OF THE EDINA ZONING BOARD OF APPEALS
HELD ON THURSDAY, SEPTEMBER 19, 1996

I. APPROVAL OF THE MINUTES:
The minutes of the July 18, 1996, meeting were filed as submitted.
11. NEW BUSINESS:
B-96-50 Douglas and Charlotte Ketcham
4602 Merilane
Lot 2, Block 1, Walling's Addition Ist Plat
Request: A 7.5 foot sideyard setback variance
Ms Aaker informed the board the subject property is located on the north side of
Merilane and consists of a 2'/ story brick and stucco home. The homeowners are
hoping to add a small (13.4' X 9.5") two story addition to the north side of their home.
The addition will consist of an addition to the kitchen on the first floor and a closet on
the second floor.
Ms. Aaker explained the lot in question is large in area, however oddly shaped
and with the home sited at an angle to the side lot lines. The lot is also bisected in a
number of areas with a 10 foot wide storm sewer easement. There is an additional
storm sewer easement than those shown on the attached survey that has recently been
recorded that occurs along the west property boundary. The flood zone also affects the
lot by occupying roughly one third of the lot which encompasses the entire tennis court
area.
Ms. Aaker concluded given the limited impact the addition will have on
neighboring properties and given the limitations of the lot staff supports the request as
submitted.
The proponent, Mr. Ketcham was present to respond to questions.
Chairman Johnson commented the house is very interesting, and in his opinion
the proposed addition will have minimal impact.
Mr. Lewis moved variance approval subject to the plans presented and the use
of matching materials. Ms. McClelland seconded the motion. All voted aye; motion
carried.
B-96-51 Ted and Mary Adams
4618 Edgebrook Place
Lots 11 & 19, Block 14, Country Club District
Request: A 1.1 foot frontyard setback variance
Ms. Aaker informed Board the subject property is located on the west side of
Edgebrook Place, backing up to Minnehaha Creek. The home is a one and one half
story walkout. The home is under extensive remodel which will include an addition to
the front of the home. The addition will align with the front wall of the home and would
expand the kitchen breakfast area, and front entry stoop.
Ms. Aaker explained all aspects of the home remodel conform to the Ordinance
requirements with the exception to the addition to the front of the home.
Ms. Aaker concluded given that the extension will match the existing front
building wall and that it would appear to have little impact on neighboring properties,
staff supports the request as submitted.
The proponent Mrs. Adams was present.
Chairman Johnson asked Ms. Aaker if the garage already exists. Ms. Aaker said
Edgebrook place curves considerably with the garage already existing. The only
aspect of the renovations that requires a variance is to the front.
Chairman Johnson questioned if the variance is only for the stoop. Ms. Aaker
said the entire addition to the front requires a variance. She pointed out the addition
matches the front building wall, reiterating the curve in the street reduces any impact.
Mrs. McClelland moved variance approval subject to the plans presented and
the use of matching materials. Mr. Lewis seconded the motion. All voted aye; motion
carried.

Lot 2, Block 4, Mirror Lakes Meadowood 2nd Addn.
Request: A five foot sideyard setback variance
Ms. Aaker informed the Board the subject property is located on the west side of
Heather Lane and consists of a rambler with a attached garage. Originally when the
home was built in 1961, the north sideyard setback was 10 feet, however, an extension
of the garage reduced the setback to five feet. The homeowners are hoping to match
the five foot north sideyard setback with a family room, mudroom and laundry room
addition.
Ms. Aaker concluded it would appear that spacing between structures will not be
compromised and that the addition would have little if any impact on the neighboring
property to the north. It would also appear however, that a conforming solution could
be accomplished.
The proponent, Mr. and Mrs. Overman were present.
Chairman Johnson said in viewing the plans a 35' building wall without windows
or any type of breakup to reduce the mass will impact the adjacent property owner.
Mr. Overman said he is very receptive to placing windows in the building wall if it
is the desire of the Board.
Chairman Johnson said in his opinion something needs to be done to the
building wall. He pointed out as you travel down the street people will view a wall that
will look very stark. Concluding, Chairman Johnson stated variety needs to be added
to the building wall in the form of windows or with some other form of architectural
design.
Ms. McClelland agreed she pointed out if the neighbor to the south would ever
desire to expand their house their view would be of a 35 foot blank wall.
Mr. Lewis moved variance approval subject to the use of matching materials and
the requirements that there be at minimum two windows placed in the north building
wall. Mrs. McClelland seconded the motion. All voted aye; motion carried.
III. ADJOURNMENT:
The meeting adjourned at 6:10 p.m.
