I. Call To Order
Chair Birdman called the meeting to order at 7:00 p.m.
II. Roll Call
Answering roll call were Chairman Birdman,Vice Chair Weber, and Members Christiaansen,
Sussman, Moore, McLellan, Kelly, Nymo, and Student Members Puerzer and Otness. Absent was
Member Pearson. Staff Liaison, Senior Planner Joyce Repya, and Heritage Preservation Consultant
Robert Vogel were also in attendance.
III. Approval Of Meeting Agenda
Motion was made by Kelly and seconded by McLellan to approve the meeting agenda.All
voted aye. The motion carried.
IV. Approval Of Meeting Minutes - March 8, 2016
Motion was made by Sussman and seconded by Christiaansen to approve of the minutes
from the March 8, 2016 meeting.All voted aye. The motion carried.
V. Community Comment - None
VI. Reports/Recommendations
A. Certificate of Appropriateness: Process for Evaluating Projects
Planner Repya provided the board with a written explanation of how the Planning Department staff
interprets the Country Club District's plan of treatment relative to when a Certificate of Appropriateness
is required.
The board members expressed that staff's explanation is consistent with the language in the plan of
treatment; however they also understood how there could be confusion from the neighborhood
regarding terminology.
Dan Dulas,4609 Bruce Avenue, addressed the board reiterating his concerns regarding staff's
interpretation of the plan of treatment that he expressed at the March meeting.

Expressing a desire to ensure clarity in the plan of treatment,the board agreed to suggest to the City
Council that the HPB's 2017 work plan include an initiative to evaluate of the language in the Country
Club District's plan of treatment. No formal action was taken.
B. Edina Heritage Award Nominations
The following nominations were received for the 2016 Heritage Award:
• The Vayda Residence, 5201 Wooddale Avenue. Nominated by Rehkamp Larson Architects
recognizing an addition to the home that embraced the original architecture of the 1935 Tudor
style home.
• Braemar Arena, 7501 Ikola Way. Nominated by HPB member Bob Moore recognizing the 50th
Anniversary of a City facility that has been and continues to be a popular destination for Edina
residents.
Upon a vote, the Vayda Residence received eight votes;the Braemar Arena received one vote;and
there was one abstention - thus, the recipient of the 2016 Heritage Award will be the Vayda
Residence, 5201 Wooddale Avenue. The award presentation will take place at one of the City Council
meetings in May, depending on the availability of the recipients.
C. 2016 Preservation Month Proclamation
Planner Repya provided a 2016 Preservation Month Proclamation for the boards' information; pointing
out that annually the Proclamation is adopted by the City Council at their first meeting in May. The text
of the Proclamation is the same each year,with the exception of the theme,which for 2016 is "Celebrate
the Past as we Plan for the Future". The board agreed that the theme provides a good representation of
the goals and accomplishments of the HPB. No formal action was taken.
D. Committee Reports
• Educational Opportunities
The board reviewed the goals/mission of the committee.While many of the goals have been
accomplished, the committee expressed interest in organizing an activity to showcase Edina's heritage.
• Explore the History of Your Home
The goals/mission of the committee were reviewed.The concept of partnering with the Edina Historical
Society to assist homeowners in exploring the history of their homes was mentioned since the Historical
Society has been a natural stop off point for that type of research project.An online home history
survey was also discussed since Edina has over the years had an excellent response rate when survey
opportunities are provided.
E. Historic Map on the City's Web Site

Planner Repya provided the board with a demonstration of how one accesses Edina's historic map on
the City's web site. She explained that the new map will provide links to portions of the HPB's web
pages where detailed information on the historic properties is provided. She added that currently the
map is not available on the city's mobile app, however the City's Communications Department is
checking into that possibility.

VIII. Chair And Member Comments
• Kelly announced the 2nd annual Country Club District Tour sponsored by the neighborhood
on Saturday, May 7th, 10:00 a.m.The congregation point is in Wooddale Park; registration
is online, and there is a $10 fee. The proceeds from the tour will go toward funding the
neighborhood signage project.
• Moore, following up on Kelly's announcement, explained that at the Historical Society, the
original blueprint plans for the home at 4513 Wooddale Avenue were found; adding that
perhaps the tour organizers would be interested in displaying the plans at the
congregation point prior to the tour.
IX. Staff Comments
• Schedule for Wooddale Bridge Proposed Designation as an Edina Heritage Landmark:
Planning Commission - April 13th Meeting
City Council (Public Hearing) - May 17th Meeting
• Summer Tour 2016 - Consider the tour designed by Student Member Peter Otness of the
West side of the Country Club District.The last HPB Country Club District Tour was in 2007.
Will add to the May agenda for a final decision.

ACTION REQUESTED:
Approve changes to the Certificate of Appropriateness plans for a street facing attached garage originally
approved on February 9, 2016.
INTRODUCTION:
A Certificate of Appropriateness was issued on February 9, 2016 for changes to an attached street facing garage at
4610 Browndale Avenue. The homeowner would like to make changes to the plans which staff believes continue
to comply with the Country Club District's plan of treatment.

RECOMMENDED ACTION: Approve the proposed changes to the issued Certificate
of Appropriateness
INTRODUCTION & BACKGROUND:
At the February 9th Heritage Preservation Board meeting, plans for modifications
to an existing attached street facing garage were approved. The plans included:
• Reducing the frontage from two doors (one single and one double) totaling
21' in width, to one door 18' wide; and providing a service entry door into
the home; and
• Construction of an addition to the front of the garage measuring 14' x 22'
or 308 sq.ft. The existing attached garage is set back 24 feet from the
front façade of the home - a hipped roof addition to the front of the garage
is proposed, still providing a setback of 10 feet from the front façade of the
home.
The homeowners are requesting the following changes to the approved plans:
1. Re-orient the garage access to the north side yard
2. Eliminate the street facing garage doors
3. Maintain the existing capacity for 3 car stalls
4. Match materials and the details of the home as follows:
A. Option 1. Stucco and half-timbers to match character of existing home
as well as dining addition to the Southwest corner of house; or
B. Option 2. Brick and stone to match character of existing home,
dependent upon availability of matching brick. Original brick
manufacturer is no longer in business.

The revised plans provide for an attached garage that is no taller than the
previously approved plan, yet slightly smaller in mass and width than what was
originally approved. Furthermore, the revised garage will be setback further from
the front street, with the garage doors facing the side yard, not the front street.
The intent of the revised garage design is to retain the traditional detailing and
quality of craftsmanship of the existing 1933 home, as well as the surrounding
historic neighborhood.
STAFF RECOMMENDATION & FINDINGS:
Both of the proposed changes offered for the attached garage on the north side
of the home, (identified as options 1 and 2), comply with the Country Club
District's plan of treatment, as did the plan originally plan approved on February
9, 2016; thus staff recommends approval of the requested changes. The
approval recommendation is subject to:
• The revised plans dated April 29, 2016, and
• Notifying City Staff of the decided upon final option 1 or 2.
Findings supporting the recommendation include:
• No significant character defining details will be destroyed;
• There will be no substantial loss of historic fabric;
• The garage addition will be compatible with the scale and proportions of
the historic façade;
• The details of modified attached garage are characteristic of the English
Tudor Revival aesthetic; and
• The proposed plans are compatible with the historic character of the
surrounding neighborhood.

The owners of this 1933 tudor home wish to modify their existing,street facing,three car garage. They
would like to:
• Re-orient garage access to north side yard
• Eliminate the street facing garage doors

• Match materials and details of the home
o Option 1—Stucco: use Stucco and Half Timber to match character of existing home as

Chair Weber called the meeting to order at 7:00 p.m.
II. Roll Call
Answering roll call were Chair Weber,Vice Chair Christiaansen,and Members, McLellan, Birdman, Kelly,
Pearson,O'Brien and Student Members Otness and Puerzer.Absent were Members Moore and Sussman.
HPB Staff Liaison -Senior Planner,Joyce Repya was also in attendance.

Motion was made by Member O'Brien to approve the meeting agenda.Motion seconded by
Member McLellan. All voted aye. The motion carried.
IV. Approval Of Meeting Minutes-January 12,2016
Motion was made by Member Birdman to approve the January 12, 2016 HPB meeting minutes.
Motion seconded by Member Kelly.All voted aye. Motion carried.
V. Community Comment- None
VI. Reports/Recommendations
A. 4610 Browndale Avenue-New Detached Garage
Planner Repya explained that the applicant is requesting to add an addition to the street facing attached garage.
The proposed plans for the garage addition will allow space for a secondary entry(service door)to the home,
more in line with the existing scale of the structure as well as complimenting the home's details and finishings.
Furthermore,the garage addition will provide for additional storage and parking for three vehicles. Ms. Repya
also pointed out that the hip roof on the garage addition will replicate the hip roof on the home, however with a
lower slope to minimize bulk.
Ms. Repya pointed out that plans for additions to the rear of the home, (not subject to a COA)were provided
for the HPB's information.Ms. Repya also reported Preservation Consultant had reviewed the proposed plans
and found the design in keeping with the subject home,surrounding neighborhood, and consistent with the
provisions of the district's plan of treatment.She then concluded that staff recommended approval of the subject
COA subject to the plans presented.
Applicant Present Jean Rehkamp Larson and Anders Matney, Rehkamp Larson Architects, Inc.
Architect Rehkamp Larson addressed the low pitch of the hip roof on the garage addition,explaining that they
initially pursued a higher pitched roof on the addition to replicate the pitch of the gables on the home,and found
that the lower pitch would be much more unobtrusive and appropriate for an attached garage.

B. Educational Opportunities Subcommittee- Update
Chair of the subcommittee, Member Christiaansen provided the board with a summary of the committee's
activities since the last meeting.She pointed out that the goal to work with the high school to gain student
participation in creating a heritage preservation app ran into a snag with the high school contact reporting that
they have discovered the app creation to be too complex for students. She suggested the committee check with
the teacher responsible for scheduling the 2017 May term projects to garner interest from the participating
students. Planner Repya offered to check with the city's communication's department to see if there is an
existing or planned Edina app that would be able to include a heritage preservation component.
C. 2016 Nominations for Edina Heritage Award
Planner Repya reported that the month of February is typically when the call for Heritage Award nominations
goes out to the community.She pointed out that the current description of the award states that"The Edina
Heritage Award showcases local preservation activities";and pointed out that some of the past recipients have
showcased local preservation activities, but have also highlighted sites that have enriched the fabric of the
community- harkened to the city's past,so to speak,ex. Convention Grill, Edina Theater Sign,Southdale.The
board agreed with Ms. Repya's observation and thought to expand the description to include"highlighting sites
in Edina that have enriched the historic fabric of the community"would be a good idea.
Board members brainstormed ideas for potential award recipients. Ms. Repya concluded that the deadline for
2016 Edina Heritage Award nominations will be Friday,April 8th,to enable the board to decide upon an award
recipient at the April 12th HPB meeting.
D. Annual Elections
Nominations for the office of HPB Chairman for 2016 were requested.
Motion was made by Member Christiaansen to nominate Member Birdman to the office of HPB Chair.
Motion was seconded by Member Kelly. Member Birdman accepted the nomination.All voted aye. The
motion carried.
Nominations for the office of HPB Vice Chairman for 2016 were requested.
Motion was made by Member Birdman to nominate Member Weber to the office of HPB Vice Chair.
Motion was seconded by Member McLellan.Member Weber accepted the nomination.All voted aye.
The motion carried.

ACTION REQUESTED:
Approve requested changes to the Certificate of Appropriateness for a new detached garage originally issued on

INTRODUCTION:
Plans for a new detached garage were approved with a Certificate of Appropriateness in March 2015. To date the
garage has not been constructed, as they were awaiting completion of additions to the rear of the home. They are

RECOMMENDED ACTION: Approve the proposed changes to the issued Certificate
of Appropriateness
INTRODUCTION & BACKGROUND:
At the March 10, 2015, Heritage Preservation Board meeting, plans for a new
detached garage were approved. The homeowner delayed construction of the
new garage pending the outcome of additions made to the rear of the home. The
work on the home is complete, and they would now like to proceed with
construction of the new detached garage, with some changes.
Details of the new detached garage plans approved in 2015 included:
• 470 sq. ft. in area to accommodate lot coverage of proposed rear
additions to the home; existing 1973 garage is 528 sq. ft.
• Wall cladding - Wood pilasters, parged concrete base and smooth wood
cement board to match additions made to the rear of the home
• 14/12 hip roof to compliment the Norman Revival style of the home
• Asphalt shingles in a color to complement the home's roof
The homeowners are now requesting the following changes to the approved plans:
• Increase size from 470 sq. ft. to 527 sq. ft. in area after realizing that the
fear of exceeding lot coverage was not an issue
• Mass of structure to remain the same - Heights at peak/mid-point/eave
• Length of structure increased 2'10'; Width reduced 4.5"
• Setback from side and rear lot lines to remain the same
• Wall cladding to remain the same with the exception of adding a

1'4" brick foundation around the perimeter on all elevations (brick salvaged from
the rear additions to the home.
• Maintain the 14/12 pitched roof- Slate roof if possible (dependent upon
final budget)
The revised plans provide for an attached garage that is no taller than the
previously approved plan, and no larger than the existing garage. Furthermore,
the addition of the brick foundation and potential slate roof will complement the
architecture of the historic home.
The intent of the revised garage design like the plan approved in March 2015 is
to match the character of the 1937 home.
STAFF RECOMMENDATION & FINDINGS:
Staff recommends approval of the revised plans dated May 1, 2016, recognizing
that the proposed changes do not change the previously approved project's
compliance with the Country Club District's plan of treatment.
Findings supporting the recommendation include:
• The plans provided for changes to the approved plan clearly illustrate the
scale and scope of the proposed project.
• The new garage will match the character of the historic house and be
compatible with it in size, scale, massing, and material.
• The new garage will not be detrimental to the adjacent historic structures.
• The information provided supporting the subject Certificate of
Appropriateness meets the requirements of the Country Club District Plan of
Treatment.
Conditions for approval:
• Subject to the plans presented and
• Placement of a year built plaque on the exterior of the new detached garage

A. Certificates of Appropriateness
I. H-I S-5 4602 Wooddale Avenue -A new detached garage
Planner Repya explained that the subject property is located on the west side of the 4600 block
of Wooddale Avenue.The existing home, a Norman Revival style constructed in 1937,
currently has a 2-car detached garage located in the northwest corner of the rear yard.
The COA request entails replacing the existing 528 square foot garage, built in 1973 with a new
470 square foot structure to remedy the substandard condition of the existing garage and allow
for an expansion on the rear of the home.
The proposed 2-car detached garage measures 23' x 20' 5 'A"feet in area. Access to the
garage will be obtained on the east elevation from the existing driveway where two overhead
doors with divided light windows above are proposed. A service door and windows are
provided on the south elevation. The west/rear and north/side elevations lack architectural
detailing because both sides abut a tall privacy fence.
Ms. Repya pointed out that the design of the structure is proposed to complement the
Norman Revival style of the home. Although the home is clad in brick, the product is no longer
available, thus the proposed wood pilasters, parged concrete base and smooth wood cement
board will match materials on the sunroom located on the rear of the home.Although the

home has a slate roof, asphalt shingles in a color to complement the home's roof are proposed.
The garage plans demonstrate height and massing that are consistent with the surrounding
detached garages and new garages previously approved by the HPB through the COA process.
Also, the proposed location of the garage is shown to be in compliance with the city's setback
requirements.
Ms. Repya added that preservation consultant Robert Vogel had evaluated the plans for the new
detached garage and provided his comments pointing out that the proposal is consistent with
the design review guidelines presented in the district plan of treatment. He also pointed out
that the new garage will match the character of the historic house and be compatible with it in
size, scale, massing,and material. It appears to be compatible with the character of the
neighborhood and should not detract from the historic significance and integrity of the district
as a whole.
Ms. Repya concluded that staff agrees with Consultant Vogel's evaluation, noting that the
detached garage is consistent with new garages previously reviewed in the district-thus, she
recommended approval of the Certificate of Appropriateness request.
Findings supporting the recommendation include:
• The plans provided with subject request clearly illustrate the scale and scope of the
proposed project.
• The new garage will match the character of the historic house and be compatible with it in
size, scale, massing, and material.
• The new garage will not be detrimental to the adjacent historic structures.
• The information provided supporting the subject Certificate of Appropriateness meets the
requirements of the Country Club District Plan of Treatment.
Conditions for approval:
• Subject to the plans presented and placement of a year built plaque on the exterior of the
new detached garage.

Board Member Questions/ Comments:
Student Member Otness stated that he liked the proposed plan and believed that they did a
good job of complementing the home.
Member Sussman observed that the applicant indicated in their narrative that because the
brick on the home is no longer available they opted to clad the proposed garage in a wood
panel product, matching an addition on the rear of the home. He pointed out that, they
wouldn't necessarily have to match the brick, but could have used a similar brick that
complemented the home. That being said, Mr. Sussman stated that the plan was nicely done.

Member Christiaansen stated that she liked the plan, especially how they incorporated
aesthetics from the home into the design.
Public Comment: None
Motion:
Member Birdman moved approval of the Certification of Appropriateness for the
new detached garage subject to the plans presented and a year built plaque be
installed on the exterior of the garage. Member Moore seconded the motion. All
voted aye. The motion carried.
2. H-I5-6 Country Club District Neighborhood - New area
identification signs at 7 entrances
Planner Repya explained that a committee entitled "Country Club Neighbors for Historic
Preservation", comprised of Country Club District residents is proposing to install area
identification signs reading"Country Club District/National Register of Historic Places"at the seven
main entrances to the neighborhood.
The proposed signs will be one-sided, facing the respective entrances, measuring not more than 18"
x 24" for a total of 3 square feet each. They propose the signs to be mounted to the street light
poles at each of the seven entrances. If approved, Edina's public works department has agreed to
mount the signs on the light poles at no cost to the neighborhood.
Because Edina's sign ordinance allows not more than one area identification sign per neighborhood,
not to exceed 6 square feet in area and 6 feet in height, a variance from the sign ordinance will be
required since the sign plan exceeds that which is allowed by the code. However, prior to pursuing
the variance request, the Planning Commission asks that the HPB first provide approval of the plan
through the COA process.
Ms. Repya added that preservation consultant Robert Vogel had evaluated the subject request
and observed that the district's plan of treatment does not address signage, and there is no
evidence that entrance signage was included in Samuel Thorpe's original design of the district
during its period of historical significance (1924-1944). However, the Secretary of the Interior's
standards for rehabilitation are applicable in this case.
Mr. Vogel pointed out that the proposed sign plan appears to be appropriate for a historic
residential district and should be compatible with the character of the district. Furthermore,
the distinguishing original qualities of the historic neighborhood will not be impaired by the
signs. Ms. Repya also explained that relative to the standards for rehabilitation, installation of
the signs will not destroy or obscure any significant historic architectural or landscape features
-the design does not seek to create an earlier appearance; and furthermore they will have
