Mr. Hoisington reported that this three lot plat located north of Belmore Lane and just cast of Grove Place received preliminary approval from the. Commission and Council in 1964. Commission had reaffirmed that action in December, 1968. The preliminary plat was approved by Council on January 6, 1969 subject to its referral back to the Commission. The reason for such referral was opposition at the Council meeting of January 6, 1969. The staff recommends approval of the proposed preliminary plat. Dr. Mogan, 6204 Beltiore Lane, stated that the proposed division would create unnecessary congestion in the area. If there were just two lots, there would be better homes built on them. Three horses on two lots will change the character of the neighborhood. Mr. Hailquist reviewed the histoyy of the area for the CoemQission and stated that he had a brayer interested in one of the lots and that he intended to keep one of them for himself. He also indicated that the type of house he would build would be in the neighborhood of $40,000, lot and structure. After some discussion, Mr. Hu.,hes moved that the Commission_ table the matter and schedule a visual ins action before further action is taken. Mr. Nuzent seconded the motion. Johnson -Burton Property. NW Corner Crosstown and Tracy Avenue. Mr. Hoisington reported that he and Mr. Hyde had met with Messrs Johnson and Burton about the development of their property and the possibility of their selling approximately 2 acres to the Village. The asking price was too high. Mr. Hoisington. wanted an indication from the Commission on their thoughts for the development of this property. Mr. Hughes stated that he would be happy with single family homes. Mr. Clay noted that perhaps to-ahouses with single family density would be appropriate. It was the general opinion of the Commission that some type of lower density residential development would be best. No action taken. 2. P.C.H. Co. Sime Pro ems► r� The developers of this property are looking for some direction from tha Commission. At the December meeting, several site plans were presented shoeing different variations of multiple uses ranging from R-3 to R-5. At that time, the Cormission accepted the proposal for study. Mr. Cardarelle stated that he was working with Mr. Hoisington on the davelopment of the single family properties on the northerly portion of the property. They were now beginning to get closer to a better development and he hoped to bring in a plat of that area within the next month or so. Mr. Roisington noted that there may be some activity on the property directly to the west of the F.C.H. property. A shopping center proposal is likely to be requested in the near future and it might be wise to consider both requests at the same time. _After some discussion, the Commission decided to wait to see about the development of the property to the west and to again, examine the Western Edina j2lan before takes action on this Multiple development. Edina Planning Commission Minutes --4- January 8, 1969 3. Southwestern. Edina Plat. Mir. Hoisington reported that the Commission had agreed with the overall concept of the preliminary plat and that the property owners, except Orin Johnston, were in agreement with the plat. Mr. Johnston, his attorney, Air. Newhall and his surveyor, Mr. Isrealson, appeared with an aerial survey and a mock up of his property. Mr. Johnston is not happy with the alignment of the road through his property. He wishes the road to go farther to the east. His reason for this is that he has no intention of developing his property. If the road were to be placed further to the east, it would not benefit those properties facing Cahill Road as development along Cahill would use Cahill toad. The developers would pay for two roads and only one would benefit the property. After considerable discussion on the location of the road and the possibility of moving it and the possibility of building the road as development demands, Mir. Hughes shoved that thematter be tabled and that a special meeting be called to duscuss the overall Southwestern plan concept. Mr. Johnson seconded the motion. All Voted Aye. Motion Ca tied. 4. Zoninx Ordinance Amendments. The proposed awendments are the result of these proposals made to the Ccsmission two monthe ago. The only question was the storage of trash and garbage incinerators. Air. Hoisington asked Mir. Nugent's opinion on that section. Mr. Nugent stated that he felt it was a good section and should be included in the ordinance. Mr.Nugent moved that the ordinance provisions be approved and forwarded to the Council for action. Mr. Hiatt seconded the motion._ All doted Ave. Motion CLarried. 5. Planned Residential District Ordinance. The ordinance has not been returned to us from the attorney for action this evening. Air. Hoisington suggested that action be taken on the ordinance at the special Omission maetinb. No action taken. The Comission set Wednesday, January 15, 1969 at ::30 P.M. as the special meeting date.
