Motion to adopt the November 8, 2016 Report of Canvass as presented.
INTRODUCTION:
Within ten days following a General Election, the City Council must meet and canvass the results of the election.
I have prepared an Abstract of Votes Cast from the Official Returns of the election held in Edina, November 8,
2016.
To assist the Council in their review, I have attached a Canvass Report, and a spreadsheet of results. I will
present a report of the City races' write-ins Tuesday evening.

FOR THE CITY OF EDINA ELECTION
HELD ON TUESDAY, NOVEMBER 8, 2016
The Edina City Council inspected and compared the summary statements certified by the Election Judges
with the General Election Returns for the City of Edina Election held on Tuesday, November 8, 2016. We as
the legally constituted municipal canvassing board, certify that we have herein specified the names of the
persons receiving votes for the offices of Mayor and Council member of the City of Edina at the State
General Election held on Tuesday, November 8, 2016.
The votes cast were certified as follows: James Hovland elected to a four-year term as Mayor and Mary
Brindle and Ann Swenson elected to four-year terms as Council Member. All terms commencing January 3,
2016.

INTRODUCTION:
At the October 5, 2016 City Council work session, the advisory board and commissions chairs presented their
2017 work plan proposals. The City Council is being asked to comment and provide direction on the work plans
prior to final approval. City Staff will make updates to the work plans prior to the City Council meeting on
November 15 when Council will be asked to approve the final work plans.

Information / Background:
Over the past several years board and commissions have participated in a work plan process to
help organize and prioritize their work and allocate limited resources. The annual work plan
steps are the same from year to year. The 2017 schedule is as follows:
The 2017 proposed work plans presented in the packet include the addition of my
recommendations. The comments and recommendations are provided to help Council
determine the feasibility of supporting the goal of the initiative as designed by the Board or
Commission.
You will notice reoccurring threads in the recommendations to the work plans.
1) Insufficient staff and member resources
Many proposed work plans are very heavy. On several of the work plans, initiatives are
recommended to be removed based on insufficient staff and member resources. Very

few work plan initiatives require only the delegated time of a Board or Commission’s
staff liaison. Most initiatives will require support from additional staff and divisions,
especially the Communications Division. We need to leave enough room in our work
plans to accomplish day to day work and department work plans.
2) Committees/Working Groups
Committees and working groups are established by boards and commissions and work
under their direction. The work plan initiatives are the responsibility of the board and
commission as a whole and they can create or disband committees and working groups
as they see fit.
3) Comprehensive Guide Plan
The comprehensive guide is an initiative lead by the Planning Commission. All Board and
Commissions will be asked to assist as needed with the development of the guide.
Specific chapters and/or sections have been assigned to Boards and Commissions by the
Planning Commission as they are relevant to the board and commission’s work. Staff
Liaisons will be provided direction on the chapters/sections their respective board or
commission will be working on. For consistency, the standard initiative “Assist as
requested with the development of the City’s new comprehensive guide plan” has been
recommended on each work plan. With the exception of the Planning Commission, this
initiative is designated as Council Charge 2. This initiative is designated as Charge 3 on
the Planning Commission Work Plan. Liaisons will be provided the following direction on
the work flow of Comprehensive Plan initiatives as shown on the below graph.
