CALL TO ORDER
Chair Weber called the meeting to order at 7:00 p.m.
II. ROLL CALL
Answering roll call were Chair Weber, Vice Chair Christiaansen, and Members Moore, McLellan,
Birdman, Kelly, Pearson and Student Members Otness and Puerzer. Absent were Members
Sussman and O'Brien. HPB Staff Liaison - Senior Planner, Joyce Repya was also in attendance.
III. APPROVAL OF MEETING AGENDA
Motion was made by Member Kelly to approve the meeting agenda. Motion seconded by
Member McLellan. All voted aye. The motion carried.
IV. APPROVAL OF THE MINUTES December 8, 2015
Motion was made by Member Moore to approve the December 8, 2015 HPB meeting minutes.
Motion seconded by Member Birdman. All voted aye. Motion carried.

VI. REPORTS & RECOMMENDATIONS
VII. Certificates of Appropriateness: 4515 Bruce Avenue - New Detached Garage
Planner Repya explained that the applicant is requesting to demolish an existing S28 sq. ft.
detached garage that was constructed in 1976, and replace it with a new 477 sq. ft. structure in
the northeast corner of the rear yard. The proposed garage compliments the architecture of the
1924 Italian Renaissance/Prairie style home with a hip roof, stucco wails, trim board on all
elevations, and a one wood flush segmented overhead door with divided lite windows.
Ms. Repya pointed out that. plans for an addition to the rear of the home, (not subject to a COA)
were provided for the HPB's information. Furthermore, Preservation Consultant had reviewed
the plans for the proposed garage as well as the addition to the home and found the designs in
keeping with the subject home, surrounding neighborhood, and consistent with the provisions
of the district's plan of treatment. Ms. Repya then concluded that staff recommended approval
of the subject COA subject to the plans presented and a year built plaque be installed on the
exterior of the new garage.

Motion made by Member Kelly to approve the COA for a new detached garage subject to
the plans presented and a year built plaque installed on the exterior of the garage. Motion
was seconded by Member Pearson. All voted aye. The motion carried.

VIII. CHAIR AND MEMBER COMMENTS
A. Board members commented that they appreciated the good job Chair Weber had done
officiating the HPB meetings over the past year.

INTRODUCTION:
The applicant is proposing to make the following modifications to the street facing fagade of the existing attached
garage:
- Reduce the frontage from two doors (one single and one double) totaling 21' in width, to one door 18' wide
Also adding a service door into the home; and
- Construct a hipped roof addition to the front of the garage measuring 14' x 22'. This proposed addition in front
of the existing garage will still maintain a 10 foot set back from the front wall of the home.
Staff finds that no significant character defining details will be destroyed, nor will there be a loss of historic
character to the home. Furthermore, the details of the modified attached garage are characteristic of the English
Tudor Revival aesthetic, and the proposed plans are compatible with the historic character of the surrounding
neighborhood.

INTRODUCTION & BACKGROUND:
The subject property is located on the west side of the 4600 block of Browndale
Avenue. The existing home, an English Tudor Revival style, constructed in 1933
has an attached three stall garage on the north side. The Certificate of
Appropriateness request is for changes and an addition to the street facing
attached garage.
The proposed plan entails the following modifications to the street facing garage:
Reducing the frontage from two doors (one single and one double) totaling
21' in width, to one door 18' wide; and providing a service entry door into
the home; and
Construction of an addition to the front of the garage measuring 14' x 22'
or 308 sq.ft. The existing attached garage is set back 24 feet from the
front facade of the home - a hipped roof addition to the front of the garage
is proposed, still providing a setback of 10 feet from the front facade of the
home.
The applicant has explained that the modifications to the street facing facade of
the garage will allow space for a secondary entry (service door) to the home,
more in line with the existing scale of the structure as well as complimenting the
home's details and finishings. Furthermore, the garage addition will provide for
additional storage and parking for three vehicles. Also, the hip roof on the garage

addition will replicate the hip roof on the home, however with a lower slope to
minimize bulk.
Plans for additions to the rear of the home have been provided for the board's
information. A COA was not required for the 2 -story addition to the southwest -
rear corner of the home (dining addition) since it is set back well behind the front
facade of the home.
CONSULTANT VOGEL'S OPINION:
Consultant Vogel reviewed the plans and agreed with the scope of the COA. He
also observed that it is unknown whether the existing attached garage is original
construction; however it would not be considered a significant architectural
character defining feature of the house. Therefore, the proposed alterations
would not impact the distinguishing qualities and historic character of the house.
The proposed new garage matches the design and material of the house, and
appears to be compatible with the historic character of the surrounding
neighborhood.
STAFF RECOMMENDATION & FINDINGS:
Staff agrees with Consultant Vogel's evaluation of the proposed COA application
and recommends approval of the plans for changes to the street facing attached
garage on the north side of the home, subject to the plans presented.
Findings supporting the recommendation include:
• No significant character defining details will be destroyed;
• There will be no substantial loss of historic fabric;
• The garage addition will be compatible with the scale and proportions of
the historic fagade;
• The details of modified attached garage are characteristic of the English
Tudor Revival aesthetic; and
• The proposed plans are compatible with the historic character of the
surrounding neighborhood.

Certificate of Appropriateness for the property at 4610 Browndale Avenue
The owners of this 1933 tudor home wish to modify their existing, street facing, three car garage. They
would like to reduce the frontage from two garage doors (7'-0" and 16'-0" wide) for three vehicles to
one garage door (18'-0" wide) which will better accommodate two modern cars. This reduction would
allow space for a secondary entry on the property more in line with the existing scale of the structure
and in line with details and finishing. They would also build forward on the lot within the buildable area.
This would provide for additional garage storage space. The forward face of the garage would remain
subordinate to the primary fagade and sit back more than 10'-0" from the front fagade. Great care has
been taken in the design and massing of the garage addition. House details and materials will be
carefully matched. The roof on the addition will be a hip roof, as found on the main house, and of a
lower slope to minimize bulk.
The proposed garage addition at 4610 Browndale Avenue seeks to retain the traditional detailing and
quality of craftsmanship of the existing 1933 home and of the surrounding historical Country Club
neighborhood.
Plans and elevations of the non -street facing additions to 4610 Browndale are included.

At the meeting on 1/19/2016 all members were in attendance.
We discussed all 5 goals for the EOS.
1. Continue to organize tours of neighborhoods and landmarks in Edina throughout the vear
a. Member Kelly is working with Country Club residents on another tour of Country Club for 2016.
b. HPB tour for May TBD.
i. Locations / Areas to be discussed with HPB.
2. Continue the Annual Heritage Award
a. To be discussed at February HPB meeting.
3. Organize and community education call on heritage of Edina.
a. Member Kelly brought up the idea of this being a class for Realtors selling in Edina to educate
them as to the history and heritage of Edina. We all discussed the idea of this class possibly tying
into the app and being a course on educating residents on how to use our new "Edina Heritage
app.
b. Member Kelly contacted a number of local realotrs. Responses below:
i. Lisa Eckert: Interesting; I do a fair share of relocation and it would be helpful. I think
most locals wouldn't need it, but I would definitely refer them to the app. Let me give it
some thought. Thank you for including me.
ii. John Everett: LOVE the idea!! I'd be happy to assist in any way that that could fit. Please
keep me updated. Thanks for asking me. John
iii. Anne Shaeffer: 1 would be happy to refer something like that to my clients that are new
to the CC. ... let me know if there is some way I can help!
iv. Amy and Brad MacNamara: Just a quick thought..... many of our buyers (especially
relocation buyers) do go to the City of Edina website for information. An app that puts
that information together in on "easier to read" way would be so nice. We like the
content ideas you mentioned.
v. Amy Deckas: Great idea. Yes 1 would suggest it to potential clients! For purposes of
people new tl the area, a calendar of family events would be awesome. Maybe even kick
in a few events at Lake Harriet\Linden Hills. There is a City sponsored loan program that
may be useful. I think it's called Come Home to Edina. Just another thought. Love the
idea!!
4. Benin research on the Dossibilitv of collaborating with EHS students to develop and Edina Heritage a
and/or map.
a. We discussed this in depth and feel it would be a great resource for the community.
b. The design of it is TBD but we discussed the app including:
i. Walking and biking maps that would direct users to various Heritage resources around
the city.
ii. Detailed photos and text on various Heritage sites in Edina
iii. "New Resident" tips for understanding the history of Edina.
c. Technically we felt that working with EHS may be a way to implement and develop the app. We
would need a developer, computer science liaison to guide us.
d. Members Otness and Puerzer recommended that we contact Nancy Johnson at EHS (computer
science teacher) regarding working with EHS on the app.
i. Possibility of this collaboration being a May Term exercise for students.
e. Member Christiaansen has contacted Nancy Johnson via email but has not hear back yet. Update
hopefully by February HPB meeting.
S. S. Begin research on the possibility of organizing and art/photography/writing competition for residents
to showcase Edina Heritage — culminating in May to celebrate Preservation Month.
a. The EOS feels we should hold off on this goal until we make progress on the app.

Goal: Begin research on the possibility of collaborating with EGS students to develop an Edina
Heritage App and/or map.
General Notes:
• Map based app — targeted at new and existing residents of Edina.
• Potential features include: heritage landmarks, bike paths, parks, schools, national landmarks
Purpose of App:
• Sets Edina apart from other communities
• Useful resource for relators and perspective new residents
• Useful resource for current residents
• Biking, walking, driving routes to see historical landmarks
• Potential sponsorship/advertisement opportunities for local business who want their locations
and logo featured on the map (ie: Jerry's Foods, Davannis, etc.)

INTRODUCTION:
Attached you will find a copy of the 2015 request for Edina Heritage Award nominations. It appears that the
description of the award program focuses on current historic preservation activity. Given the significance of
previous award recipients that may not have included "historic preservation activity", it may be prudent to expand
the description to include "sites in Edina that have enriched the historic fabric of the community".

City of Edina Calls for 2015 Heritage Award Nominations
Edina, Minn., Feb. 12, 2015 — The City of Edina's Heritage Preservation Board is calling for
nominations for the 13th -annual Heritage Award.
The Heritage Award is given to a deserving local business, person or neighborhood for achievements
in preservation, rehabilitation, restoration and use of Edina's historical places. It was established in
2003 to showcase local preservation activity happening on properties located within the City of Edina.
Any individual, company or organization is eligible for the award, including non-residents, but in order
to be considered, the historic property or resource must be located in Edina. Current members of the
Heritage Preservation Board and past recipients are not eligible for the award.
Winners of this award are dedicated to restoring and preserving the integrity of a historical landmark,
business, item or area. Senior Planner Joyce Repya, who serves as staff liaison to the Heritage
Preservation Board, encourages residents to recognize notable Edina landmarks and properties.
"The Heritage Award provides the perfect opportunity to celebrate a property in the community that
has not only embraced its past, but also maintained its vitality into the future."
Previous winners include the Arthur Erickson House on Londonderry Road, Southdale Center, the
Convention Grill, St. Stephen's Episcopal Church, a colonial revival home in the Edina Country Club
District, the Coddington House on Blake Road, Edina Morningside Community Church, the historic
Sly Farmhouse on Brookview Avenue, the Morningside Neighborhood, Edina Cinema for their iconic
sign and the Baird House on 50th Street.
The Heritage Preservation Board will select this year's winner and the Edina City Council will present
the award during National Preservation Month in May. The winner will receive a commemorative
plaque.
Award nominations are due 4:30 p.m. Wednesday, April 8. Nominations can be submitted online at
www.edinamn.gov/heritage-awardform. Submissions should include the address of the heritage
resource; description of its preservation, rehabilitation or restoration; and the name and address of
the owner. A photo should also be included. Entries can also be mailed to Edina Heritage Award,
Edina City Hall, 4801 W. 50th St., Edina, MN 55424.
