Call To Order Chair Birdman called the meeting to order at 7:05 p.m. II. Roll Call Answering roll call were Chairman Birdman,Vice Chair Weber, and Members Moore, McLellan, Nymo, and Student Members Puerzer and Otness.Absent were Members Christiaansen, Kelly, and Pearson. Staff Liaison, Senior Planner Repya was also in attendance. III. Approval Of Meeting Agenda Motion was made by Moore and seconded by McLellan to approve the meeting agenda.All voted aye. The motion carried. IV. Approval Of Meeting Minutes Motion was made by Moore and seconded by Weber to approve the minutes from the April 12,2016 meeting.All voted aye. The motion carried. V. Community Comment - None VI. Reports/Recommendations A. Changes to Certificate of Appropriateness -4610 Browndale Avenue originally issued 2-9- 2016 Planner Repya explained that at the February 9, 2016 meeting, a COA was issued for changes to an attached street facing garage at 4610 Browndale Avenue. Now, the owner would like to make the following changes to the plans: 1. Re-orienting the garage access to the north side yard 2. Eliminating the street facing garage doors 3. Maintaining the existing capacity for 3 car stalls, but negating a tandem situation 4. Matching materials and the details of the home as follows: A. Option 1. Stucco and half-timbers to match character of existing home as well as dining addition to the Southwest corner of house; or B. Option 2. Brick and stone to match character of existing home, dependent upon availability of matching brick. Original brick manufacturer is no longer in business. Repya concluded that both of the options new proposed for the attached garage on the north side of the home, (identified as options #1 and #2), comply with the Country Club District's plan of treatment, as did the plan originally plan approved on February 9, 2016;thus staff recommended approval of the requested changes.The approval recommendation was subject to the revised plans dated April 29, 2016, and notifying City Staff of the decided upon final option #1 or#2. Jean Rehkamp Larson, architect for the owners was available to address the proposed changes. Ms. Rehkamp Larson pointed out that as proposed, the windows on street facing façade of the garages differ for the two options with the two windows separated on option #1 (half timber&stucco) and close together on option #2 (brick &stone). She added that if option #2 is chosen, she would like to amend the proposed spacing of the two window as proposed in option #1; pointing out that while the windows on the home are shown close together, by separating them on the garage, that space would be articulated as a secondary structure to the home. Motion was made by Weber and seconded by Moore to approve both options 1 and 2 (as amended) of the proposal, with the applicant providing staff with the plans for final decided upon option.All voted aye. The motion carried. B. Changes to Certificate of Appropriateness -4602 Wooddale Avenue originally issued 3-10- 2015 Planner Repya explained that at the March 10, 2015, Heritage Preservation Board meeting, plans for a new detached garage were approved. The homeowner delayed construction of the new garage pending the outcome of additions made to the rear of the home. The work on the home is now complete, and they would like to proceed with construction of the new detached garage, with some changes. The proposed changes include: 1. Increasing size from 470 sq. ft. to 527 sq.ft. in area after realizing that the fear of exceeding lot coverage was not an issue: length of structure increased 2'10';width reduced 4.5" 2. Adding a 1'4" brick foundation around the perimeter on all elevations (brick salvaged from the rear additions to the home) Repya added that the following elements of the original plan are proposed to stay the same: 3. Setback from side and rear lot lines 4. Wall cladding (with the exception of the additional 1'4" brick foundation) 5. 14/12 pitched roof- Slate roof if possible (dependent upon final budget) 6. mass of structure - Heights at peak/mid-point/eave Repya concluded that staff recommends approval of the revised plans dated May 1, 2016, recognizing that the proposed changes do not change the previously approved project's compliance with the Country Club District's Plan of Treatment. She pointed out that after researching the cost of a slate roof, it was deemed out of the budget;thus they will use asphalt shingles to replicate the slate shingles on the home as originally proposed. She also explained that sconce lanterns are also proposed to be installed on either side of the east facing garage door. Motion was made by Moore and seconded by Nymo to approve the requested changes to the COA originally approved on March 10, 2015, including the sconce lanterns proposed on either side of the east facing garage door.All voted aye. Joyce Repya June 14, 2016 H-16-3 Senior Planner APPLICANT: Fritz and Carol Arnason LOCATION: 4601 Bruce Avenue PROPOSAL: Construct a new 2-car detached garage in the rear yard RECOMMENDED ACTION: Approve the Certificate of Appropriateness (COA) Request Subject to Conditions INTRODUCTION & BACKGROUND: The Certificate of Appropriateness request entails demolition of the existing 1953, 484 sq. ft. detached garage and construction of a new garage in its place. The proposed 2-car detached garage measures 22' x 22' feet in area. Access will be obtained on the north elevation from the existing driveway off of Bridge Street. The home, built in 1927 is a Tudor Revival style clad with stucco. The existing garage, built in 1953 with lap siding, and an asphalt shingle roof is in a dilapidated state and in need of replacement. The applicant has provided photos attached as Exhibits 1-5 to attest to the condition. Plans for the proposed garage demonstrate a structure that is not unlike other detached garages approved through the COA process in the neighborhood; with heights to the peak of 15'4", to the mid-point of the gable of 11'10" and to the eave line of 7'10". The cladding material is proposed to be 6" Nardi lap siding, with aluminum soffit and fascia boards. A 7/12 roof pitch is proposed, and asphalt shingles are proposed to match the roof of the house. Attention to detail is provided on the north (front) and west (side) elevations. However, the south and east walls do not include additional architectural detailing because both elevations abut 6' high privacy fences. PRESERVATION CONSULTANT ROBERT VOGEL'S COMMENTS: The subject property is a two-story Tudor Revival style house built in 1927. The house is not individually eligible for designation as an Edina Heritage Landmark but is considered a contributing resource in the Country Club Historic District. COA H-16-3 4601 Bruce Avenue June 14, 2016 With respect to the new detached garage, the COA application describes a building that is consistent with the design review guidelines presented in the district plan of treatment. In my opinion, the proposed garage would be compatible in size, scale, massing, and material with the historic character of the house. It would not "match" the architectural style of the house. While the district plan of treatment recommends that new detached garages "should match the architectural style of the house...as well as the historic character of the neighborhood," there is no such thing as a historically authentic Tudor style garage. In my opinion, the proposed new garage reflects the 20th century vernacular aesthetic represented by most of the garages built in the district during its period of historical significance (1924-1944); it may not represent high- style architecture, but it doesn't detract from the historic significance and integrity of the neighborhood. Therefore, I recommend approval of the COA with the usual conditions. STAFF RECOMMENDATION & FINDINGS: Staff concurs with Consultant Vogel's evaluation of the proposed plans for the new detached garage, also recommending approval of the Certificate of Appropriateness request. Findings supporting the recommendation include: • The plans provided with subject request clearly illustrate the scale and scope of the proposed projects. • The proposed detached garage is consistent in size, scale, massing, and material with other new detached garages approved through the COA process in the District. • The proposed garage would not detract with the historic character of the house. • The information provided supporting the subject Certificate of Appropriateness meets the requirements of the Zoning Ordinance and the Country Club District Plan of Treatment. Conditions for approval: • The plans presented and • Placement of a year built plaque on the exterior of the new detached garage. The current garage is wood shingled,rotting and beyond repair. The concrete of the garage floor has deteriorated and the driveway is cracked. We are seeking approval to replace the garage.The planned garage will have the same footprint and be built in the same position on the lot as the existing garage. The design is simple and will compliment the house.The garage will be visible from Bridge Avenue. -The garage will be a simple square structure -The roof pitch is 7/12 -Exterior finish will be James Hardie siding in a color that is similar to the home (home is stucco- current garage has wood siding) -roof will be asphalt shingles to match the home -Garage door will be white with carriage style windows,facing Bridge Ave -Service door and window with divided lights will be on west side,facing the house -No doors or windows on east and south sides as they face one neighbor's privacy fence and another neighbor's garage. Joyce Repya June 14, 2016 H-16-4 Senior Planner APPLICANT: John & Erin Schultz LOCATION: 4905 Arden Avenue PROPOSAL: Construct a new 2-car detached garage in the southeast corner of the rear yard RECOMMENDED ACTION: Approve the Certificate of Appropriateness (COA) Request Subject to Conditions INTRODUCTION & BACKGROUND: The Certificate of Appropriateness request entails demolition of the existing 1983, 440 sq. ft. detached garage and construction of a new garage in approximately the same location. The proposed 2-car detached garage measures 22' x 22' or 484 square feet in area. Access will be obtained from the existing driveway on the south side of the property. The home, built in 1929 is a Tudor Revival style clad with stucco. Plans for the proposed garage demonstrate a structure that compliments the architectural style of the home; with a heights to peak of 18', to the mid-point of the gable of 13.5' and to the eave line of 8'. The plans also call for stucco cladding with limestone accents on either side of the overhead door to compliment the home, and the north side elevation includes a service door and double six-over-six paned windows. A 9/12 roof pitch is proposed, and asphalt shingles are proposed to match the roof of the house. Architectural detailing is provided on the west (front) and north (side) elevations. However, the south and east walls do not include additional architectural detailing because both elevations abut 6' high privacy fences. The lack of detailing on exterior walls abutting privacy fences is common to new detached garages that have been approved through the COA process. PRESERVATION CONSULTANT ROBERT VOGEL'S COMMENTS: The subject property is a two-story Tudor Revival style house built in 1929. It represents a good example of 1920s suburban architecture in the Tudor mode and appears to be in a good state of preservation. The existing detached garage, which according to building permit records was built in 1983, is not a historic resource. While the house itself is not individually eligible for designation COA H-16-4 4905 Arden Avenue June 14, 2016 as an Edina Heritage Landmark, it has been evaluated as a contributing property within the Country Club Heritage Landmark District and is therefore considered a heritage preservation resource. With respect to the new detached garage, the COA application describes a building that is consistent with the design review guidelines presented in the district plan of treatment. The proposed new construction will match the character of the historic house. In my opinion, it is compatible with the existing house in size, scale, massing, and material and will also be visually compatible with the character of the surrounding neighborhood. Therefore, I recommend approval of the COA with the usual conditions. STAFF RECOMMENDATION & FINDINGS: Staff is in agreement with Consultant Vogel's evaluation of the proposed plans for the new detached garage, also recommending approval of the Certificate of Appropriateness request. Findings supporting the recommendation include: • The plans provided with subject request clearly illustrate the scale and scope of the proposed projects. • The proposed detached garage would be compatible in size, scale, massing, and material with the historic character of the house. • The information provided supporting the subject Certificate of Appropriateness meets the requirements of the Zoning Ordinance and the Country Club District Plan of Treatment. Deadline for City Action: June 29, 2016 2 John and Erin Schultz 4905 Arden Avenue New Garage We completed an addition to our house this past winter and have planned since that time to eventually tear down the existing garage and rebuild a new one that matches the style of the house on largely the same location. To be specific,we will move the garage back one to two feet and to the south two to three feet. We plan to build a 22x22 garage in place of the 22x20 existing garage. Our driveway was significantly removed during the remodeling of our house. We plan to pour a new concrete driveway to extend from the existing concrete driveway that ends halfway along the south property line. Overall the total surface area of the driveway will decrease. The current garage has never matched the style of the home. Our intention is to build a similarly-sized garage to match the style and gable of the current home. We intend to add several windows including at least one to the front facing side of the garage. This window will match the curved window in the front of the house. We will also rotate the pitch of the garage to slope north/south versus east/west. We are increasing the pitch of the roof to allow for a small standing attack space for storage. We do not plan to finish the interior of the garage with drywall nor do we plan to make the attic space a livable area. The east and south sides of the garage exterior will have minimal decoration other than textured stucco to match the house. These sides of the garage are currently bordering the neighbors'fence lines which extend nearly 6'from the ground. We currently have three large silver maple trees in the backyard all of which are not covered by the recent tree regulations in the city. Regardless,we do not plan to cut any of them down and will take all precautions to preserve the root system and trunks. We have consulted an arborist who helped provide guidance to us and the planning. All materials on the exterior of the house will be an exact match to the house colors,trim,shingles and door styles. Crossing Minnehaha Creek in Edina just became even more monumental. The city council voted to give the Wooddale Bridge an Edina Heritage Landmark Designation. The process began in 2008 when the Heritage Preservation Board added the Wooddale Bridge to the list of Edina properties eligible for Edina Heritage Landmark Designation. The bridge was built in 1937 as part of the Works Progress Administration,a federal relief program that put people to work during the Great Depression.The city provided the materials, and the federal government provided the labor.It not only employed people who were out of work,but it helped give work to expert,local stonemasons. http://current.mnsun.com/2016/06105/a-bridge-to-history/ 6/9/2016 A bridge to history I Page 2 of 3 A bridge to history I Page 2 of 3 It was built using a special Platteville Limestone that both crumbles easily and is no longer available,but gives it and neighboring St.Stephen's Church a very distinctive look that has since been mirrored throughout Edina. In 2014,the Minnesota Historical Society included the bridge in a study of 140 bridges in the state to be considered for the National Register of Historic Places.In February,it was officially added. While the National Register is an important distinction,it requires the use of local governments to actually repair and maintain the sites they deem of historic value. As part of the 2016 work plan,the preservation board brought the request to designate it as a local landmark.Giving the bridge that designation makes it more expensive to repair but also gives the city more opportunities to capture grants. Any work done in the future would be in tandem with city engineers. Engineering Director Chad Millner said every year the city conducts evaluations on its bridges and said that the Wooddale Bridge is structurally sufficient,but some of the design and aesthetic elements are crumbling. "Every time you do something to a bridge,it is expensive,"Millner said,adding that a lot of extra engineering goes into matching the historic nature of a landmark."We will continue to look for grant money in the future." The bridge is not in immediate need of repair,Millner added. Because the Platteville Limestone is no longer available,the city would need to preserve any future work to the bridge with a different but similar limestone. Councilmember Ann Swenson noted that any preservation would make it look how it did originally,not how it currently looks like with crumbling facade. Councilmember Mary Brindle asked if a future bike lane is possible on the bridge if it is deemed historic.A landmark bridge is allowed to be expanded,but with bank stabilization and additional materials,it would be expensive. The council voted all in favor for the historical designation. The George W.Baird House,Cahill School,Country Club Historic District,Jonathan Taylor Grimes House and the Minnehaha Grange Hall are the other items in Edina that are listed on the National Register of Historic Places.
