I. APPROVAL OF MINUTES;
Mr. Martinson moved approval of the May 28, 1985
Minutes. Mr. Stuart seconded the motion. All voted aye.
Motion carried. Mr. Martinson moved approval of the June
25, 1985 Minutes as submitted. Mr. Stuart seconded, all
voted aye. Motion carried.
III. PLAN REVIEW; Proposed dwelling, 4528 Bruce Avenue
Mr. Dunwiddie recalled that this item was previously
considered May 28, 1985 and the Board requested a revised
design more in character with the Country Club District.
The proponent has submitted two new elevations and a rough
floor plan of a proposed dwelling.
Mr. Jeffrey Gustafson, the proponent and Mr. John Eckley
the designer were not present with additional plans or a
presentation.
Ms. Pat Kitilson, 4529 Bruce Avenue asked that the Board
take into consideration the appearance of the new structure
relative to the adjacent dwellings.
Mrs. Judy O'Brien, 4513 Bruce Avenue indicated she was
interested in the property because she lived in the
neighborhood and was a realtor who is involved with the
property.
Mr. Sand presented a drawing indicating the proposed
dwelling would be somewhat higher than the adjacent
dwellings. The designer was planning to reduce the height
of the proposed dwelling as much as possible. The designer
indicated additional drawings would be submitted however,
nothing has been received.
Mr. Peter Mahon, 4530 Bruce Avenue asked if the height
of the dwelling has a bearing on the side yard setback. Mr.
Sand advised him that the setback must be increased if the
average height exceeds 15 feet. There are numerous
nonconforming sideyards in the neighborhood.
The Board discussed the plans and determined that the
plans were inadequate to review. However, they wanted to
convey some comments to the proponent concerning the design.
The proposed dwelling appears to large for the lot and this
block. (8:00 Gary Nyberg arrives) The dwelling appears to
be more in scale with the larger lots in the Brown Section.
The Farway Section has 50 foot wide lots, 1 1/2 story houses
with approximately 1500 to 1800 sq. feet of floor area. The
English Cottage style would be appropriate for this lot
because the style is common in the District. however, the
plans presented are not a period revival English Cottage
style. Mr. Dunwiddie brought along slides to illustrate the
style and suggested that the designer look at: 4632 Arden
Avenue, 4624 Casco Avenue, 4517 Drexel Avenue which were
cited as good examples of the English Cottage style in the
Fairway section in the Country Club District survey. Two
somewhat larger examples of the style are 4602 Moorland
Avenue, and 4632 Browndale Avenue in the Brown section.
Gordon Stuart moved to continue ue this request to August
27, 1985 to allow the preparation of adequate plans. John
Childs seconded the motion. All voted aye, motion carried.
IV. CORNELIUS HOUSE: 6101 France Avenue South
Mr. Sand indicated that the Cornelius House is cited in
History and Architecture of Edina, Minnesota as a
significant, unaltered and well preserved example of a
"Midwest Square" farm house. The structure was built in
1910 and occupied by the Cornelius family until last year
when Mrs. Aldora Grace Hallaway (nee:Cornelius) passed away.
The property was recently sold to Mr. and Mrs. Folke
Victorsen who are considering development. The lot is 195
feet wide by 137 feet deep and is presently zoned R-1 single
dwelling district. The adjacent lots north and south of the
site are zoned R-2 Two Dwelling District and are developed
with double dwellings. There are other R-1 properties
across the street and north and south of the site fronting
on France Avenue. The 1980 comprehensive land use plan
indicates that the site maybe suitable for "low density
attached residential use" which includes the R-2 zoning
category. The designation in the plan does not guarantee a
change in zoning because each use must be considered on the
merits according to the facts and circumstance, at the time.
The property is 26,715 square feet in area and they are
discussing dividing it into two 97.5 foot wide lots. The
Cornelius house would be located on the northerly lot and
maintain a 14 foot side yard to the new property line
according to the survey on file in the Building Department.
Mr. Folke Victorsen said that there are 13 doubles
south of the site and 7 doubles north of the site on France
Avenue. This property was excluded because this is the
original farm house. At one time they owned the whole area
and this lot was excluded when it was developed. He said
the exterior of the house is in excellent condition however,
the interior requires a great deal of work to make it
liveable today.
Mrs. Victorsen said that she contacted Craig Larsen,
City Planner before they purchased the property concerning
the potential use. She specifically asked if the house had
any historical value and he replied "no, not to his
knowledge," She inquired if the Board felt the house has any
historical value because they feel the best solution is to
tear the house down.
Mr. Martinson advised Mr. and Mrs. Victorsen that the
Federal Government currently allows a 25 percent or 20
percent tax credit for a certified rehabilitation of a
historic income producing property.
Mr. Dunwiddie said that the property is identified in
the historic building survey and the survey has been adopted
as a planning tool for the city. The property is not zoned
Heritage Preservation District or listed on the National
Register of Historic Places. The Board is unlikely to
recommend tearing down any structure that has been
identified as significant in the book. If the owner wishes
to take advantage of the investment tax credit, the Board
would have to consider a recommendation and make the
necessary findings.
Mr. Victorsen indicated that he has not made application
for rezoning and subdivision at the present time but he
would like to develop the property this fall.
II. WOODDALE SCHOOL:
Foster Dunwiddie said that Carl Bolander and Sons will
move in tomorrow to demolish the building. Mr. Dunwiddie
has identified parts of the structure that will be
preserved.
V. SLY HOUSE; (1866-70) 6128 Brookview Avenue
Mr. Sand indicated that the house may have been offered
for sale recently however, there is no sign in front at the
present time. No further action taken.
VI. OTHER BUSINESS:
A. Red Wing workshop for Historic Preservation
Commissions. Mr. Dunwiddie indicated workshops have been
informative in the past.
