EDINA CITY HALL MANAGER'S CONFERENCE ROOM MEMBERS PRESENT: Chair, Rose Mary Utne, Ann Swenson, John Lonsbury MEMBERS ABSENT: Meg Mannix, Don Patton STAFF PRESENT: Kris Aaker, Jackie Hoogenakker I. APPROVAL OF THE MINUTES: The minutes of the April 2, 1998, meeting were filed as submitted. II. NEW BUSINESS: B-98-26 Steven and Kathleen Petersen 6513 Stauder Circle Lot 2, Block 6, Parkwood Knolls Request: A 3 foot frontyard setback variance for a garage addition Ms. Aaker informed the Board the subject property is located south of Stauder Circle consisting of a rambler with an attached two car garage. The homeowners are planning on adding a third garage stall to the home while increasing the overall depth by adding three feet to the front of the garage stalls. The addition of the third garage stall conforms to the Ordinance requirement with the exception of frontyard setback. Ms. Aaker explained the homeowner has indicated that extension of the garage closer to the street will allow the accommodation of their vehicles while also providing room to move around the cars. Currently there isn't any room to move around the cars according to the applicant and there is virtually no storage room. The home is a walkout to the backyard so extension towards the back isn't feasible. The Zoning Ordinance requirement for frontyard setback is that the subject property must match the only other home facing the street (6517 Stauder Circle). Both the subject home and home to the west provide a 55 foot frontyard setback. Ms. Aaker said the homeowner has stated their garage needs replacing because of a sagging roof, problems with the floor and their desire to add more space. Replacement allows them the opportunity to improve on existing conditions. Ms. Aaker pointed out the frontyard setback ordinance requires that a homeowner maintain the average frontyard setback along the block or match the adjoining neighbors on either side. The purpose of the ordinance is to maintain continuity along the block and preserve an even streetscape. In this particular case, there are only two homes affecting setback, the subject property and the home to the west. Ms. Aaker concluded review of the overall neighborhood indicates a variety and mixture of frontyard setbacks. Some frontyard setbacks are at the minimum 30 feet and some exceed 100 feet. Staff is of the opinion that the three foot request will not compromise the ordinance nor have a negative impact on adjacent properties. The proponents, Mr. and Mrs. Peterson were present. Mr. Peterson explained the existing garage has deteriorated, and must be replaced. He added the garage at present is very shallow because living space is located directly behind it. Mr. Peterson added since the garage needs to be re -build they would like to achieve more storage space, which is the reason for the variance request. A brief discussion ensued with Board Members in agreement that setbacks vary along the block, and any impact to surrounding properties would be minimal. Mrs. Swenson moved variance approval subject to the plans presented and the use of matching materials. Mr. Lonsbury seconded the motion. All voted aye; motion carried. B-98-27 Ken Potts 4236 Crocker Avenue All of Lot 9, Except the north 22 feet front and rear thereof Block 2, Crocker and Crowell's 1St addition Request: A 3.6 foot sideyard setback variance for a second story addition 2 Ms. Aaker told the Board the subject property is located on the west side of Crocker Avenue consisting of a rambler with an attached two car garage. The homeowner is hoping to add a second story to the home. The home currently maintains a little greater than the minimum sideyard setback for building wall height not in excess of 15 feet. The second story addition will increase the wall height to require an additional 3.6 feet of setback. Ms. Aaker explained the homeowners objective is to accomplish a similar second story as present with the homes on either side. The subject rambler is set in between two story homes. The request is to allow an upward extension of the south sidewall of the home. No change in building footprint is proposed and the southside wall will not be located any closer to the sideyard than the existing setback. It should be noted that the slope of Crocker Avenue provides for a lower elevation of the subject home relative to the most affected property to the south. It should also be noted that spacing between the subject home and most affected home to the south will remain at 35.5 feet. Ms. Aaker concluded it would appear that the addition would be consistent with the homes on either side would have little if any impact on neighboring properties. In addition it would appear that spacing between structures would remain generous. Staff supports the request as submitted. The proponent, Mr. Potts was present. Mr. Potts told Board Members the neighbors on both sides of his property support the request. Mrs. Swenson asked Mr. Potts what he plans to do with the covered area along the north side of the house. Mr. Potts said his plans are to remove the covering. Mrs. Swenson questioned if the deck off the rear of the house will be reconstructed. Mr. Potts said the deck will be modified & re -constructed. Mrs. Utne told Mr. Potts it was very helpful to her to view the provided elevations. Mrs. Swenson moved variance approval subject to the plans presented, the use of matching materials and removal of the covered walk -way. Mr. Lonsbury seconded the motion. All voted aye; motion carried. III. ADJOURNMENT: The meeting adjourned at 6:00 p.m. e Hoogenakker 3
