Final approval will occur at the December 1, 2015 council meeting. INTRODUCTION: The task force was comprised of 7 volunteer members: Sarah Rinn, Task Force Chair (Human Rights and Relations Commission) Bruce McLellan (Heritage Preservation Board) Kip Peterson (Construction Board of Appeals) Ellen Jones (Park Board) Mike Platteter (Planning Commission) Gabe Brosius (Student Member) Ellie Bender (Student Member) ATTACHMENTS: Description Memo: Human Services Funding Recommendations 2016/2017 City of Edina • 4801 W. 50th St. • Edina, MN 55424 Administration Department Human Services Task Force Date: November 17, 2015 To: Mayor and City Council From: 2015 Human Services Task Force Subject: 2016/2017 Human Services Funding Recommendations The Human Services Task Force began their decision making process by individually reviewing the proposals and presentations of the organizations seeking funding, and developing a funding recommendation. Each Task Force member inserted his or her funding recommendation into a formula based spreadsheet. The formula then determined an average funding decision for each application. Next, the Task Force invited representatives from the Edina Police Department, the Edina Resource Center, the Edina Senior Community Center and the Edina High School to discuss their work with the organizations under consideration. Representatives from each organization except the High School accepted the invitation. The Task Force unanimously agreed at the first meeting that it would be beneficial to hear from individuals who work with the organizations and have additional insight into the needs of the community. The Task Force sent the following three questions to the community representatives: 1. From your perspective and experience, what do you see as Edina’s biggest immediate basic human needs (i.e., elements required for survival and normal/healthy mental and physical health, such as food, water, shelter, protection from environmental threats, and supportive services to assist with activities of daily living)? 2. In your experience what organizations have the greatest impact in meeting these needs? 3. Which of these organizations have you seen in action? Which have had significant influence in the community or for the individual seeking help? Each community representative addressed the above questions, and then participated in a dialogue with the Task Force members about community needs in general. After the Task Force spoke with the community representatives, each member presented his or her funding recommendation and the rationale behind the allocation of funds. Next the Task Force held a fair and balanced conversation where all members participated to develop the consensus recommendation. The Task Force considered such issues as the organizations’ qualitative and quantitative goals for 2016, whether the organizations works collaboratively with other social service providers, and the organizations’ specific plans to increase their footprint in Edina. The Task Force is confident with their funding recommendations because they represent a balance between funding organizations that meet the needs of youth, families and seniors in our City. The Task Force recommends that funding allocations for 2017 increase by the percent increase in the annual Human Services budget. Funding is conditional upon the receipt of the organization's work plan and the completion of a site visit.
