HPB Staff Liaison - Senior Planner, Joyce Repya; and Preservation Consultant, Robert Vogel were also in attendance. III. APPROVAL OF MEETING AGENDA Motion was made by Birdman to approve the meeting agenda. Motion seconded by McLellan. All voted aye. The motion carried. IV. APPROVAL OF THE MINUTES November 10, 2015 Motion was made by Birdman to approved the November 10, 2015 HPB meeting minutes. Motion seconded by McLellan. All voted aye. Motion carried. V. COMMUNITY COMMENT- None VI. REPORTS & RECOMMENDATIONS A. Wooddale Bridge -Nomination Study& Plan of Treatment Planner Repya explained that the Wooddale Bridge over Minnehaha Creek,just south of W. 50th Street is scheduled to go before the Planning Commission and City Council in 2016 to finalize its Edina Heritage Landmark Designation. The proposed nomination study and plan of treatment provided for the board's review and adoption will serve as a guide for the City and the HPB to protect it into the future. • Board members discussed looking into procuring a plaque for the bridge recognizing its historic significance to the community. Motion was made by O'Brien to approve the nomination study and plan of treatment for the Wooddale Bridge. Motion was seconded by Moore. All voted aye. The motion carried. B. Historic Contexts Study Update Consultant Vogel presented the updated Historic Contexts Study outline, pointing out that since the origination of the study in 1999, numerous historic reports and studies have been conducted, and now, the information from those studies has been incorporated into the revised study outline. 1 Mr. Vogel pointed out that the process for establishing context-based goals/priorities should be dynamic and on-going. The proposed historic contexts outline provides information for planning future survey work; and will be important when updating the Heritage Preservation element of the Comprehensive Plan, as well as identifying initiatives in future work plans. He concluded that the board is now being asked to adopt the updated historic contexts outline as proposed. Motion was made by Member Birdman to adopt the updated Historic Contexts outline as proposed with the intention of completing the update of the Historic Contexts Study in preparation for the Comprehensive Plan update. Motion was seconded by Kelly. All voted aye. The motion carried. C. 2015 City Council Work Session - December 15th Planner Repya explained that the upcoming December 15th work session with the City Council will provide the board an opportunity to share their 2015 activities and discuss activities proposed for 2016. She pointed out that the work session will begin at 5:30 p.m., and encouraged the members to arrive at least 10 minutes early. Board members discussed the format of the meeting and chose initiatives from the 2015 work plan they would be responsible to present. VII. CORRESPONDENCE & PETITIONS - None VIII. CHAIR AND MEMBER COMMENTS • Member Kelly stated that she serves on the Country Club neighborhood home tour committee which was established as a money making event to assist in funding the proposed neighborhood signs that were subject to a COA earlier in 2015. The committee has discovered that the cost of the 7 proposed signs is considerable, and wondered if there was a possibility the project would qualify for some type of a grant. She pointed out that she planned to approach her fellow committee members with the concept of finding additional funding sources, and agreed to keep the HPB advised. IX. STAFF COMMENTS A. INTRODUCTION: Theapplicant is requesting to demolish an existing 2-car detached garage that was constructed in 1976, and replace it with a new 477 sq. ft. structure in the northeast corner of the rear yard. The proposed garage compliments the architecture of the 1924 home with a hip roof, stucco walls, trim board on all elevations, and one wood flush segmented overhead door with divided lite windows. Joyce Repya January 12, 2016 H-16-1 Senior Planner APPLICANT: Robert & Nicole Brown LOCATION: 4515 Bruce Avenue PROPOSAL: Construct a new 2-car detached garage in the northeast corner of the rear yard RECOMMENDED ACTION: Approve the Certificate of Appropriateness Request Subject to Conditions INTRODUCTION & BACKGROUND: The Certificate of Appropriateness request entails demolition of the existing 1976, 528 sq. ft. detached garage and construction of a new, smaller garage which will allow for more square footage for a planned addition to the rear of home. The proposed 477 square foot, 2-car detached garage measures 21.8' x 21.8' feet in area. Access to the garage will be obtained on the east elevation from the existing driveway on the south side of the home. The design of the structure is proposed to compliment the Italian Renaissance/Prairie School style of the 1924 home with stucco siding, trim board on all elevations, a hip roof and asphalt shingles to match the house. The structure will be set back at least 4' from the side and rear lot line, and demonstrates a building height of 14'; well within the heights of surrounding detached garages. While neither windows nor a service door are proposed for the garage, attention to detail is provided on all four elevations with use of moulding trim band at 2/3 height on the exterior walls. Plans for an addition to the rear of the home have been provided for the Board's information which will replace an awkward 1995 addition with a design that better reflects the historic architecture of the home, and provides more functional COA H-16-1 4515 Bruce Avenue January 12, 2016 interior spaces. The plans also propose to replace the existing roof to facilitate construction and remedy structural issues - work which would not fall within the definition of "demolition" since the roof's shape, pitch and height will remain unchanged. PRESERVATION CONSULTANT ROBERT VOGEL'S COMMENTS: The COA application describes the new detached garage as consistent with the design review guidelines presented in the district plan of treatment. The proposed new construction appears to match the character of the historic house and be compatible with it in size, scale, massing, and material. The new garage should also be visually compatible with the character of the surrounding neighborhood and will not detract from the historic significance and integrity of the district as a whole. Mr. Vogel added that the exterior remodeling project proposed for the home, while not subject to a COA, looks good. From a design perspective, the addition is a significant improvement over the 1995 work, the Marvin replacement windows are an appropriate choice, and the stucco refinishing and soffit modifications are also appropriate. STAFF RECOMMENDATION & FINDINGS: Staff concurs with Consultant Vogel's evaluation of the proposed plans for the new detached garage and recommends approval of the Certificate of Appropriateness request. Findings supporting the recommendation include: • The plans provided with subject request clearly illustrate the scale and scope of the proposed projects. • The proposed detached garage will complement the architectural style of the home and not be detrimental to the adjacent historic structures. • The information provided supporting the subject Certificate of Appropriateness meets the requirements of the Zoning Ordinance and the Country Club District Plan of Treatment. I as \ j7------- / X11 rOi r .et �_�_�__+ = +1 4515 Bruce Avenue,Edina 4515 Bruce Avenue is a full 2 story wood framed stucco finished home built in 1924. Although the home has been well maintained over the years there are some foundation and other maintenance issues that need to be addressed, as well as the current layout, and size, of the rooms do not work for a typical family of four. Remodel History In 1976 a two car garage was added at the rear of this property. This garage was a basic garage with aluminum siding and detailing that does not match the house. The slab is cracking as well as other maintenance issues, and the garage should be replaced. In 1995 an addition was added at the rear of the house, this addition consists of a basement crawl space, a family room on the first floor, and a master bedroom on the second floor. This addition has minimal windows so that the rooms are dark, and has created a visual, and physical,barrier to the back yard and garage. Additionally, the quality of construction is such that mouldings do not match the original, and there are now moisture and mold problems in the basement. Summary We are proposing to replace the existing garage with a new garage that is in keeping with the style of the house. Additionally,we are also proposing to replace the1995 addition as well as the sunroom on the south side of the house with an addition that will correct the moisture and design problems, as well as provide for a connection to the back yard, a mud room, an updated kitchen, a reasonable play space in the basement, and usable bedrooms for the children on the second floor. In addition to replacing the garage and the remodel/addition we wish to change the stucco soffits to"vee"jointed tongue and groove soffit boards with a 1 x 6 frieze board, and replace all of the existing windows with clad Marvin ultimate double hung window units. Part of this remodel includes completely replacing the existing roof, as this will facilitate construction and remedy structural issues. This replacement roof shall match the existing in all aspects as to height, slope, overhang, trim details, and gutters. Note on Percentage of Demolition Demolition will include 100%of the existing garage, 100%of the1995 addition, and 37%of the original structure. The roof will be 100%removed,but will • be completely replaced as it was originally, such that the overhang, slope and fascial will be the same. Proposal There are three major parts to this proposal. The first is the garage replacement, the second is the remodel/addition of the house, and the third is the replacement of the stucco soffits with wood soffits. The garage replacement would be a simple two car garage. The roof will be a hip roof similar to the existing house and will have roofing system to match the house. The slope of the roof will match the slope of the existing house. The proposal includes use of stucco and trim to match the existing house,this,plus proportions and roof slopes,this garage will match the architectural style of the house. The size of the garage is 21'-10" x 21'-10. Due to its size and placement,in the rear yard, this garage will be subordinate to the house. The height of the roof is within 10%of the average height of adjacent garages. All of the walls are to be • decorated with a moulding band that matches the house trim. Additionally,if we are to replace the stucco soffit of the house with tongue&groove boards and a ' frieze board, this detail would also be added to the garage. A plaque stating the year of construction will be placed adjacent to the door. 0 The remodel/addition. The 1995 addition has minimal windows, so it is dark and is a visual and physical barrier from the backyard. There is no direct physical connection between the back yard and the living space, as well as no mud room. The kitchen has an inefficient layout and has outdated appliances and cabinetry. The sunroom on the south side is of a size and configuration such that no reasonable furniture layout can utilize the space.The basement has,a 6'-9" ceiling height and has some moisture and mold issues,partially due to the 1995 addition. Both of the stairs,from basement to first floor and from first floor to second floor, have risers and treads that do not meet code and are dangerous. The sizes and configuration of the bedrooms and baths on the second floor are outdated and inefficient. The roof has settled in a couple of areas such that some of the ceiling of the second floor is not level. Generally, these are some of the reasons for the remodel and addition As mentioned above the sun room is of a size and configuration that makes it un-usable. It also is located such that it straddles the wall between the existing living and dining rooms and has doors into each. This has made it impossible to find a good design solution while maintaining the sunroom. The only reasonable plan layout required the removal of this sunroom. The proposed dining room design with the bow window recalls the original sunroom. Replacement of the stucco soffits with painted wood is requested as there are a number of houses in the vicinity that have this detail already. This would help define the change from vertical to horizontal and will give a"stronger"eave line as opposed to the current eaves which, due to the stucco finish, comes across as rather weak and ill defined. Exterior Materials: The garage will be finished with the same materials as on the house, this includes stucco,brick moulding around garage door,and a trim band at about 2/3 height.The garage door will be a flush painted door with simulated divided lite windows. The house is finished with stucco with wood brickmould around the windows, as well as decorative trim. The intention is to re-dash the entire house to match the existing texture and color,with the exception of the soffits if permitted as mentioned above. The room trim shall be repaired as required and repainted to match the existing color. The brick course at grade will be maintained where the existing remains,but shall not be included in the proposed addition. Since the roof structure is being replaced,there will be new asphalt shingles to match the color and texture of the existing roofing. The gutters and downspouts are to be replaced with new to match existing. There will be a new fenced endosure at the.southeast corner of the house,along the driveway,to cover the AC condenser and house the recycling and trash carts. The existing vinyl windows will be replaced with Marvin Clad Ultimate double hung windows with sizes and muntin patterns to match the existing windows. The muntins shall be simulated divided lites with spacer bars. These same windows will also be used on the addition. Conclusion We feel that upon completion of the project,the existing 1970's suburban style garage will be replaced with a garage that will fit better with the architectural style of the existing house, as well as matching the historic character of the neighborhood. Additionally, the addition and remodel of the house shall correct the major maintenance and design issues. The proposed design will make the house fit in the neighborhood better than it did with the 1995 addition. By adding space and reconfiguring the existing, the home will be more comfortable. ROLL CALL Answering roll call was Chair Weber and Members Moore, O'Brien, Sussman, Birdman, McLellan; and Student Members Otness and Puerzer. Absent were Members Christiaansen, Pearson, and Kelly. Staff present was HPB Liaison and Senior Planner, Joyce Repya. 2015 WORK PLAN EVALUATION The purpose of the work session was to update the City Council on the current status of the approved 2015 work plan —advising them on the initiatives completed, and gaining their perspective on potential initiatives for the proposed 2016 work plan. The following initiatives were presented: • Initiative #1 - Update Edina Historic Contexts Study: Adding most recent data from the Country Club District, Morningside Bungalow District Study, and the Suburban Development Study. Planner Repya provided an explanation of how the Historic Contexts Study serves as the cornerstone of the city's heritage preservation program - Setting out criteria for establishing the inventory of historic properties; and serving as the guiding tool for the Comprehensive Plan update and establishing the goals and objectives for the annual work plans. At the December 8, 2015 HPB meeting, the board approved the updated Historic Contexts outline as proposed. Council Comments - None • Initiative #2 - Designate the Wooddale Bridge an Edina Heritage Landmark property Chair Weber explained that the Wooddale Bridge constructed in 1937 as a WPA project was under consideration for designation on the National Register of Historic Places by the National Park Service at a meeting on November 17th. It is our understanding that the proposed designation was successful; however we are waiting formal approval which could take several months. In the meantime, the HPB has determined that the bridge is eligible for designation as an Edina Heritage Landmark Property, and Consultant Robert Vogel was tasked with providing a nomination study and plan of treatment for the board's approval. At the December 8, 2015 HPB meeting, the board unanimously voted to approve the nomination study and plan of HPB&City Council Work Session Overview September 17, 2013 treatment as proposed. Once the formal National Register designation is received, the HPB will proceed with the local designation by providing the Minnesota State Historic Preservation Office a 60 day review of the proposed designation. The board intends to move forward with the designation in the spring with the City Council's public hearing occurring in May, during Preservation Month. The board also expressed interest in looking into adding a plaque to the bridge to explain its historic significance to the city. I recently sent an email to the Mayor and Edina Chamber of Commerce regarding the sign at the Edina theater. I also just noticed that sign has been designated by your group as something of historical value in the Edina. For months now including during the holiday season the D in the sign is dark. I think any business should take time to make sure that they have their lights working but especially this sign which is a landmark in the center of Edina. Frankly at this point this designated"landmark" is an eyesore. While the city is not responsible for the theater's lights maybe you could contact them and ask that this matter be resolved?
