CALL TO ORDER 7:00 P.M. II. ROLL CALL Answering roll call was Chair Weber and Members, Moore, McLellan, Sussman, Christiaansen, O'Brien, Birdman, Kelly, and Student Member Druckman. Absent were members Pearson, Sussman, and Student Member Otness. Staff present was Senior Planner, Joyce Repya. III. APPROVAL OF MEETING AGENDA Member Birdman moved to approve the meeting agenda. Member McLellan seconded the motion. All voted aye. The motion carried. IV. APPROVAL OF THE MINUTES July 14, 2015 Member Kelly moved approval of the minutes from the July 14th meeting. Member McLellan seconded the motion. All voted aye. The motion carried. V. COMMUNITY COMMENT - None VI. REPORTS & RECOMMENDATIONS - None VII. OTHER BUSINESS A. 2015 Work Plan Update & B. 2016 Work Plan Preparation : The board reviewed the 2015 work plan to evaluate the tasks that have been accomplished, those yet to be accomplished in 2015, as well as the tasks that should be continued to the 2016 work plan. The Seven 2015 initiatives were classified as follows: Completed: • Designate 6901 Dakota Trail and Edina Heritage Landmark property • Establish a working group to explore educational opportunities linked to Edina's heritage preservation program during preservation month. (Work will commence September 2015) • Add to resources publically available on topics such as architecture and technical advice - raising community awareness through education. (An on-going initiative.) Edina Heritage Preservation Board Minutes August 11, 2015 1. CCD Walking Tour created by student member Peter Otness added to CCD web page and Edina Historical Society's resources. 2. Member Peter Sussman led a tour of the Adath Yeshurun Cemetery identifying its significance to the history of Edina. By popular demand, a 2nd tour is scheduled for Sunday, October 11th at 2:00 p.m. 3. Member Ryan Weber wrote a 4-part series entitled "Is Demolition Allowed in the Country Club District?" for the city's Advisory Blog to educate the public on how the District's plan of treatment is managed by the HPB. To be completed in 2015: • Update Edina Historic Context Study: Adding most recent data from the Country Club District, Morningside Bungalow Study, and Suburban Development Study. To be completed this Fall by Consultant Robert Vogel without the need for additional funding. • Designate 6909 Hillcrest Lane, the Moore House an Edina Heritage Landmark District (EHLD) property. To be completed by year end 2015. • Carry over to 2016: • Designate the Wooddale Bridge (on Wooddale Avenue in front of St. Stephens Church) an Edina Heritage Landmark District (EHLD) property. We have been waiting for MnDOT to complete a National Register of Historic Places application underway as part of their management plan for all bridges in their jurisdiction. Apparently, MnDOT's project has stalled, thus the HPB has decided to move forward with this proposed local designation in 2016. • Educational Opportunities subcommittee to complete their work by February 2016, for Preservation Month, May 2016. • Explore the History of Your Home subcommittee - Encourage public engagement to record the history of their homes using an example of the MNSHPO's Placeography.org site. A discussion ensued amongst the HPB with the Explore the History of Your Home subcommittee providing an update for new HPB members on the original goal of providing a means by which the public could download interesting photos, articles, and facts about their homes into a Wikipedia type site. Currently the Minnesota Historical Society provides the site "Placeography.org" offering such a service. Member Birdman explained the impetus of the subcommittee was to move beyond a focus on the Country Club District and Morningside; to provide an opportunity for any interested property owner to engage in the historic documentation of their own property. 2 Edina Heritage Preservation Board Minutes August 11, 2015 Committee members observed that they had not met for a while, but will re-engage to provide information for the board in 2016. New 2016 initiatives: The board discussed the following proposed initiatives to add to the 2016 work plan: • Create an Edina historical fact sheet to be included in the "Welcome Packet" provided for new property owners. • Add properties to the list of those designated as eligible for Edina Heritage Landmark nomination. • Propose the City Council add at least one property to the list of properties identified as Edina Heritage Landmarks. The Board also brainstormed about possible projects for the future including the creation of an app where one could explore Edina, finding the "Top 20 Significant Sites in the City". They agreed that would be a good project for a subcommittee. C. July 21st Adath Yeshurun Tour- Feedback Board members reflected on the July 21st tour of the Adath Yeshurun Cemetery commenting that Member Sussman did an excellent job of conducting the tour- conveying very interesting information to a large group very effectively. Planner Repya advised the board that the tour was so well received, and since there were people who were unable to attend the July tour, a second tour of the cemetery will again be led by Member Sussman on Sunday, October 11th at 2:00 p.m. The board agreed that tours such as this are a great way to get the public engaged in learning about the city's history. VIII. CORRESPONDENCE & PETITIONS - None IX. CHAIR AND BOARD MEMBER COMMENTS Member Moore reported on the following upcoming opportunities: • The Edina Historical Society's Annual Historic House Tour will take place on September 13, 2015 and will include three homes designed by renowned architect, John Howe (a draftsman under Frank Lloyd Wright). Two of the homes are in Edina and a third is located in Bloomington. • The Minnesota Historical Society's new exhibit entitled "Suburbia" will open in October and run through March, 2016. Focusing on post World War II, the exhibit will include artifacts from Southdale which they borrowed from the Edina Historical Society. X. STAFF COMMENTS 3 Edina Heritage Preservation Board Minutes August 11, 2015 A. Oskam House, 6901 Dakota Trail - Received Landmark Designation Planner Repya reported that on August 5th the City Council held the public hearing to add the Edina Heritage Landmark District (EHLD) overlay zoning designation to the Oskam House. The proposal was very well received and passed unanimously. Ms. Repya added that Mrs. Oskam was very pleased with the outcome, and appreciated the work of the HPB, Staff and Consultant Vogel. B. September 1, 2015 Work Session with City Council Rescheduled to December 15, 2015 Planner Repya alerted the board that the annual work session with the City Council was scheduled for Tuesday, September 1st at 5:00 p.m., however has been rescheduled to Tuesday, December 15th which was the date that worked best for the HPB membership. C. Student Member Joe Druckman' s last meeting Planner Repya reported that this would be student member Joe Druckman' s last meeting, and she wanted to convey her pleasure in working with him, noting that his willingness to be engaged with the work of the board provided a lot of value. The board shared Ms. Repya's sentiments and thanked Joe for his service, wishing him the best as he enters Carlton College this fall. Student Member Druckman expressed his pleasure serving on the board, pointing out that prior to his experiences with the HPB, Edina was just a town he lived in, however now he really feels as though he belongs. The home, a Colonial Revival style constructed in 1931, has an attached 2-car garage with living space above accessed from Bridge Street on the north side of the property. The proposed plans for the home include constructing a single-story shed roofed addition to the west side of the garage measuring 12' x 20.4', adding a total of 245 square feet to the footprint of the home. Joyce Repya September 8, 2015 s Senior Planner H-15-10 4 APPLICANT: Brett and Heather Edelson E LOCATION: 4600 Drexel Avenue PROPOSAL: Certificate of Appropriateness for a change to the street facing facade (Bridge Street) RECOMMENDED ACTION: Approval 1 x INTRODUCTION & BACKGROUND: I 1 The subject property is located on the southwest corner of Drexel Avenue and Bridge Street. ff The home, a Colonial Revival style constructed in 1931, has an attached 2-car garage with I living space above accessed from Bridge Street on the north side of the property. I PRIMARY ISSUES: S : The proposed plans for the home include constructing a single story shed roofed addition to theii west side of the garage measuring 12' x 20.4', adding a total of 245 square feet to the footprint of the home. The homeowner has indicated that the addition will increase the size of the garage t to better accommodate two vehicles, as well as provide space for a mudroom entry to the home. The materials proposed for the addition will match those of the existing home to include: • Hardi-style lap siding • Two double hung windows with a shutter on either side on the west (rear) elevation to match existing windows of the home • One traditional styled garage door to replace the existing two small doors f • Cedar shake shingles to match the home. g • New Concrete driveway to replace existing cracked/damaged concrete PRESERVATION CONSULTLANT ROBERT VOGEL'S EVALUATION: 1 Preservation Consultant Robert Vogel evaluated the proposal and observed that the project involves construction of an addition to the existing attached garage. The plans do not show any t major demolition and all of the proposed work is located on a secondary elevation. la i 3 1 COA H-15-10 4600 Drexel Ave. The subject property is a two-story house in the Colonial Revival style that was constructed in 1931 and remodeled in 1938 and 1989. The house is not individually significant but is considered a contributing heritage resource in the Country Club District. The plans submitted with the COA application describe a project that is consistent with the requirements of the district plan of treatment. The new construction appears to be compatible in materials, size, and scale with the rest of the house and will not require demolition or alteration of any significant historic character defining architectural feature. The addition will have no impact on the historic character of the primary elevation. The Bridge Street elevation has already been substantially altered from its original appearance and the proposed new construction should not have an adverse impact on the character of adjacent historic homes and the surrounding neighborhood. Therefore, I recommend approval of the COA. STAFF RECOMMENDATION & FINDINGS: Staff agrees with Consultant Vogel's evaluation and too recommends approval of the COA request subject to the plans presented. I i Findings supporting the approval recommendation include: • No important historic architectural features or fabric of the home will be destroyed. • The proposed alterations are compatible with the historic character of the house. • The plans provided with the subject request clearly illustrate the scale and scope of the project. • The information provided supporting the subject Certificate of Appropriateness meets the requirements of the Zoning Ordinance and the Country Club District Plan of Treatment. Deadline for City Action: October 5, 2015 � I i 2 4600 Drexel Avenue, Edina 4600 Drexel Avenue is a Colonial style home built in 1931. The garage is not functional, nor accommodating for modern style vehicles.The home also lacks a mudroom. We would like to expand the house by adding 12 feet to the west of the house,where the current garage is located,to accommodate a small mudroom and slightly larger garage.We intend to complete this addition in line with the traditional colonial homes as detailed below. Remodel History We purchased 4600 Drexel in July of 2012.At that time we replaced the siding on the home due to several areas that were rotting and in disrepair.We converted a second floor"library" into the master bedroom (preserving the cathedral ceilings), added a master bath, and remodeled another bath.We also added a second floor laundry and replaced a few windows. In 1989, a family room addition was made to the home,which truly was a smart addition as it's such a gorgeous feature of the home with windows on three sides. Summary e Thiswillallow are proposing to add 12 feet off the back of our home. all w us to add a mudroom and garage larger to accommodate a minivan and another car. g Our cracked driveway will be replaced with new concrete, and two single garage doors will be replaced with one larger garage door. The roof over the new foundation will be covered in cedar shake to match the rest of the home.We will add trim and lighting that will match the rest of the home.We believe strongly in maintaining the traditional historical feel of our neighborhood. Proposal Side-Street Facade: The north side of our home borders Bridge Street.We propose to extend the back of our home 12 feet to the West(parallel to Bridge), which will be covered by a pitched roof that will match the cedar shake roof that covers the rest of our home.The current Bridge facing door will move slightly to the West. The garage door will match existing style,but be moved a few feet to the West to create space for the mudroom. Exterior Materials: We will match existing horizontal lap hardy siding/paint color on all exterior walls being added to the property. We will also replace the cracked and damaged concrete on our driveway located on bridge with new concrete to give it a fresh,well-maintained look. ry2 3 Conclusion Upon completion of the project, we believe that we will have added addition square feet to meet our family's needs, while also maintaining the beautiful charm of 1 the traditional colonial style.We plan to use high-quality materials and classic, traditional finishes.We welcome any questions you have regarding our project. INTRODUCTION: The Moore House at 6909 Hillcrest Lane is a Ranch style home built in 1955-1956 for Miss Sara Moore on a lot purchased from Thorpe Bros. The home is noteworthy for its association with the themes of community development and women's history. Vogel Preservation Planning Consultant Edina Heritage Preservation Board September 3, 2015(draft) INTRODUCTION This report documents the historic Sara Moore House for designation as an Edina Heritage Landmark. It identifies and locates the heritage resource, explains how it meets the heritage landmark eligibility criteria, makes the case for historical significance and integrity, and outlines a plan of treatment for the property. In general,the city heritage preservation program has adopted the conventions and terminology of the National Register of Historic Places in its documentation of Edina Heritage Landmarks. Once a property is rezoned as a heritage landmark by the City Council,the plan of treatment contained in the nomination report becomes the official site preservation plan. The subject property is owned and occupied by Robert L. Moore, who is the nephew of the original owner. It occupies Lot 18 of Block 6 in the Southdale First Addition. The property identification number(PIN) is 30-028-24-44-0052. The Moore House was determined eligible for heritage landmark designation by the Heritage Preservation Board in 2014. DESCRIPTION The Moore House is a one-story, frame, Ranch style dwelling with a rectangular plan, a gable roof, and an attached garage. The exterior walls are finished with brick veneer siding, the roof is covered with asphalt shingles, and the foundation walls are concrete block. The house's principal character defining exterior features are its linear form (wider than deep,with the roof axis oriented parallel to the street), flat wall surfaces, casement windows arranged in a band across the façade, and the large interior chimney. The attached garage is an integral part of the design. The interior of the house also reflects the Midcentury Modern vernacular aesthetic in its open floor plan, sheetrock walls and ceilings,wood strip floors, and fireplace. The house occupies a standard-size lot in the Southdale Addition,a postwar residential subdivision characterized by its curvilinear street pattern. The property is in an excellent state of preservation and has undergone very little alteration since its construction. The only noteworthy change in its appearance resulted from the removal of the original front entry porch, a relatively small feature, in 1999. The subject property was built in 1955-56 for Miss Sara Moore on a lot purchased from Thorpe Bros.Realty,Minneapolis, developer of Southdale First Addition. The architect was Roy N. Thorshov of the Minneapolis firm Thorshov and Cerny. The building contractor was A. L. Hawkinson. The design was inspired by the house designed by Thorshov and Cerny for Dr. 1 Reynold A. Jensen in Minnetonka Mills in 1952 that was featured in a collection of house plans published by Better Homes& Gardens magazine in 1955. The plans and construction documents have been preserved and remain in the custody of the current owner. HISTORICAL SIGNIFICANCE Evaluated from the perspective of the local historic context, "Midcentury Modern Architecture and Landscapes, 1935-1975,"the Moore House has been determined eligible for designation as an Edina Heritage Landmark on the basis of its historical and architectural values. The property derives its significance under Edina Heritage Landmark eligibility criterion A from its association with the broad pattern of postwar residential development in Edina. It also qualifies under eligibility criterion C as an outstanding, well preserved specimen of Midcentury Modern domestic architecture that illustrates the important design characteristics of the Ranch Style. The property retains historic integrity of the essential physical features required to convey its historical and architectural significance. The Ranch Style manifested itself in southern California during the 1930s and the basic "rambler"form was readily adapted by designers in other parts of the country, where it became synonymous with postwar suburban development—it was probably the most common form of single-family dwelling constructed in the United States between 1945 and 1965. Its informality, livability and ease of construction made it especially attractive to merchant builders and contractors. The Moore House is in every respect typical of the architect-designed, custom built ranch homes built in Edina during the 1950s and 1960s. The subject property is also noteworthy for its association with the themes of community development and women's history. Southdale First Addition represents the single-family residential component of Southdale, a 463-acre real estate development project undertaken by the Dayton Development Corp. (now Target Corp.) in 1952-58. Development was guided by a master plan prepared by Victor Gruen and Associates, Los Angeles. The centerpiece of the project was the Southdale Shopping Center, which opened in the fall of 1956. The master plan called for development of 460 houses with an average value of thirty thousand dollars. In 1953 Dayton sold 208 acres to Thorpe Bros. Realty(developer of the Country Club District and other Edina neighborhoods)which subdivided 60 acres for the initial phase of single-family residential development as the Southdale First Addition. The subdivision was internally planned and designed as a single development with standard-sized lots and curvilinear streets. Thorpe Bros. improved the overall site, installed the utilities, and marketed the individual lots to prospective homeowners who contracted with their own builders. Lot sales and new home construction in the Southdale First Addition commenced shortly after the subdivision was platted; however, the neighborhood was not built out until the early 1960s. Fifty years later it represents a cohesive suburban neighborhood that retains its midcentury modern character and exemplifies the impact of postwar land use planning and design principles. The Moore House is a rare example of a postwar suburban home that was built for an unmarried female owner. Sara Moore (1911-2000)was born in Evanston, IL,the daughter of Ben B. and Susan A.Moore. The family moved to Minneapolis in 1923 and purchased a home in the Edina Country Club District in 1925. Her father was active in community affairs, serving multiple 2 terms as the village recorder, clerk, and a member of the zoning commission. Sara earned her undergraduate and postgraduate degrees from the University of Minnesota and was a high school teacher and counselor until her retirement from the Minneapolis Public Schools in 1976. Notwithstanding the prevailing gender bias in postwar architectural practice, women were often involved in the design of houses and publications from the 1950s clearly show that married women were an important market for home builders. Indeed,women were viewed by many in the building industry as a catalyst for innovation in domestic projects. On the other hand, women-headed households were not the norm in the 1950s and it would have been uncommon for an architect or custom home builder to have an independent female client. PLAN OF TREATMENT By ordinance, no city permit may be issued for certain kinds of development activities (demolition, moving a building, new construction, and excavation) involving a designated Heritage Landmark without a Certificate of Appropriateness(COA)approved by the Heritage Preservation Board. The City of Edina has adopted the Secretary of the Interior's Standards for the Treatment of Historic Properties as the authoritative guide for COA review decisions. Within the framework of these standards, and in consultation with the property owner,the Heritage Preservation Board has adopted the following plan of treatment specifically tailored to the preservation requirements of the Moore House: 1. The Moore House will be preserved in place and rehabilitated so that those features which are significant to its historical and architectural values can be preserved intact. 2. Historically significant character defining architectural features should not be altered or destroyed as a result of any project permitted, funded, or assisted by the City of Edina. 3. Whenever possible, deteriorated architectural features should be repaired rather than replaced. In the event replacement is necessary,the new material should match the material being replaced in composition, design, color, texture, and other visual qualities. 4. Construction of new additions and adjacent accessory structures should be kept to a minimum and they should be designed to be compatible with the historic house in scale, size, and building materials.Additions should be designed to be distinguishable from the original construction and reversible. 5. Minor alterations and small structural additions should not be discouraged when such alterations and additions do not destroy significant historic architectural features and the new work is compatible with the size, scale, color, material, and character of the historic property. 6. Mechanical equipment should be placed in an inconspicuous location where installation will require the least possible alteration to the structural integrity and physit appearance of the historic house and garage. 3 7. Restoration of the front entry porch(removed in 1999) should be considered an appropriate rehabilitation treatment. The design of the new porch and stoop should be an accurate duplication of the original feature, based on historical plans and photographs. 8. Altering the size and placement of the window openings on the rear elevation would be an appropriate undertaking. However,the number of window openings should not be increased and the replacement windows should match the original casement windows in size, material, and design. 9. The lawn, driveway, setbacks and other landscape features that have historically linked the house to its environment are important parts of the property's history and should be retained intact,whenever possible.
