Approval of Change Order for $20,530.00 additional increase in total project cost.
INTRODUCTION:
The South Ramp Stairwell improvement project was approved on October 22 of 2015 for the amount of
$78,465.00. The Contract was awarded to Blackstone Construction LLC. Please see Change order Request and
supporting documentation.

Information/Background:
The South Ramp Stairwell Improvement Project was approved on October 22, 2015. This project is
funded by the Housing and Redevelopment Authority and is not included in the P-23 Assessments
borne by the property owners in the 50th and France Business District.
The original contract was awarded to Blackstone Construction. Blackstone was one of the prime
contractors who successfully completed the first phase of work included in the 2015 P-23 Special
Assessment. During the course of deconstructing the aging North and Center stairwells, additional
areas of need were identified by Kimley Horn & Associates, the City’s design engineer and affirmed
by City Staff.
After discussions with the contractor, the costs to address these additional needs are $20,530.00. The
additional work includes the following items:
• Steel stringer plate replacement $ 880.00
• Wabo safety flex material for tread cover plates for ADA compliance $ 2,100.00
• Replacement of 18 additional stair pans and treads $ 17,550.00
It is advisable and prudent for the City to undertake these improvements during this construction
cycle to more fully improve, restore and beautify the 50th and France Business District for the shared
enjoyment of the community. Since this amount exceeds 10 percent of the original contract,

To provide labor, materials and equipment to remove and replace (1) expansion joint cover plate,
roughly 8-ft long by 2-ft wide, adjacent the NE Stair. Replacement cover plate with
premanufactured ADA-compliant cover plate (Wabo SafetyFlex or similar product).
Cover Plate Replacement = $1,200.00
To provide labor, materials and equipment to clean, weld and repair (1) new steel stringer plate for
one stair run at the NE Stair, approximately six man hours of labor for the repair work.
Stringer Plate Replacement = $880.00
Price Excludes: Testfng, Concrete Repairs and any work not related to the above items.
Any alteratfon or deviatfon from the above specificatfons involving extra cost will be executed only upon written orders and will become
an extra charge. All agreements contfngent upon strikes, accidents or delays beyond our control. Owner to carry fire, tornado and
other necessary insurance upon above work. Note this proposal may be withdrawn by us if not accepted within 10 days.

I. CALL TO ORDER
Chair Hovland called the HRA meeting to order at 10:23 p.m.
II. ROLLCALL
Answering rollcall were Commissioners Brindle, Staunton, Stewart, Swenson and Chair Hovland.
III. APPROVAL OF MEETING AGENDA
Motion made by Commissioner seconded by Commissioner Brindle approving the
Meeting Agenda.
Ayes: Brindle, Staunton, Stewart, Swenson, Hovland
Motion carried.
IV. CONSENT AGENDA ADOPTED
Commissioner Swenson made a motion, seconded by Commissioner Staunton, approving
the consent agenda as follows:
IV.A. Approve minutes of March 15, 2016 HRA Regular meeting
IV.B. Approve amendments to the bylaws of the Housing & Redevelopment
Authority.
IV.C. Adopt HRA Resolution No. 2016-03 establishing the 66 West Tax Increment
Financing District and modifying the Southdale 2 Tax Increment Financing Plan.
IV.D. Approve the 66 West Redevelopment Agreement with Beacon Interfaith
Housing and authorize staff to execute the terms of the agreement.
IV.E. Adopt HRA Resolution No. 20 16-04 modifying the Southdale 2 Tax
Increment Financing Plan.

WORK SESSION
APRIL 19, 2016

I. CALL TO ORDER
Chair Hovland called the HRA meeting to order at 5:35 p.m.
II. ROLLCALL
Answering rollcall were Commissioners Brindle, Staunton, Stewart, Swenson and Chair
Hovland.
Staff attending the meeting included: Jennifer Bennerotte, Communications &
Technology Services Director; Susan Faus, Assistant Park & Recreation Director; Michael
Frey, Art Center General Manger; Ann Kattreh, Park & Recreation Director; Chad Millner,
Engineering Director; Debra Mangen, City Clerk; Scott Neal, Executive Director, Bill
Neuendorf, Economic Development Manager, Lisa Schaefer, Assistant City Manager and
Cary Teague, Community Development Director.
III. KELLOGG AVENUE LAND ACQUISITION
Economic Development Manager Neuendorf explained the property at 6120 Kellogg
had been acquired by the Edina Housing Foundation in 2004 and had been vacant for
many years. It was noted the City also owned two vacant parcels in close proximity to
6120 Kellogg. Staff and the HRA discussed various options for redevelopment of these
parcels. The HRA expressed support for the staff recommendation to issue a Request for
Proposal to seek private redevelopment of the underutilized parcels.
IV. REDEVELOPMENT OF 3930 WEST 49-1/2 STREET
Mr. Neuendorf explained that the HRA owns several parcels on West 49-1/2 Street,
including the vacant parcel at 3930 West 49-1/2 Street. This property, like the nearby
3944 parcel, were acquired to expand the North Parking Ramp. He stated that a recently
completed engineering study indicated that the existing Public Parking Ramp could be
expanded one additional level. Staff and the HRA discussed the possibilities of
redevelopment noting three developers have expressed interest in redeveloping the
HRA’s vacant site. The HRA supported the staff recommendation to prepare a Request
For Proposal for redevelopment on the north side of West 49-1/2 Street in the 50th &
France Business District.
V. REDEVELOPMENT MANAGEMENT FOR 7001 YORK AVENUE
Mr. Neuendorf reported that Hennepin County intended to redevelop the regional
library facility located at 70th and York. The customer service facility will move to
Southdale Mall in May 2016 and the courts facility will move to Bloomington Civic Plaza
in 2018. A regional library will remain on the site or nearby in the Southdale area. The

County has requested Edina staff to assist in preparing and issuing a Request For
Proposals for a mixed-use redevelopment on the site. The HRA and staff discussed the
level of involvement and contract management anticipated by Edina staff. Edina would
be reimbursed for this work. It was noted that a high level of community engagement
would benefit the project. The HRA supported the staff recommendation and a
partnership contract will be prepared for consideration in the months ahead.
VI. LAND FOR AFFORDABLE HOUSING
Mr. Neuendorf noted that one of the goals of the City and HRA is to create new housing
that is affordably-priced. He explained that a proactive approach could be used whereby
land is acquired by the HRA and then resold or leased to an affordable housing
developer. He stated that TIF monies could potentially be used for this purpose but that
TIF monies must be used within the time limits established by state law. The HRA and
staff discussed possible strategies for the pursuit and initiation of new multi-family
housing developments that include a high percentage of affordably-priced units. The
HRA expressed support for the staff’s recommendation to investigate possible
acquisition sites.
