OF THE EDINA ZONING BOARD OF APPEALS
HELD ON THURSDAY, APRIL 6, 1995

II. NEW BUSINESS

4627 Arden Avenue
Lot 14, Block 11, Country Club District
Zoning: R-1
Request: A 1.43 foot sideyard setback variance and a 119.9 sq. ft.
lot coverage variance
Ms. Aaker informed the board the subject property is located on the east side
of Arden Avenue. The home is a two story mediterranean style home built in 1930.
The homeowner is hoping to add a two story addition to include an expanded kitchen,
a new family room, porch, second story master bedroom and a roof top deck. The
plan also includes replacement of the existing 18 X 20 foot detached garage with a
25 X 30 foot attached garage. All aspects of the addition and remodelling conform
to the ordinance requirements with the exception of the north sidewall of the garage
and the overall lot coverage of buildings on the property.
Ms. Aaker stated staff acknowledges that the narrow lot width makes it difficult
to add on to the back of the home and attach a garage that provides adequate
maneuvering area. It is evident however that a detached garage could be
accomplished that would conform. A detached garage would reduce the rear yard
area that the homeowners had hoped to preserve.
Ms. Aaker concluded staff believes to accomplish an attached garage, the
proposal is a reasonable solution, given the lot width and house location. Staff
cannot, however, support lot coverage in excess of the ordinance maximum.
The proponent, Mr. Thaxton was present.
Mrs. Swenson asked Mr. Thaxton his plan for exterior materials. Mr. Thaxton
said the exterior materials will be stucco to match in the existing structure and the
roof will be clay tile
Mr. Olson commented he has a problem with the size of the garage. Ms. Aaker
explained if they trim off the rear portion of the garage the square footage will be
reduced, and a lot coverage variance would not be required.
Mrs. Faust questioned the width of the garage. Mr. Thaxton explained the
additional width is needed to maneuver the cars. Presently the cars hit bumpers when
entering or exiting the garage. Continuing, Mr. Thaxton stated if the board has a
problem in approving the lot coverage variance we are willing to trim off the rear five
feet of the garage to comply with ordinance standards.
Mrs. Faust asked Mr. Thaxton if he has spoken with the most impacted
neighbors. Mr. Thaxton explained he is new to the neighborhood and to date has not
met any neighbors. Ms. Aaker interjected she spoke with the immediate neighbor to
the north who did not voice an opinion after reviewing the proposal.
Mrs. Swenson acknowledged the addition is aesthetically pleasing, but cannot
support the lot coverage variance. Mr. Olson agreed, adding he cannot support the
variance for lot coverage. Mrs. Faust concurred.
Mrs. Swenson moved approval of a 3.5 foot sideyard setback variance subject
to the condition that the exterior materials and roofing match the existing structure.
Mrs. Swenson moved denial of the lot coverage variance. All voted aye; motion
carried.

Request: A 6 foot frontyard setback variance for a front overhang
with posts and front entry addition
Ms. Aaker informed the board the subject property is located on the east side
of Arden Avenue, just south of West 50th Street. The home is a one and one half
story with a single car garage. The homeowners are proposing to add a family room,
morning room, new front entry and to add depth to their garage. Originally they had
hoped to accomplish a larger addition however decided to scale back the plans due
to lot coverage concerns. The original proposal was 42 square feet over the maximum
allowable coverage of 2164.82 sq. ft. All aspects of the revised plans conform to the
ordinance requirement with one exception. The proposed addition of the front entry
requires a frontyard setback variance.
Ms. Aaker concluded given the limited impact of the request on neighboring
properties, staff supports the variance.
The proponent, Mr. Hiniker was present.
A brief discussion ensued with board members in agreement that the proposal
does not negatively impact the existing dwelling or surrounding property owners.
Mr. Olson moved variance approval subject to the plans presented. Mrs.
Swenson seconded the motion. All voted aye; motion carried.

Lot 1, Block 2, Golf Terrace Heights 2nd Addn
Request: A 4.67 foot side street setback variance
Ms. Aaker told board members the subject property is located in the northwest
quadrant of Oak Drive and St. Johns Avenue. The property is a corner lot facing Oak
Drive. The home is a two story home built in 1950. The homeowners are hoping to
replace the existing porch that was part of the original construction of the home with
a larger family room.
Ms. Aaker concluded given the existing non -conforming setback, narrow lot
width, and minimal impact on the neighborhood, staff supports the request.
The proponent, Mr. Westin was present.
Mrs. Swenson stated she can support the proposal as presented and questioned
Mr. Westin on the type of materials that will be used for the addition.
Mr. Westin responded the materials used for the addition will match the existing
house.
Mrs. Swenson moved variance approval subject to the plans submitted and the
use of consistent building materials. Mr. Olson seconded the motion. All voted aye;
motion carried.
