ATTACHMENTS: Description Staff Report - HRA Proj Update 7001 York - JPA Task Force September 20, 2016 Board Members of the Edina Housing and Redevelopment Authority Bill Neuendorf, Economic Development Manager HRA Redevelopment Project Update Information / Background: The staff is currently engaged in several redevelopment activities on behalf of the Housing and Redevelopment Authority (HRA). This report summarizes the status of current projects. A map indicates the approximate location of each project. Two attachments summarize the status of the City’s vacant 4416 Valley View site and the Hennepin County site at 7001 York. Staff will be available to discuss any of the ongoing and pending projects. HOUSING AND REDEVELOPMENT AUTHORITY Established 1974 STAFF REPORT Page 2 HRA Project Update – September 20, 2016 Project Location Description Current Status 1) 3930 W. 49-1/2 Street Former site of Edina Realty branch office A “for sale” sign was located on the property. The front portion of the site is anticipated to be hydro-seeded in Sept/Oct. 2016. 2) Same same A Request for Proposals (RFP) was issued for this vacant site. Several developers have expressed interest. Responses are due September 30, 2016. 3) 3936-40 W. 49-1/2 Street North Parking Garage This site, along with other adjacent publicly-owned parcels, was also referenced in the RFP for the vacant 3930 site. Study from Kimley-Horn indicates that one additional layer of parking can be constructed on top of the existing structure. 4) 3944 W. 49-1/2 Street Former site of Hooten Cleaners This vacant building has been kept in place in case businesses need a temporary location in the near future. Environmental inspections will take place in October to identify “next steps” and potential clean up costs. 5) 4416 Valley View Road Vacant lot at corner of Valley View and Kellogg One proposal for 3-story condominiums was received in response to the August RFP. After review, this proposal is not deemed acceptable. Staff will pursue alternate ways to achieve redevelopment that is more consistent with the Small Area Plan. Please note that the developer has expressed continued interest in the site and has submitted a revised concept that lowers the height of some of the buildings from 3 to 2 stories. 6) 4500 Valley View Road Town Hall Station & Edina Village Market Staff is working with the property owner and restaurant developer to prepare a cost sharing agreement. TIF funds are anticipated to be used for the new public sidewalk and public plaza. These elements are located on public property and in a public easement. 7) 3330 W. 66th Street 66 West Apartments (affordable housing) First TIF payment made in July 2016. Second (final) payment anticipated Spring 2017. Project scheduled for completion in late summer 2017. 8) Greater Southdale Area Vision Plan The committee members continue to collect input and the consultant team is working on the 3-D renderings. The 3- D model should be complete in October. The plan is anticipated to be completed by December 31, 2016. STAFF REPORT Page 3 Project Location Description Current Status 9) Greater Southdale Area 66th and York intersection improvements Staff is working with consultants to coordinate public way improvements of three pending redevelopment sites and to include new monument sign to mark the eastern entrance to Edina and the Greater Southdale Area. TIF funds to be used to construct the monument sign on public property. 10) 7001 York Ave Hennepin County site If the HRA and Hennepin County enter into the proposed Joint Powers Agreement, the HRA should consider an ad hoc Advisory Task Force to help evaluate development proposals. The Task Force would be advisory to the Edina HRA and to Hennepin County. 11) Grandview District Multiple parcels of mixed zoning With a TIF District established and Transportation Study complete, staff will begin to identify public improvements that can be completed. Please note that a revenue source (from new construction) is needed before large scale improvements can be considered. 12) 5146 Eden Ave. Former Public Works site, vacant since 2013 Staff intends to revisit the voluminous public input and preferences collected over the past several years. This information will be used to craft a new proposal to spur development on this vacant site. 13) Highway 100 between Vernon & Eden Aves. Grandview Green (highway lid) Consultants preparing conceptual study for future consideration. (approved 9-7-2016) 14) Pentagon Park Multiple parcels Staff continues to meet with the developer on a regular basis to encourage new investment in this area. 15) Southeast Edina Project Area Site acquisition for affordably-priced housing Staff considering possible sites for acquisition in accordance with direction given in April 2016. Site search on hold due to pocket-veto of 2016 Tax Bill which was necessary for funding. 16) Same Year-in-Review As called for in the amended By Laws, staff is preparing “year in review” document for distribution in January of each year.
