HomeMy WebLinkAbout2016-08-16 City Council Work Session Minutes MINUTES OF THE WORK SESSION OF THE EDINA CITY COUNCIL HELD AT CITY HALL AUGUST 16, 2016 5:32 P.M. Mayor Hovland called the work session of the Edina City Council to order 5:32 p.m. ROLL CALL Answering rollcall was: Members Brindle, Stewart, Swenson and Mayor Hovland. Member Staunton entered the meeting at 5:41 p.m. Edina City Staff attending the meeting: Kelly Dumais, City Management Fellow; Debra Mangen, City Clerk; Chad Millner, Engineering Director; Scott Neal, City Manager; Eric Roggeman, Finance Director; Kyle Sawyer, Assistant Finance Director; and Lisa Schaefer, Assistant City Manager. 2017-2021 CIP& 2017 BUDGET Finance Director Roggeman noted staff had presented to the City Council the components making up the annual budget for the City consisting of the Governmental Fund that included: General Fund, Debt Service Fund, Construction Fund, and Special Revenue Funds; and the Enterprise Funds that included: Utility Fund, Liquor Fund and Park Enterprises; the timeline for the 2017 budget adoption and the proposed 2017-2021 Capital Improvement Plan at the August 3, 2016 Work Session. At that meeting the Council expressed the need for additional time to discuss the 2017-2021 CIP and 2017 Budget implications to fund the CIP. The Council each expressed their views on the potential 2017-2021 Capital Improvement Plan and possible ways to fund the plan. Discussion included: the possibility of a 2017 HRA Levy, which projects to include in the CIP, possible funding sources for the CIP, and possible levy impacts of different scenarios and whether any of the existing franchise fees should be increased.
