MINUTES OF THE REGULAR MEETING OF
THE EDINA HERITAGE PRESERVATION BOARD
HELD THURSDAY, SEPTEMBER 8, 1977'at 7:30 P.M.
EDINA CITY HALL CONFERENCE ROOM
Members Present: Foster Dunwiddie, Chairman; Tom Martinson, Paul Mucke,
Maryanne Herman, Gordon Stuart, James McWethy
Staff Present: Harold Sand, Assistant Planner
I. Approval of the August 11, 1977 Heritage Preservation Board Minutes.
Mr. Martinson moved the minutes be approved as submitted. Mr. McWethy
seconded the motion. All voted aye. Motion carried.
II. Edina Mills.
A. Wooddale Neighborhood Association.
Mr. and Mrs. Mike Casserly, Chairmen of the Wooddale Neighborhood
Association and Mr. Bill Horn, W.N.A. Creeks Chairman were present and inquired
about the current status of the project, the final grading and landscaping
concept and anticipated time framework.
Mr. Dunwiddie explained the grading and landscaping plan and indicated
the remaining site work was to be accomplished with City street maintenance crews
that were currently busy with cleaning operations after the 200 year flood the
City experienced.
B. Dick Busch Archaeologist.
Mr. Busch, Edina Mills project Archaeologist presented a synopsis
of the content of the report he was preparing. The Board expressed its appreciation
for the excellent job Mr. Busch has done on the project.
C. Rezoning Findings: Case No. Z-77-18
Mr. Dunwiddie said that he believes it is now appropriate that the
Board consider the rezoning of this parcel because the title to the property has
been transferred to the City and recorded. This site is probably the most
significant in the City. The justification for Heritage Preservation District
Zoning has been well documented in the previous reports on the site.
Mrs. Herman moved that the Board approve the statement of significance
with the findings No. 1, 2, 3d, 4a, 4b, 4c, 5a be affirmed and the Board forwarded
it recommendation to the Planning Commission. Mr. Stuart seconded the motion.
All voted aye. Motion carried.
III. Historic Markers Program.
No action taken.
IV. Baird House.
Mr. Sand stated that Mr. Dickenson Wiltz was unable to attend tonight's
meeting, however, he expected to be available in October.

V. Historic/Architectural Surve
Mr. Dunwiddie stated that the 1977 Community Development Grants for the
second phase of the Edina Mills project and the matching grant for the Tupa
Park (Grange Hall and Cahill School) -restoration project had not been approved
by the local Department of Housing and Urban Development. He indicated that an
appeal of this decision was being pursued. A meeting has been scheduled with
Tom Feeney, local HUD Director, Mr. Russell Fridley, State Preservation Director,
himself, Hennepin County and Edina Staff.
Mr. Dunwiddie said thatthe other proposed 1977 Community Development
Project, The Architectural/Historic Survey of the City has been approved with
an allocation of $5,000. He said the Board should consider locating and
interviewing consultants for the project.
The Board suggested that the Staff inquire with the Minnesota Historical
Society, the University of Minnesota and other local universities for candidates.
VI. Research Projects: Informal Discussion.
No action taken.
VII. Next Meeting Date: October 13, 1977 at 7:30 P.M.
VIII. Adjournment.
Mr. Mucke moved to adjourn. Mr. Stuart seconded the motion. All voted
aye. Motion carried.
