th & France Wayfinding Project, and the Carl N. Platou Emergency Center at Fairview Southdale Hospital.

Edina Film Festival -T
Progress Report: Enhance the cultural life of Edina residents through film.
The Edina Film Festival premiered in 2011 and ran for three years after several years of planning. The goal of the festival was to raise money for the
Edina Art Center and enrich the community through film. While audience totals doubled in 2013, it was not enough to offset the high cost of hosting the
festival at the Edina Cinema. Several venues and formats were evaluated, but none were viable. The festival has been put on hiatus until the Grandview
project moves forward.

Progress Report: Enhance the cultural life of Edina residents through dance.
A successful Argentinian Tango program had been ongoing with lessons at Edina Senior Center for the last year and a half. We look to continue this
offering again in 2016. It is also the plan of the Commission to expand the dance lessons to tap and possible jazz dance to individuals ages 18 or older.

Progress Report: Enhance the cultural life of Edina residents through music.
The Music in Edina working group had two successful summer concert series with regional bands and 175-275 people in attendance at each event. Two
events were notable; the Valentine's Concert at Braemar Clubhouse with The Rockin' Hollywoods, and the first annual Edina Jazz Festival held in July
2015 at Centennial Lakes Park with Patty Peterson, Dan Ristrom, and Midnight in Moscow. The Music in Edina Working Group will focus efforts on
communication of arts and culture in the future, in addition to the Edina Jazz Festival and a Valentine's event.

Progress Report: Enhance the cultural life of Edina residents through theater.
A new Working Group is being formed to investigate opportunities in Edina that can cultivate talents and enrich personal perspective through high-
quality live community theater and educational development. The group will seek neighbors who really want to be involved in all parts of theater from
acting, directing, lighting, and set design. The Working Group will search for a viable venue for performances.

Progress Report: Enhance the cultural life of Edina residents through traveling exhibitions.
A new Working Group will be formed to enhance the presence of art in the community through displays of visual 2D and 3D art in public and private
indoor venues. The group will focus on selection of venues, works of art to be displayed, and coordinating the installation of exhibits. This is a great
opportunity to reach out to the community with art in a variety of venues. Fairview Southdale and the Carl N. Platou Emergency wing and 711'rance have
alreadv aooroached the Commission.

Progress Report: The purpose of the Edina Arts & Culture Commission is to plan and finance events that provide our vibrant community with high-
quality concerts, plays, art shows, outdoor sculptures, dance performances, and other artistic endeavors. The Commission's work is to nurture artistic
talent and develop venues and audiences that provide and promote artistic and cultural opportunities in our city. The Commission plans to seek
financial support and sponsorships from individuals and businesses and will the City of Edina Donations, Sponsorships and Advertising Policy as a
guideline for our fundraising efforts. In addition, the Commission is exploring raising money by submitting Grant Proposals to interested organizations.
The Finance Department created an Arts & Culture Fund in 2014.
3) COMMUNICATION

Progress Report: New for 2016 - Facilitate communication and collaboration that promotes participation and enhances the cultural life of the
residents of Edina. The key issue identified is to develop the means to provide additional communication about artistic and cultural activities. The
strategy is to coordinate activities to avoid competition between events, and the tactics discussed are to expand the Arts & Culture calendar, develop
