Call To Order Chair Birdman called the meeting to order at 6:30 p.m. II. Roll Call Answering roll call were Chair Birdman and Members Moore, Christiaansen, Sussman, Pearson and Nymo. Absent were Members McLellan, Kelly, Loving, and Student Member Puerzer. Also in attendance was Staff Liaison, Senior Planner Joyce Repya, and Preservation Consultant Robert Vogel. III. Approval Of Meeting Agenda Motion was made by Moore and seconded by Pearson to approve the meeting agenda.All voted aye.The motion carried. IV. Community Comment: None VI. Reports/Recommendations A. Summer Tour - Country Club West The board engaged in a walking tour of the west side of the historic Country Club District that included the following streets: Browndale Avenue, Moorland Avenue, Edina Boulevard, and Wooddale Avenue.The tour, designed by former student HPB member, Peter Otness highlighted homes that personified specific architectural styles. A total of 52 homes were highlighted, including 29 homes that had received a Certificate of Appropriateness (COA) since 2003. Board members appreciated viewing the nuances of specific architectural styles inherent in the district; as well as seeing the outcome of COA's that have been approved over the years. Chair And Member Comments Board members expressed how much they enjoyed the tour- finding it helpful to view the historic Country Club District as a group; and asked Ms. Repya to send a note of thanks to student Member Peter Otness who created the tour. Staff Comments Planner Repya reminded the board that the joint meeting with the City Council is scheduled for Tuesday, September 20th; and in preparation, at the regular September meeting on 13th,the 2016 Work plan will be updated, and the draft 2017 Work Plan will be completed in time for submittal on the September 23rd deadline. Joyce Repya September 13, 2016 H-16-6 Senior Planner APPLICANT: McMonigal Architects for Linda Smith LOCATION: 4519 Bruce Avenue PROPOSAL: Construct a new 2-car detached garage in place of the existing detached garage RECOMMENDED ACTION: Approve the Certificate of Appropriateness Request Subject to Conditions INTRODUCTION & BACKGROUND: The subject property is located on the east side of the 4500 block of Bruce Avenue. The existing home, an Italian Renaissance Revival style constructed in 1927, currently has a detached garage measuring 978 square feet in area providing for 2-cars plus storage (constructed in 1976) located in the southeast corner of the rear yard. PROJECT DESCRIPTION: The Certificate of Appropriateness request entails demolition of the existing detached garage and construction of a new detached garage of the same size in the same location. The proposed 978 square foot structure provides for an overhead entry and service door on the west elevation; two sets of double hung windows on the north and south elevations; and no articulation on the rear (east) elevation due to it abutting the rear of the neighboring garage. The design of the structure is proposed to more closely compliment the style of the home with stucco clad walls, and hip roof with asphalt shingles. The plans provide a building height to peak of 17'8"; 14' 4" at mid-point of the roof; and 10'6" at the eave - consistent with the existing garage, and other garages in the district that have received COA's. COA H-16-6 4519 Bruce Avenue September 13, 2016 PRESERVATION CONSULTANT ROBERT VOGEL'S COMMENTS: The COA application describes an accessory structure that is consistent with the design review guidelines for new garages in the district plan of treatment. New detached garages are regarded as an appropriate undertaking in the Country Club District when the new construction does not have an adverse effect on significant heritage preservation resources. In my opinion, the existing garage is not historically significant and does not contribute to the significance of the district. Based on the information presented, the proposed new construction is compatible with the architectural character of the historic house. It will not have a negative visual effect on the character of the surrounding neighborhood and should not detract from the historic significance and integrity of the district as a whole. Therefore, approval of the COA is recommended subject to the plans presented, and a year built plaque to be installed on the exterior of the new structure. STAFF RECOMMENDATION & FINDINGS: Staff concurs with Consultant Vogel's evaluation of the proposed plans for the new detached garage, recommending approval of the Certificate of Appropriateness request. Findings supporting the recommendation include: • The plans provided with subject request clearly illustrate the scale and scope of the proposed projects. • The proposed detached garage will complement the architectural style of the home and not be detrimental to the adjacent historic structures. • The information provided supporting the subject Certificate of Appropriateness meets the requirements of the Zoning Ordinance and the Country Club District Plan of Treatment. Conditions for approval: • The plans presented dated August 23, 2016; and • Placement of a year built plaque on the exterior of the new detached garage. Smith Certificate of Appropriateness application for garage remodeling/replacement 4519 Bruce Avenue South, Edina,MN 55424 From: Rosemary McMonigal, Phil Hofstad This property is located within the Country Club District of Edina. The existing detached garage structure has deteriorated and is in need of replacement The hand-framed roof trusses are failing, which has caused the roof to sag and the walls to bow outward. The concrete floor slab is in good condition, but a licensed structural engineer has confirmed that the rest of the structure should be replaced. The proposed garage will have the same footprint, height,and massing as the existing garage and will utilize the existing concrete floor slab. Because of this, the surrounding landscaping and impervious surfaces(single car width driveway)will not be affected. The front of the garage will remain at the same location, behind the house,set far back from the street. The design and placement of the garage follow Country Club District Design Guidelines: • The new garage matches the architectural style of the house and fits the historic character of the neighborhood. • The garage location is at the rear of the lot,similar to other surrounding garages in the neighborhood. The location minimizes the visual impact on adjacent homes. • The garage is shorter in height, length,and width than the house on the same lot. • The hipped roof matches the height of the existing garage and appears comparable to or lower than the height of existing detached garages on neighboring lots. • The garage front is the only elevation visible from the street,and its stucco finish and stone base match the existing house. • The sides of the garage include double-hung,divided-lite windows that match the windows on the house. • The rear elevation of the garage does not have windows or other articulation since it faces the back of the neighbors garage,which is located less than 4 feet from the property line. • The garage will be located on the concrete slab of the existing garage,therefore existing grading and landscaping will not be affected. • The existing driveway will not be modified,therefore impervious surfaces will not be affected. • A plaque with the inscription"'BUILT IN 2016"will be placed on the south face of the garage,just around the corner from the front-facing garage door. This project will solve the Owners deteriorating garage problem and fit well into this established, historic neighborhood. Joyce Repya September 13, 2016 H-16-7 Senior Planner APPLICANT: Katherine & Nicolas Riolo LOCATION: 4530 Casco Avenue PROPOSAL: Build a new detached garage in the southwest corner of the rear yard, converting attached garage to living space RECOMMENDED ACTION: Approve the Certificate of Appropriateness request for the new detached garage subject to conditions INTRODUCTION & BACKGROUND: The Certificate of Appropriateness request entails converting an existing 500 square foot attached garage to living space and constructing a new detached garage in the southwest corner of the rear yard. NEW DETACHED GARAGE The proposed 462 square foot, 2-car detached garage measures 21' x 22' feet in area. Access to the garage will be obtained on the east elevation from the existing driveway on the south side of the home. The design of the structure is proposed to compliment the American Colonial Revival style of the 1938 home with cedar lap siding on all elevations and asphalt shingles to match the house. The structure will be set back at least 3' from the side and rear lot line, and demonstrates a building height of 17.5 feet, well within the heights of new garages approved through the COA process in the district. Attention to detail is provided on the north elevation with a service door and double hung window with a bracketed canopy above. The east/front elevation provides a carriage style overhead door with a gabled dormer in the roof above, matching the gable expressions on the front façade of the home. The south and west elevations lack additional articulation with the exception of a gable vent in COA H-16-7 4530 Casco Avenue September 13, 2016 the peak of the south elevation. Plans for the attached garage conversion to living space on the rear of the home, were provided for the Board's information. They propose to reduce the total square footage and replace the flat-roofed attached garage that had been enlarged in 1954 with a hearth room on the first floor and bedroom above. A new entry/mudroom is also proposed for the south side of the rear elevation. The proposed redesign of the home will better reflect its historic architecture, and provide more functional interior spaces. PRESERVATION CONSULTANT ROBERT VOGEL'S COMMENTS: Construction of new detached garages is an appropriate undertaking in the Country Club District and the district plan of treatment contains guidelines designed to facilitate the interpretation and application of the Secretary of the Interior's standards for the treatment of historic properties in the COA review process. Based on the plans presented, the new garage will be compatible with the size, scale, material, and character of the historic house. It will not have an adverse effect on the historic character of adjacent properties or the neighborhood. Therefore, approval of the COA is recommended subject to the plan presented and a year built plaque installed on the exterior of the new structure. STAFF RECOMMENDATION & FINDINGS: Staff concurs with Consultant Vogel's evaluation of the proposed plans for the new detached garage and recommends approval of the Certificate of Appropriateness request. Findings supporting the recommendation include: • The plans provided with subject request clearly illustrate the scale and scope of the proposed projects. • The proposed detached garage will complement the architectural style of the home and not be detrimental to the adjacent historic structures. • The information provided supporting the subject Certificate of Appropriateness meets the requirements of the Zoning Ordinance and the Country Club District Plan of Treatment. Joyce Repya September 13, 2016 Senior Planner H-16-8 APPLICANT: Landmark Building Contractors LLC LOCATION: 4608 Casco Avenue PROPOSAL: Certificate of Appropriateness (COA)to demolish existing home and construct a new home and detached garage DECISION DEADLINE: October 17, 2016 INTRODUCTION & BACKGROUND: The subject property is located on the west side of the 4600 block of Casco Avenue. The existing home is a Contemporary style constructed in 1977. A front loading, attached garage is located on the east elevation of the home. The COA request involves demolishing the existing home with the intention of building a new home with attached garage which meets the district's plan of treatment criteria. The existing home is not classified as an historic resource since it was constructed after the District's period of significance (1924— 1944), thus its demolition is not an issue; however the construction of a replacement home is subject to the HPB review and approval. PLAN OVERVIEW: The proposed replacement home is two-stories with an attached 2-car garage located in the rear yard and accessed from a new driveway on the south side of the property. The proposed height of the home at the peak is 28.3'. The adjacent home to the north (4606) has a ridge height of 27.75'; and the home to the south (4610) has a ridge height of slightly over 26' to peak. When implementing the HPB's process for calculating the maximum height allowed at no more than 10% higher than the average height of the adjacent homes, a maximum height of 29.6'would be permissible. The exterior materials proposed for the home include stucco and cedar shake siding with wood columns, trim, guardrails and brackets. Cedar shingles are proposed for the roof. Furthermore, a proposed landscape plan has also been provided. 1 PRESERVATION CONSULTLANT ROBERT VOGEL'S ANALYSIS: Consultant Vogel reviewed the subject plans and provided the following opinion: I reviewed the "streetscape" plan submitted for the replacement house proposed for 4608 Casco Avenue. The general standards of practice for infill construction in historic districts require new construction to be compatible in scale, building materials, color and texture with historic buildings in the neighborhood. The Country Club District plan of treatment goes a step further and states that the design of new houses "will be compatible with the original (1924-1944) Country Club District deed restrictions relating to architecture,"which are concerned mainly with placement, setbacks and massing. For planning purposes we have assumed that developer Thorpe favored the period revival aesthetic over contemporary midcentury modern styles, though he was not always consistent and the overwhelming majority of the homes constructed in the district during its period of significance were not authentic specimens of Colonial, Tudor, or Mediterranean period architecture. Most of the houses would be best categorized as examples of early 20th century"contractor modern"vernacular architecture-to the extent that individual houses incorporate stylistic features that imitate the period revival modes, the level of stylistic treatment was dictated almost entirely by the experience of the builders and contractors, not architects. I would classify the house proposed for 4608 Casco as a contemporary design that incorporates some of the decorative elements commonly found on period revival style homes built in the 1930's. The exterior reflects a modernist interpretation of what some would call the "Mediterranean" style, but there are also elements of the Colonial Revival and Prairie styles. The overall effect is somewhat more picturesque than what was usually built in the district in the 1920's and 30's; and it is also somewhat massive in its proportions - nevertheless, I don't think it would look out of place in a streetscape dominated by Colonial Revival, Tudor and Mediterranean houses constructed between the late 1920's and early 1940's. Furthermore, it would not detract from the historic integrity of the adjacent properties or the district as a whole (since it is infill construction, not a replacement of a historic home). Perhaps more importantly, it would not look like a 21st century attempt to imitate early 20th century architecture. This is what the authors of the Secretary of the Interior's standards for rehabilitation meant when they recommended against discouraging contemporary design for infill construction in historic districts, so long as the new construction was compatible with the size, scale, color, material and character of the neighborhood. STAFF COMMENTS: The review process for a replacement of a non-historic resource home in the Country Club District entails a 2-step process. The plans under consideration at this time are fulfilling the first step. Preservation Consultant Robert Vogel has opined that the proposed home would not look out of place relative to its surroundings; and would not detract from the historic integrity of the adjacent properties or the district as a whole, particularly since the home would be classified as infill construction and not a replacement of a historic home. Staff recommends that the HPB provide the applicant with feedback on the proposed plans, identifying any desired changes. The applicant will then take into consideration the information received when drafting final plans to be presented for approval at the October HPB meeting. 2 LANDMARK BUILD CO. Swan Architecture's design blends seamlessly with the other historic homes in the neighborhood and provides a clear benefit and enhancement to the streetscape. Our current site plan and architectural design falls squarely within the City of Edina planning and zoning requirements as well as the Historic District's design guidelines.
