MINUTES OF THE REGULAR MEETING OF
THE EDINA ZONING BOARD OF APPEALS
HELD ON THURSDAY, SEPTEMBER 2, 1993

MEMBERS PRESENT: Chairman, D. Runyan, L. Olson, C. Ingwalson,
R.M. Utne, R. Hale
STAFF PRESENT: Kris Aaker
I. APPROVAL OF THE MINUTES:
Mr. Hale moved to approve the July 1, 1993, meeting minutes.
Mr. Ingwalson seconded the motion. All voted aye; motion carried.
II. NEW BUSINESS•
B-93-34 Mr. Richard Giertsed
5301 Oaklawn Avenue
Lot 20, Block 6, South Harriet Park
Request: A 9.5 foot sidestreet setback variance
Ms. Aaker told the Board the proponents are returning before
them this evening because their previous variance approval time has
lapsed. Ms. Aaker said the homeowners did not obtain a building
permit by the anniversary date of the approval of the original
variance request.
Ms. Aaker concluded that the requested variance has not
changed, and staff supports the request as presented.
The proponent, Mr. Giertsed was present.
Mr. Olson moved to approve the variance for a 9.5 foot
sidestreet setback variance subject to plans presented. Mr. Hale
seconded the motion. All voted aye; motion carried.
B-93-35 Stephen J. Beisang
4611 Drexel Avenue
Lot 32, Block S. Country Club Fairway
Request: A four foot driveway width variance
Ms. Aaker informed the board the subject property is located
on the east side of Drexel Avenue between Bridge Street and Country
Club Road within the historic country club district. The home
located on the lot is an english cottage style home built in 1926.
Ms. Aaker explained the homeowners are hoping to add a new two
car garage in the rearyard. Ms. Aaker said to accomplish the
addition the homeowners are proposing to convert the existing
single stall garage into a drive-through porte cochere and remove
the kitchen area behind the old single stall garage to access the
rearyard. The homeowners are also planning to expand the back of
the kitchen into the rearyard area.
Ms. Aaker concluded staff recommends approval of the request
given the pre-existing conditions of the site and limited ability
with which a two stall garage can be accomplished.
The proponent, Mr. Beisang was present.
Mrs. Utne questioned Mr. Beisang if trees would have to be
removed. Mr. Beisang stated trees will have to be removed and
explained to the board some of those trees are diseased, and would
have to be removed regardless.
Mr. Hale moved variance approval subject to the use of
consistent materials. Mr. Olson seconded the motion. All voted
aye; motion carried.
B-93-36 Burton and Elaine Bonn
4385 Thielen Avenue
Lot 11, Thielen's Brookside
Request: A 3.62 foot frontyard setback variance
Ms. Aaker told the Board the subject property is located in
the northeast quadrant of Thielen Avenue and West 44th Street. The
home is a story and one-half cape cod style home built in 1936.
The property owners have indicated they desire to "dress up"
their front entry and provide protection from the elements for
visitors. Ms. Aaker said they hope to accomplish this by adding an
overhang with posts over the front entry of the home.
Ms. Aaker concluded staff acknowledges the proponents desire
for a covered front entry, and believes the design compliments the
architectural character of the home. Staff supports the request as
submitted.
The proponents Mr. and Mrs. Bonn were present.
A discussion ensued with Board Members in agreement that the
proposal as presented will not have a negative impact on the
neighborhood.
Mr. Olson moved variance approval subject to the conditions
that the porch remain unenclosed, and that materials match the
existing structure. Mr. Hale seconded the motion. All voted aye;
motion carried.
B-93-37 Lunds Grocery/Nordquist Sign Co., Inc.
3945 West 50th Street, Regular Land Survey
#1426 Tract C
Request: An 8 foot street setback variance for a free
standing sign placement
Ms. Aaker explained the subject property is located on the
south side of West 50th Street west of France Avenue and is
identified as the Lunds grocery store site. Ms. Aaker said Lunds
is proposing to reconstruct the existing freestanding sign erected
in 1975 fronting Halifax Avenue and West 50th Street.
Ms. Aaker said staff supports the request as submitted.
Mr. Marty Rudd, was present representing Lunds.
Mr. Rudd explained that Lunds is replacing an existing
freestanding sign that is interior lit.
Mr. Hale moved to recommend variance approval subject to the
plans presented. Mr. Ingwalson seconded the motion. All voted
aye; motion carried.
III. ADJOURNMENT•
The meeting was adjourned at 6:05 p.m.
