HomeMy WebLinkAbout1981-12-08 Park Board MinutesEDINA PARK BOARD MEETING MINUTES Tuesday, December 8, 1981 7:30 p.m. Edina City Hall Members Present: Joan Lonsbury, Leonard Ring, Bill Lord, Don Wineberg, Bob Christianson, Arthur Erdall, Mack Thayer Staff Present: Bob Kojetin, Rick Jacobson, Madelyn Krinke Others Present: Kathy Lund I. APPROVAL OF MINUTES FROM NOVEMBER 10, 1981 MEETING Mr. Ring MADE A MOTION that the Minutes be approved as submiteed. Mr. Thayer SECONDED. CARRIED. II. SKATING RINK - MCGUIRE PARK Kathy Lund appeared before the board with a petition from residents in the McGuire Park area requesting that the City flood the rink this year and main- tain it, weather permitting. After discussion about the number of children likely to use the rink (projected - about 40-50 in the neighborhood), the distance which children have to go to the nearest other rinks, and the physi- cal aspects of the rink, a MOTION was made by Mr. Erdal to flood the Mc Guire skating rink and maintain it this year, weather permitting. Mr. Lord SECONDED the motion. CARRIED. III. & IV. BRAEMAR PARK WALKING PATH AND WALNUT RIDGE WALKING PATH Mr. Kojetin presented two aerial pictures of the path laid out at Braemar Park and Walnut Ridge. It is a possibility that some of the Braemar Park walking path can be funded by a project being developed on the diamond interchange on 494 and 18. Also, the Braemar Park path on the southeast corner could be very easily connected to the Bloomington path system which comes to the Bush Lake overpass. With regard to the Walnut Ridge walking path - there should be a committee or a park board representative to meet with Mr. Kojetin and the neigh- bors surrounding the park who had indicated a concern when the path was proposed three years ago. At.the present time, it is felt there would be no objection, but they would like to be informed of the exact lay out of this new path. Joan Lonsbury indicated she would be happy to meet with Bob and the neighbors since she had met before with them and discussed it. No action was taken except to pursue the plans for construction of the paths for the 1982 year. Joan Lonsbury suggested that maybe during the winter it could be a possibility that we could have a Saturday meeting with the Park Board and walk through these areas since they are presently under water and are inaccessible in the summer. V. CENTRAL PARK Following are the names suggested at the meeting for the proposed park and surrounding buildings: Dunedin (ancient name for Edinburgh), Princess Street Garden, The Place, The Town, The Park, Tayside, Edina Green, Edinburgh Square, Invercauld. ' Bob Kojetin explained the Tax Increment District where the development is to take place - that the money from the taxes in that particular area must stay in that same district to assist middle and low income families with housing, to assist with building offices, parking lots and could be used for the new park. He explained that because of the complexity of the issue there will be possibly many changes in the exact layout of the area, but a proposed plan was shown for the park as it stands now. VI. GOLF COURSE COMMITTEE REPORT Don Wineberg reported that the Golf Course Committee met on Wed. Nov. 25. Items discussed by the committee included speeding up play, rebuilding tees, altering tees, and the major issue was the possibility of starting to look into the immediate future on expansion of the clubhouse and also improve- ment to the maintenance building. We should start considering the expansion of the clubhouse so that possibly by 1985 or sooner we could start construction. The dedication for the Braemar stone from Scotland is scheduled for Thursday, July 22, as a one -day type celebration. VII. SNOWMOBILES The council requested at their December 7th council meeting that the Park Board look into an ordinance banning the use of snowmobiles from the parks. The only place in Edina for snowmobiles at the present time is outside of the perimeter road at Braemar Park. There has been considerable snowmobiling on the soccer field and the adjacent hill at Braemar Park. Since the Park Board has not heard of any particular problems with the use of snowmobiles in the Braemar Park area, the matter was tabled until more information could be gathered by the staff from other communities and brought back to the January Park Board meeting. VIII. RECREATION REPORT Rick Jacobson asked the board for feedback on current community activities. Bill Lord said the children in his area are eager for the rinks to open, wondering if they can open before Dec. 19th. It was explained that the rinks will be flooded as soon as the weather is cold enough to make good ice, and in the last few years, it has not been cold enough for good ice until after December 15th but that the rinks will be flooded as soon as it is possible. Publicity- getting the word out to the public abDu.;t upcoming events and registra- tions, etc. has been somewhat of a problem. The possibility of having a weekly column in the Sun newspaper from the Recreation Dept. was mentioned by Mrs. Lonsbury. Rick Jacobson stated that there are two cross country ski trails in the Braemar Park and ski instructions are scheduled for February. Mr. Erdal MADE A MOTION for Adjournment.
