Chair Hovland called the HRA meeting to order at 5:35 p.m.

III. PROJECT UPDATES
Economic Development Manager Neuendorf provided the following project updates for
discussion purposes: 1) RFP issued for 4416 Valley View & Kellogg with a deadline of
8/5/2016. He noted that proposals will likely be presented at the HRA’s August 16th Work
Session; 2) proposal for the HRA to provide redevelopment planning services for the
Hennepin County Library Site (7001 York Ave) is being prepared. This will likely be
presented for approval in August 2016, with implementation to begin soon after; 3) 66
West Apartments broke ground in July. Developer continues to seek operational funding.
Possible ideas for Edina to provide assistance were discussed, but State Law, however, does
not allow TIF to be used for operations; 4) Concept plans to install monument sign at
southwest corner of 66th and York intersection have been completed. HRA would pay for
monument sign and the hotel developer would pay for surrounding landscape and
hardscape; 5) Staff continues to monitor possible special legislative session since Edina’s
TIF provision for affordable housing is contained in the Tax Bill; 7) Staff is preparing an RFP
for 3930 West 49 ½ Street; likely issued in mid-August; and 8) Application for new
restaurant at Valley View & Wooddale is anticipated by August.
IV. GRANDVIEW 2 PLAN FOR TAX INCREMENT FINANCING, AND
V. SOUTHEAST EDINA REDEVELOPMENT AREA PLAN – UPDATED
Economic Development Director Neuendorf stated the Grandview 2 Plan for Tax Increment
Financing and the Southeast Edina Redevelopment Area Plan had both been distributed
because some minor edits to the Plans had been completed since they were adopted. Mr.
Neuendorf explained the edits consisted of labeling tables and illustrations but no
substantive changes had been made. He said he wanted to ensure the Council had the
final form.

INTRODUCTION:
This is a proposal to engage independent consultants to conduct a preliminary study on the general feasibility of
the Grandview Green highway lid over a portion of Highway 100.
While partner agencies like Hennepin County and MnDOT have expressed a willingness to participate in a
detailed study, it is up to the City of Edina and the Edina Housing and Redevelopment Authority to begin the
initial work to determine the potential benefits, costs and risks of this type of project.

Information/Background:
The concept of re-uniting portions of Edina separated by Highway 100 has been evolving in recent
years. Referred to by some as ‘highway lids”, the concept behind Grandview Green is to cover a small
portion of Highway 100 with a new public park and create new development parcels in the process.
These community benefits would occur without impacting the freeway traffic that flows underneath
the park.
While new to Edina, this concept has been implemented successfully in Duluth, Minneapolis, and Fort
Snelling. Other cities like Columbus, Dallas and Seattle have also constructed “freeway lids”.
Partner agencies, including Hennepin County and MnDOT have expressed preliminary support of this
concept at the existing hillside south of Vernon Road/50th Street.
A preliminary study is needed to better understand the benefits, costs and desirability of this project.
Based on the information collected, this study may be used to encourage other agencies to become
true partners and establish a public-private partnership to bring this concept to life.

The team at Architectural Field Office brings unique experience to this project as they are currently
engaged with MnDOT and other agencies in the Twin Cities to advance the conversation on highway
lids. They have supplemented their staff with experts who are very familiar with the ongoing
conversation of the Grandview District as well as an expert who has been involved in a high profile
freeway lid in Dallas.
The consultants are prepared to begin work in late 2016 and deliver the report in summer 2017.
Funding for this project will come from the remaining balances at the Grandview 1 TIF District as well
as the Centennial Lakes TIF District.
Staff recommends approval of this proposal.

Dear Bill,
Architecture Field Office (AFO) is very pleased to present to the City of Edina our proposal for studying the feasibility
of a ‘lid’ over Highway 100 adjacent to the Grandview district. This is an exciting opportunity to build upon the initial
concept proposed by the Metropolitan Design Center, as well as the recently completed Grandview transportation
study, to take a closer look at the technical feasibility of such an infrastructure addition, as well as design concepts to
develop this newly ‘found land’ over the freeway.
AFO is a specialized design consultancy founded by Mic Johnson, FAIA. Formerly design principal with Ellerbe
Becket/AECOM and past interim director of the University’s Metropolitan Design Center (MDC), Johnson’s vision for
the firm is to create buildings and places that are engaging and vibrant contributors to the communities they serve.
While at the MDC, Mic’s team of researchers focused their attention on the potential of lidding metro-area freeways
to re-connect communities, promote health and wellness, and catalyze new development, including air rights
development over the freeway itself.
We have supplemented our team with the expertise of Bruce Jacobsen, who will contribute first-hand knowledge of
the emerging plans in the adjacent Grandview district. Kimley-Horn will contribute technical expertise related to
transportation and civil engineering, while Erickson Roed Associates will evaluate the concept from a structural
perspective. We have also engaged Jones Lang LaSalle to provide a study of the economic impact of potential
development related to a new lid structure.
The following pages outline our team, our proposed approach to the Grandview Green project, and our proposed
professional fee in greater detail. We look forward to the opportunity to collaborate with the city of Edina to build
upon the work completed to date and advance the vision forward.

Project Understanding
The Grandview District, in north-central Edina, lies in a crescent-shaped area created by Vernon Avenue/50th Street
and Eden Avenue. The District is bisected by railroad tracks and Highway 100.
Today, this area is home to popular local destinations, home to residents living in several apartment and
condominium buildings and is surrounded by established single-family neighborhoods.
The City of Edina has been proactively engaged in keeping Grandview a desirable and successful mixed-use district
for several decades. Past efforts include the establishment of a tax increment finance (TIF) redevelopment district in
1990. Current efforts include implementation of the community vision established in the 2012 Redevelopment
Framework, and the recent Grandview Area Transportation Study
The intent of this phase of work is to study the initial feasibility of “Grandview Green” — constructing a lid over
Highway 100 and the economic development potential inherent in unlocking new development sites on air rights
over what is currently MNDOT right-of-way.
To realize this potential, the Architecture Field Office (AFO) team will integrate work from previous planning efforts,
study the technical issues and opportunities related to the lid construction, test options for concept development,
and identify next steps for further study and implementation. The end product will be technical data related to new
infrastructure improvements and a preliminary approach to set the stage for further private and public investment in
the district.
Proposed Project Approach and Scope of Work
Architecture Field Office will lead our collective team to study the feasibility of constructing a lid over Highway 100
between the Grandview district and the development on the east side of 100 including the Edina City Hall campus.
The following approach builds upon existing studies, outlines a means to advance the work that has been
completed to date, and sets the stage for the city to assess the project’s feasibility to move forward. We envision a 6
month effort to complete the work.
With the understanding that the city of Edina wishes to engage members of the public in the conversation about
possibilities for this project, we would recommend that the city form a ‘Work Group’ comprised of representatives
from key constituent groups (e.g. residents, business owners, representatives appointed by city leaders) to participate
in the process.
Step 1: Determine Context and Develop Background Materials
(2 weeks)
• Determine and agree with the city on existing studies and documents that will guide our work effort. The intent
of the lid study is to look at the land currently in the MNDOT right-of-way, not to re-imagine how the land on
either side of highway 100 will develop.
• Using GIS data, information and data prepared for other relevant studies, relevant city documents and other
materials, utilize this information to prepare base maps suitable for use throughout the project.
• Review site conditions, relevant documents and plans pertaining to the Grandview district and adjoining
neighborhoods. Utilizing materials provided by the client, including policy and regulatory plans and ordinances,
planned or proposed project information, site and aerial photos, and work by other consultants, assemble and
analyze materials that will help shape public realm and development opportunities inherent in a lid structure.

Step 2: Assess Technical Feasibility, Issues and Opportunities
(5 weeks)
• Define and diagram study area challenges and opportunities.
• Assess traffic/transportation/parking impacts on study area.
• Consider and assess grades, stormwater, soil conditions, etc.
• Study lid configuration options, i.e. structural systems, parking, transit, access to/from highway 100, internal site
access, retaining walls.
• Determine and assess with MNDOT Highway 100 road bed design criteria.
• Provide a set of development guidelines for the lid structure, setbacks, heights, loading, etc.
Step 3: Develop Concept Planning Options
(5 weeks)
Based upon the completion of technical feasibility, we will develop three options for how the lid connects to
adjacent properties and the current Grandview master plan(s).
• Explore development scenarios – land use, density, parcel plan, phasing.
• Prepare draft Development Guidelines.
• Prepare preliminary economic impact/tax study.
• Products: context diagram, public realm diagram, concept alternatives, preliminary parcel plans, building
massing plan/section, phasing plans, order of magnitude costs
Step 4: Document and Disseminate
(10 weeks)
• Develop preliminary summary report (2 weeks)
• Develop one three-dimensional, color aerial rendering
• Presentations to stakeholders, including Planning Commission, City Council, Parks, Transportation Commission. (6
weeks)
• Incorporate feedback into final summary report (2 weeks)
SUGGESTED MEETINGS
• Attend/facilitate biweekly meetings with Grandview Green ‘Work Group’ every two weeks during Steps 1, 2 and
3.
• Attend up to three meetings with City Departments (and other stakeholders), as requested
• Provide updates and present recommendations to Planning Commission and City Council

Proposed Professional Services Fee
For the professional services described in the previous Scope of Work, the Architecture Field Office team proposes a
Lump Sum Fee of $60,000.
Our proposal also includes the development of one three-dimensional aerial rendering illustrating the lid concept.
As the cost of renderings can vary greatly depending on desired level of detail and complexity, we are providing a
separate fee of $2,400-$3,200 for this service, in addition to the above lump sum. The fee ranges below include the
fee charged by architectural renderer (which will be billed at cost), as well as up to 2 hours of Mic Johnson’s time to
oversee the development of the rendering.
Cost of Rendering: $2200-2800
Mic Johnson time: $200-400
Total for Rendering: $2400-$3200
Coordination services related to development of presentation materials outside this scope of work (e.g. additional 3D
renderings, physical models etc.) would be an additional expense.
Reimbursable Expenses
Standard reimbursable expenses (mileage, parking, printing, postage/courier services, etc.) are estimated not to
exceed 3% of the professional services fee, or $1900.

Mic Johnson, FAIA
Principal in Charge and Lead Designer
Through his focus on placemaking and belief that
buildings have responsibility to the broader community,
Mic Johnson’s work addresses complex programs and
diverse environments while supporting meaningful and
engaging experiences that energize the public realm.
Over a 35-year career that includes design leadership
roles at large international firms and teaching positions
at several universities, Mic has focused on creating
buildings and places that are successful and vibrant
contributors to the communities they serve, balancing
functional design with social, cultural and contextual
considerations.
In early 2013, Mic established Architecture Field Office, a
unique and diverse consultancy that merges his
interests and talents: specialized architectural design,
transformative urban planning and placemaking, and
artistic pursuits. Concurrent with this practice, he held
an 18-month appointment as interim director of the
Metropolitan Design Center (MDC) at the University of
Minnesota from January 2014 to June 2015, and is
currently a Senior Research Fellow with the MDC. A
Fellow of the American Institute of Architects, Mic
earned a bachelor of architecture from the University of
Oregon.
A trusted advisor to his clients, Mic is focused on
developing design solutions that are grounded in reality
and can be implemented. He is highly regarded for his
ability to guide large client teams through the design
process, enabling decision-making, building consensus
and moving projects forward.
For the Grandview Green study, Mic will serve as our
team’s lead designer and project manager – providing a
single point of accountability for all services provided to
the city by the Architecture Field Office team.
Bruce Jacobson
Landscape Architect
Bruce has been in private practice for over 30 years. He
has extensive planning and design experience ranging
from urban parks, public spaces and private gardens to
master planning for campuses, neighborhoods and
mixed-use developments. His background is broad-
based, grounded in the realities of policy, process and
budget, and he continues to pursue design creativity
and technical innovation as crucial benchmarks to
address the ‘grand challenges’ of our time (climate
change, equity, health and others).
Bruce has successfully completed projects in a number
of urban centers across the country including the Twin
Cities, Denver and the Baltimore/Washington metro
area. An inclusive and collaborative approach, including
active public participation, is an essential part of the
design process and has become a signature for his
work. With overlapping interests in teaching, research
and professional practice, Bruce also serves as Adjunct
Professor and Senior Research Fellow in the College of
Design at the University of Minnesota.
Sarah Crouch
Project Coordinator
A unique member of our project team, Sarah has
focused her career on providing specialized
communications support to the design community. She
has developed and led marketing and communications
initiatives ranging from strategic proposals to public
relations, including publication of projects and ideas in
national and international media. After spending more
than 15 years with the Minneapolis office of Ellerbe
Becket and then AECOM, Sarah joined Architecture Field
Office in mid-2013 as the firm’s communications &
marketing director and business manager.
As our team’s project coordinator for the Grandview Lid,
Sarah worked closely with Mic in preparing for and
documenting project meetings, and managing
progress and deliverables, similar to the role she
recently played on the Greater Southdale Area Planning
Framework Phase 2.

Brian Smalkoski, PE, AICP, PTP, PTOE
Senior Transportation Planner, Kimley-Horn
Brian serves as a senior transportation planner and
engineer in Kimley-Horn’s Twin Cities office. He has over
15 years of experience managing people and projects.
He has worked on a wide variety of projects in a wide
variety of roles such as land use planning, visioning,
pedestrian/bicycle planning, transit planning, rail
planning, aviation planning, travel demand modeling,
air quality modeling, economic analysis, and traffic
operations analysis and design. His breadth of
experience allows him to utilize a holistic view on
projects.
Anna Potter
Transportation Analyst, Kimley-Horn
Anna is a transportation analyst in Kimley-Horn’s Twin
Cities office. She has a diverse background in
transportation planning and engineering as well as
construction. She specializes in alternatives evaluation,
data analysis, geospatial analysis, and cost estimation.
Mike DeSutter, PE
Principal Structural Engineer and President, Erickson Roed &
Associates
Mike has over 30 years of experience in building
engineering. This work has encompassed a number of
collaborations with our team’s lead designer, Mic
Johnson on complex building infrastructure projects
- including studies for the proposed lid over I-35W
between Downtown East and the University’s West
Bank. As the company President, Mike’s primary
responsibilities focus on developing strategy, managing
performance, and facilitating relations both internal and
external.
Ann Marie Woessner-Collins
Managing Director, Jones Lang LaSalle
Ann Marie Woessner-Collins is Managing Director and
founded and manages the Business and Economic
Incentives team in North America. The Practice helps
companies negotiate with state and local governments
to reduce up front capital and expense costs along with
ongoing operating expenses and taxes.
She offers experience in headquarters facilities, complex
manufacturing plants, E-commerce and basic
warehousing, data and customer support centers. Of
particular relevance to the proposed Grandview Green
lid, Ann Marie participated in the development of the
highly successful Klyde Warren Park -- a 5.2 acre park
constructed on a lid over the Woodall Rogers Freeway
in the downtown Dallas Arts District. The project has
catalyzed hundreds of millions of dollars of new
commercial and residential development on adjacent
sites and is widely considered a model for lid proposals
nationwide.

Sometimes called a “cap”, “lid”, or “cover”, The Grandview Green is a 750 ft long special purpose bridge constructed above MnDOT Highway 100.
The Grandview Green could reconnect the neighborhoods on the east and west sides of Highway 100 with a public green space. Functional parking/transportation space could be hidden below the green space.
The bridging of the highway would better use the airspace above the MnDOT highway allowing for creation of new developable land adjacent to the interchange.

Adopt Resolution No. 2016-05 Adopting the Proposed Budget and Establishing the Proposed Tax Levy Payable
in 2017.
INTRODUCTION:
The HRA is a separate taxing authority formed by the City Council in 1974. Although the Edina HRA has not
used its taxing authority, many other cities that have HRA's and Economic Development Authorities (EDA's) do
use the separate taxing authority allowed by MN State Statutes. Other cities in Hennepin County that use
HRA/EDA levies in 2016 include Bloomington, Hopkins, Minnetonka, Plymouth, Richfield, Saint Louis Park,
Eden Prairie, Maple Grove, and others.
Edina's 2016-2017 budget process last fall included discussion of an HRA levy starting in 2017. Staff intends
to use the levy proceeds to pay some of the administrative expenses that are necessary to operate our HRA.
Edina's HRA has been paying those expenses using TIF funds until now, but that option may become more
difficult in the future as the Centennial Lakes TIF District funds are spent down and eventually the district will be
decertified.
HRA adoption of this resolution is a required step in the process of establishing an HRA levy for 2017. The final
levy will be considered by the HRA in December.

ADOPTING THE PROPOSED BUDGET AND ESTABLISHING THE PROPOSED TAX LEVY
PAYABLE IN 2017
WHEREAS, The Edina Housing and Redevelopment Authority (the “HRA”) has authorities and
powers according to MN Statutes, Sections 469.001 to 469.047. MN Statutes, Section 469.033,
subd. 6 grants the HRA the power to levy and collect taxes subject to a resolution of consent
from the Edina City Council for a set period of time.
WHEREAS, The Edina City Council passed Resolution 2016-78 consenting to an HRA tax levy
payable in 2017.
NOW, THEREFORE, BE IT RESOLVED by the Board as follows:
Section 1: That there is proposed to be levied upon all taxable real and personal property in the
City of Edina, a tax rate sufficient to produce the amount as follows:
HRA GENERAL FUND $95,000
Section 2: That the preliminary budget is as follows:
HRA GENERAL FUND REVENUES $95,000
HRA GENERAL FUND EXPENDITURES $95,000
