THE EDINA HERITAGE PRESERVATION BOARD
HELD THURSDAY, AUGUST 11, 1977, at the
EDINA CITY HALL CONFERENCE ROOM
Members Present: Foster Dunwiddie, Chairman; Paul Muche, Tom Martinson,
Gordon Stuart, Maryanne Herman
Staff Present: Harold Sand, Assistant Planner
I. Approval of the Minutes of July 14, 1977.
Mr. Martinson moved that the Minutes be approved as submitted.
Mr. Muche seconded the motion. All voted aye. Motion carried.
II. Edina Mills
Mr. Dunwiddie said that Mr. Bob Frame, a Minnesota Historical Society
Mill Historian, had visited the Edina Mill site and inspected the
archaeological work. Mr. Frame had indicated that this probably was the
first excavation of its kind in Minnesota and suggested that an article
be prepared for the Historical Society Magazine. Mr. Dunwiddie said that
Mr. Ted Lofstrom, an archaeological staff member of the Minnesota
Historical Society has been on the site and reviewed the excavation while
in progress.
Mr. Dunwiddie reported that the excavation of the site was not substantially
complete and he was preparing plans for regrading the site. He indicated
that he was considering a grading plan that allows the top surface of most
of the foundation to remain exposed. The fact that the foundation was
concrete (not stone) allows it to be exposed without any substantial
deterioration problems. The Board generally agreed that it would be
preferable to expose the top surface rather than simply outline the location
on the surface. Mr. Muche moved that the conceptual grading plan be
approved. Mr. Stuart seconded the motion. All voted aye. Motion carried.
Mr. Dunwiddie mentioned that he has received information that the local HUD
office has rejected part or all of the Historic Preservation Projects that
were proposed in the 1977 Community Development program. Mr. Sand said that
the Staff received a copy of the projects that were approved and it did not
include the $5,000 for the second phase of the Edina Mills restoration/inter-
pretation project or the $8,000 local share for the Tupa Park restoration.
He said the Staff would be investigating appeal procedures.
After a discussion of alternatives, Mr. Muche moved that the Staff pursue
an appeal to reinstate 1977 Community Development funding for the Edina
Mills and Tupa Park historic preservation projects. Mr. Martinson seconded
the motion. All voted aye. Motion carried.

III. The Sheridan's. 4924 France Avenue.
Mr. Dunwiddy said that the addition to the Trinity Chapel, Oak Grove
now the Sheridan's Interior Design Co. is near completion and the
construction faithfully executed the plans approved by the Board several
months ago. The Board generally agreed that the Staff should prepare a
letter of appreciation for their co-operation.
IV. Next Meeting Date: September 8, 1977 at 7:30 P.M.
V. Adjournment. Mr. Martinson moved that the meeting be adjourned. Mr. Muche
seconded. All voted aye. Motion carried.
