OF THE EDINA HOUSING AND REDEVELOPMENT AUTHORITY
• WORK SESSION
FEBRUARY 17, 2016
5:32 P.M.
1. CALL TO ORDER
Chair Hovland called the HRA meeting to order at 5:32 p.m.
II. ROLLCALL
Answering rollcall were Commissioners Brindle, Stewart, Swenson and Chair Hovland. Commissioner
Staunton entered the meeting at 5:35 p.m.
Staff attending the meeting included: Ann Kattreh, Park and Recreation Director; Debra Manger, City
Clerk; Devin Massopust, City Management Fellow; Chad Millner, Engineering Director; Scott Neal,
Executive Director, Bill Neuendorf, Economic Development Manager, Eric Roggeman, Finance Director;
and Lisa Schaefer, Assistant City Manager.
Ill. INVESTMENT PLAN FOR INCREMENTAL TAXES
Economic Development Manager Neuendorf explained that currently two active Tax Increment
Financing (TIF) Districts existed in Edina: Pentagon Park and Southdale 2. Three expired retain cash
balances: Centennial Lakes, Grandview I and Wooddale/Valleyview/705h/Cahill. Mr. Neuendorf
explained how the monies could be spent in accordance with Minnesota TIF Statutes. It was noted if
the monies were not spent they would be returned to Hennepin County. The City Council and staff
discussed the future use of the funds from the expired districts. Staff will compile more detailed
information regarding allowable uses and potential projects that could be benefitted from the remaining
• funds.
IV. ADJOURNMENT
Chair Hovland declared the meeting adjourned at 5:43 p.m.
