EDINA ZONING BOARD OF APPEALS
HELD ON THURSDAY, FEBRUARY 20, 1997, AT 5:30 P.M.
EDINA CITY HALL MANAGER'S CONFERENCE ROOM

I. APPROVAL OF THE MINUTES:
The minutes of the December 19, 1997 meeting were filed as submitted.
II. OLD BUSINESS:

Request: A sideyard setback variance for a family room addition
Ms. Aaker informed the Board this item was heard previously and the
proponents were asked to look at different alternatives to achieve their goal.
Ms. Aaker concluded staff is comfortable with the solution.
Mr. and Mrs. Everson were present.
Mr. Lewis said he reviewed the previous plan, and did not feel comfortable
with that proposal. He said in his opinion the revised plan addressed the concerns
expressed at the last hearing. He stated the proponents worked at reducing the
sideyard setback to a more acceptable degree. Mr. Lewis noted the placement of
the house presently is less than desirable, and very difficult to work with. He

Request: A 48 square foot lot coverage variance and a 6 foot rearyard
setback variance
Ms. Aaker informed the Board the subject property is located in the
southwest corner of Bruce Avenue and Bridge Street consisting of a one and one
half story home fronting Bruce Avenue with a detached garage facing Bridge
Street. The homeowners are proposing to add a master bedroom to the home
and connect the detached garage via an underground link to the basement. The
proposal requires two variances, one that relating to rearyard setback and another
regarding lot coverage.
Ms. Aaker explained the existing detached garage provides a 19 foot
rearyard setback. Minimum setback required from rearyard for a detached garage
is 3 feet. Minimum rearyard setback required for an attached garage is 25 feet.
The underground link attaches the garage to the home triggering the 25 foot
rearyard setback requirement. The underground link will extend above grade by 3
feet, however, it will be covered by a new deck that replaces an existing deck.
The link would not be visible and it would appear that the garage would still be
detached.
Ms. Aaker pointed out It should be noted that portions of principal and
accessory buildings which are located completely underground and which are not
visible from the surface of the ground are not included in lot coverage. As
indicated previously, the proposed link would extend 3 feet above grade so it will
not be completely underground. The ordinance allows a 150 square foot deck or
patio beyond the maximum provision for coverage. The garage link will be
covered by the allowable deck area, however, all portions of the building
extending above grade must be included in lot coverage regardless if decking
covers it. The link would push the coverage over by approximately 50 square
feet.
Ms. Aaker concluded generally the Zoning Board of Appeals has
consistently not approved lot coverage variances, however, the subject request is a
unique and undetectable solution. Staff supports the request as submitted.
The proponents, Mr. and Mrs. Roberts were present.

Mr. Lewis commented in his opinion to achieve the desired results this
project was tackled with creativity.
Mr. Patton noted the link is three feet above grade and questioned the
function of the link. Mr. Roberts explained the link is required to get to the
garage.
Mr. Lewis moved approval of the project noting the hardship of a corner
lot, the link is underground and under a legal deck. Mr. Lewis recommended that
approval is also subject to the condition that no alterations can occur to the link,
subject to the plans presented, and the variance is limited to the link. Mr. Patton
seconded the motion. All voted aye; motion carried.
