I. CALL TO ORDER Chair Hovland called the HRA meeting to order at 5:35 p.m. II. ROLLCALL Answering rollcall were Commissioners Brindle, Staunton, Stewart, Swenson and Chair Hovland. Edina City Staff attending the meeting: Scott Denfeld, Video Production Coordinator; Debra Mangen, City Clerk; Chad Millner, Engineering Director, Scott Neal, City Manager; Bill Neuendorf, Economic Development Director; and Cary Teague, Community Development Director. III. INVESTMENT PLAN FOR INCREMENTAL TAXES Economic Development Director Neuendorf noted the HRA has two active TIF Districts: Pentagon Park and Southdale 2; three expired TIF Districts that retained a cash balance: Centennials Lakes, Grandview 1 and Wooddale/Valleyview/70th/Cahill. He noted monies can be invested to achieve redevelopment goals of the districts. The HRA and staff discussed potential re-investment uses for the TIF Districts’ remaining funds. The HRA offered some priorities to staff for the remaining funds’ potential re-investments. IV. INTRODUCTION: This item pertains to the preparation of a 3-dimensional computer model of the Greater Southdale Area Vision Plan. A consultant has successfully prepared a two-dimensional plan that can be expanded to 3-dimensions to help residents, property owners, developers and City officials better understand the principles embodied in the Plan. ATTACHMENTS: Description Request for Purchase - AFO 3-D model AFO proposal for services City of Edina • 4801 W. 50th St. • Edina, MN 55424 July 19, 2016 Members of the Housing & Redevelopment Authority ☒ ☐ Bill Neuendorf, Economic Development Manager Request For Purchase: Professional Services Contract, Greater Southdale Area 3-D Model Not Applicable Not Applicable Architectural Field Office $23,500 + misc. expenses Recommended Quote or Bid: Architectural Field Office (AFO) not to exceed $28,100 Information/Background: The Greater Southdale/France Avenue Area Working Group and the consultant team at Architectural Field Office have made significant progress since their work was initiated in March 2015. To date, working principles have been established and a draft Vision Plan has been prepared. As these concepts are rolled out to a larger audience, members of the Working Group recommended that the City create a 3-dimensional model that is easier to understand and visualize. Staff agrees that such a model will be useful in educating residents and property owners about the planning principles. The model will also be useful in advising potential real estate developers and designers of the intended application of the principles. Finally, the model could be helpful to City officials in the future when evaluating new redevelopment proposals. For these reasons, staff recommends that the Edina HRA extend the professional services contract with Architectural Field Office so that this work can be completed. This will allow the project to remain on pace for full consideration and adoption by December 31, 2016. AFO is prepared to begin the work immediately and is anticipated to be completed in October 2016. This work is to be funded through the HRA with available funds from the Centennial Lakes Tax Increment Financing (TIF) District. As discussed, Architecture Field Office (AFO) is very pleased to present to the City of Edina our proposal to develop a SketchUp model to three-dimensionally illustrate our work on the Greater Southdale District Framework Study, Phase 2. This is an exciting opportunity to further define the graphic vision we developed in concert with the Work Group and present it in a fashion that can be broadly understood and utilized by city and district stakeholders. The following Scope of Work and Fee Proposal reflect our understanding of the requirements of the project, which is based on our discussions with you and Work Group members toward the conclusion of our Phase 2 work effort. With the understanding that the district is continually attracting new development opportunities and interest, this is a critical next step to help communicate the Vision for the district prior to formal adoption by the City Council and integration into the city’s Comprehensive Plan. As discussed with you and select members of the Work Group, it is our recommendation to create a computer- generated SketchUp model of the district vision, which has the potential to serve several beneficial functions. • Firstly, it can be used as a tool to communicate the concepts set forth in the Phase 2 study to residents, business leaders, potential developers and designers and planners working in the district. • Because we are proposing to construct the model in SketchUp—a widely-available modeling program utilized by most architecture firms—the design of proposed developments can potentially be inserted into the Southdale district model prior to review by city staff, the Planning Commission and City Council. This will enable projects to be reviewed in context of neighboring developments and measured against the larger districtwide planning and design goals, thereby providing a common baseline of understanding for the evaluation of proposed developments. • And lastly, the model can serve as a ‘living’ document that can be updated with final designs of new developments. SCOPE OF WORK The scope of work is to create a SketchUp model of the district, that three-dimensionally illustrates the Phase 2 vision. This model will encompass all sites and subdistricts that were evaluated during our Phase 2 study in addition to the following subdistricts, identified in our July 12 meeting: • Northwest France Subdistrict: Parcel bounded by France Avenue and Valley View, between 66th Street and 70th Street • Southwest France Subdistrict: Parcel bounded by Parklawn on the south and Gallagher Drive on the west side of France; and, parcel bounded by France Avenue and Parklawn Avenue, between 76th and 77th Streets • Model to show street and block configurations, landscape and green space and proposed massing character of the district. • Graphically differentiate between existing buildings, new construction and proposed program uses (e.g. healthcare/institutional; mixed-use with an emphasis on residential; mixed-use with an emphasis on commercial; district parking, etc.) • Update drawings in the current presentation materials to reflect the vision for the Southdale district—inclusive of the expanded study areas. PROPOSED DELIVERABLES • High resolution JPGs of select aerial and street level views. • A slide deck that illustrates planning concepts three-dimensionally. • Full model in SketchUp (.skp) with pre-set views. • Orientation & training session for city staff on use of model. • Updated Phase 2 Vision Summary document that incorporates model imagery. • Updated Phase 2 Summary document that expands existing plans to include added study areas/subdistricts. Proposal for Development of a Three-Dimensional Model | Greater Southdale Area Framework Vision Architecture Field Office page 3 Proposed Schedule Phase A: We anticipate a timeline of 8 weeks to complete the modeling effort, which will include extending the planning principles/vision to the newly-identified areas within the larger Southdale district. This phase includes two check-in meetings with City staff during the process. We will also send still images via email/dropbox throughout to apprise staff of progress and gain feedback. Phase B: At the conculsion of the modeling effort, we anticpate a timeline of 4 weeks to update the presentation materials (current Vision 2 summary document) as well as completing a two-hour training session with City staff on how to use the model. As needed, we would be available to update/check-in with the Planning Commission and City Council during or at the conclusion of the effort. Proposed Professional Services Fee For the professional services described in the previous Description of Work, AFO proposes the following lump sum fee options: Phase A Develop Model of Current Greater Southdale District Framework Vision: Lump sum fee of $17,000 Create Plan for Northwest France Subdistrict: Lump sum fee of $1,500 Create Plan for Northwest France Subdistrict: Lump sum fee of $2,500 Phase B Update Existing Phase 2 Drawings with Expanded Areas as noted above: Lump sum fee of $2,500 TOTAL FEE: $23,500 Reimbursable Expenses Standard reimbursable expenses (mileage, printing, postage/courier services, etc.) are estimated not to exceed 2% of the professional services fee. Additional Services Services in addition to the agreed upon Scope of Work, when requested, shall be identified as such, pre-approved by the City of Edina in advance and billed at the team’s current billing rates. Additional Services shall include, but are not limited to Proposal Exclusions that the City deems to be AFO’s responsibility, in negotiation with AFO.
