HELD ON THURSDAY, DECEMBER 1, 1994

MEMBERS PRESENT: Chair, Rose Mary Utne, Ann Swenson, Lee Johnson, Len

I. APPROVAL OF THE MINUTES:
The minutes for the October 6, 1994, meeting minutes were filed as presented.
11. NEW BUSINESS:
B-94-58 Gary L. Lundgren
5841 Brookview Avenue
Lot 4, Block 1, Fairfax Addition
Request: A 2.25 foot sideyard setback variance
Ms. Repya informed the board the subject property is located on the east side
of Brookview Avenue and is just south of West 58th Street. The home consists of a
one story walk out rambler which backs up to Pamela Park. The home was built in
1954 and has experienced few improvements since its' construction. The
homeowners are hoping to add a second story to the home to provide a master
bedroom with bath.
Ms. Repya concluded it would appear that the request would have little visual
impact on neighboring property owners and that the plan has an additional two foot
setback provided for the second story which reduces impact on the property to the
north. The walkout design of the house forces a greater setback by ordinance which
becomes a hardship when trying to achieve a balanced design.
The proponent, Mr. Gary Lundgren was present.
Mr. Lundgren explained in his opinion the proposed addition with be visually
pleasing to the neighbors. He added the most impacted neighbors garage faces the

addition reducing impact.
Mrs. Swenson asked Mr. Lundgren if he plans on using like materials in the
addition. Mr. Lundgren said like materials will be used.
Mr. Olson moved variance approval subject to the use of consistent materials.
Mr. Johnson seconded the motion. All voted aye; motion carried.

Lot 3, Block 1, Rembrandt Manor
Request: An 8 foot frontyard setback variance
Ms. Repya informed board members the subject property is located on the west
side of Xerxes Avenue just south of the crosstown highway. The property is known
as the Edina Care Center Nursing home facility. The owners are hoping to enclose the
upper deck area above the front entrance located on the east side of the building for
safety reasons.
Ms. Repya concluded the proposed improvements will have little if any impact
on the street scape and are necessary to achieve A.D.A. requirements and to assure
the health and safety of the residents of the building. Staff supports the request
subject to the use of matching materials.
Representatives for Edina Care Center were present.
A brief discussion ensued with board members in agreement that what is
proposed will not negatively impact adjacent property owners, and supports efforts
to achieve A.D.A. requirements.
Mr. Olson moved variance approval subject to the use of matching materials.
Mrs. Faust seconded the motion. All voted aye; motion carried.

Request: A 4.06 foot frontyard setback variance
Ms. Repya explained the subject property is located on the east side of Mirror
Lakes Drive, south of Northwood Drive and north of Ayrshire Boulevard. The home
consists of a one story rambler constructed in 1952. The property owner has
planned an extensive remodeling of the home to include a second story addition, three
car garage and expanded living areas. Part of the plan is to replace the existing two
car garage with a three car garage approximately 12 feet in front of the existing west
building wall of the home. All aspects of the remodeling and addition conform to
ordinance requirements with the exception of frontyard setback.
Ms. Repya pointed out it is apparent that the proposed setback could be
achieved on other lots located on the same side of the block, and it would appear that
the addition as proposed would have limited impact on the streetscape. Staff supports
the request as submitted with a condition that matching materials are used.
Mr. Bergstad was present to respond to questions.
Ms. Swenson noted on the plans presented there is no indication on the type
of materials used, or if they will match the present materials of the existing structure.
Mr. Bergstad responded he plans on using stucco throughout. All materials will
match.
Mrs. Faust asked Mr. Bergstad if he has spoken with adjoining neighbors regard
this renovation. Mr. Bergstad said neighbors to the south have indicated their support,
but to date he has not been able to contact the neighbors to the north. It appears
they are out of town.
Mr. Olson said in his opinion the renovation of the existing home is an
improvement to the home, and neighborhood.
Mrs. Utne asked Mr. Bergstad if he has chosen a color for the stucco. Mr.
Bergstad responded he plans to use earth tones.
Mr. Johnson said a frontyard setback variance of this magnitude is unheard of
in many areas of Edina, noting the addition will have impact, but because of the deep
setbacks along the streetscape impact should not be negative.
Mr. Bergstad agreed the remodeling and encroachment into the frontyard will
be noticed, but the site also contains vegetation that should soften any impact.
Mrs. Swenson asked Mr. Bergstad if he is planning on using the existing

foundation. Mr. Bergstad responded the plans depicted incorporate the existing
foundation.
Mrs. Swenson questioned the materials that will be used for the roof. Mr.
Bergstad stated at this time he plans to use slate as the roofing material.
Mrs. Faust asked Mr. Bergstad if living space is planned behind the garage. Mr.
Bergstad informed the board living space is not planned behind the garage.
Mr. Olson moved variance approval subject to the plans presented and the use
of consistent materials. Mrs. Swenson seconded the motion. All voted aye; motion
carried.
III. ADJOURNMENT
The meeting was adjourned at 6:05 p.m.
