PLANNING COMMISSION
CITY COUNCIL CHAMBERS
JUNE 15, 2011
7:00 P.M.
I. CALL TO ORDER
Chair Grabiel called the meeting of the Planning Commission to
order at 7:05 P.M.
II. ROLL CALL
Answering the roll call were Commissioners Carpenter, Platteter, Staunton, Stefanik and Chair Grabiel.
Absent from the roll call were Commissioners
Scherer, Schroeder, Fischer, Forrest, Potts and Rock.
III. APPROVAL OF MEETING AGENDA
The Agenda of the June 15, 2011 was presented and filed.
IV. APPROVAL OF CONSENT ITEMS
The
minutes of the June 1, 2011, meeting was continued to the June 29, 2011 meeting for formal approval.
V. COMMUNITY COMMENT
During “Community Comment,” the Art Center Board will invite
residents to share relevant issues or concerns. Individuals must limit their comments to three minutes. The Chair may limit the number of speakers on the same issue in the interest of
time and topic. Generally speaking, items that are elsewhere on tonight’s agenda may not be addressed during Community Comment. Individuals should not expect the Chair or Board Members
to respond to their comments tonight. Instead, the Board might refer the matter to staff for consideration at a future meeting.

VI. PUBLIC HEARINGS
During “Public Hearings,”
the Chair will ask for public testimony after City staff members make their presentations. If you wish to testify on the topic, you are welcome to do so as long as your testimony is
relevant to the discussion. To ensure fairness to all speakers and to allow the efficient conduct of a public hearing, speakers must observe the
following guidelines: Individuals must limit their testimony to three minutes. The Chair may modify times as deemed necessary. Try not to repeat remarks or points of view made by prior
speakers and limit testimony to the matter under consideration. In order to maintain a respectful environment for all those in attendance, the use of signs, clapping, cheering or booing
or any other form of verbal or nonverbal communication is not allowed.

Site Plan Review
with Variances
Chair Grabiel reported that at the request of the applicant Ebenezer York Assisted Living, LLC the public hearing scheduled for this evening for a site plan amendment
with variances has been continued to the Planning Commission meeting of June 29, 2011, 7:00 PM, Edina Council Chambers. No formal action taken.
VI. REPORTS/RECOMMENDATIONS
A. Discussion
to amend ordinance on attendance policy for the Edina Planning Commission.
Chair Grabiel briefly explained that due to a recent City Ordinance amendment establishing the Planning Commission
as the Zoning Board of Appeals which created the need for the Commission to meet twice monthly instead of the originally scheduled once monthly the Planning Commission is requesting
that the City Council consider relaxing the attendance policy during the summer months and consider an ordinance amendment.
Chair Grabiel said the attendance policy during the months
of June, July and August should be relaxed to excuse all "reasonable" absences from Commission meetings.
Chair Grabiel also suggested a change to a section of the City Code 1500.09
B. Attendance Requirements and directed Planner Teague to draft an amendment to the present ordinance increasing the allowable absences from 3 consecutive regular meetings to 4 consecutive
regular meetings.
The Commission moved to recommend that Teague amend the policy and ordinance and forward those changes to the City Council for their comments and approval.
VII. CHAIR AND COMMISSIN COMMENTS
Commissioner Staunton reported that work is continuing on the Grandview Small Area Plan.
VIII. ADJOURNMENT
The meeting was adjourned at 7:15
