APPROVAL OF MEETING AGENDA
The agenda was amended by member Bass to reschedule the do.town update for next month's meeting. Motion was
made by member Janovy and seconded by member Iver approving the amended agenda. All voted ave. Motion
carried.
APPROVAL OF MINUTES
REGULAR MEETING OF AUGUST 16.2012
The minutes was amended as follows: page 2, 4th paragraph, delete "Sgt. Olson said she supports the Police
Department's position that it is a good ordinance regardless of whether it is legal to do so," page 4, 3`d paragraph, delete
"City Council" and replace with "State Legislature," 4th paragraph, add "North" before "St. Paul." Motion was made by
member Franzen and seconded by member LaForce to aoorove the amended August 16 minutes. All voted ave.
Motion carried.

Sidewalk Ordinance Discussion
Chair Nelson said the discussion was a continuation from last meeting. Member Janovy made the following motion and
it was seconded by member Laforce:
1. Forward the BETF memo and recommendation as background information.
2. Recommend that the City Council update Ordinance 1400.07, Subd. 3 by inserting the word
"motor" before "vehicle" so that it reads: "No motor vehicle shall be parked or driven on or along
a sidewalk."
3. Recommend that the City Council update Ordinance 1230.03G by inserting the word "motor"
before vehicle so that it reads: "...no person shall in any park or publicly owned property: Drive or
park a motor vehicle on any area not designated for parking or travel."
4. Recommend that the City Council eliminate Ordinance 1425 — Bicycle Registration.
Member Janovy said for City Council's discussion, they would have the BETF memo and the ETC minutes for background
and adding "motor" before "vehicle" is the simplest change because activities like skateboarding or inline skating would
Wrobably qualify as vehicles. She said it is more than bikes that are impacted by the code and this would change it to the
intended purpose of restricting motor vehicles. She was asked about motorized scooters and wheelchairs and she said
they are considered pedestrians if being used as a substitute for walking.
1Aember Iyer asked if they are going against the police's recommendation and member Janovy said yes. He said he
agreed with eliminating the bike registration but wondered why they were going against the police. He said he would
give discretion of enforcement in the same way that discretion is given to the engineering staff. Member Janovy said the
police are not enforcing the ordinance and residents are confused about the ordinance based on emails that the City
Council has received. She said also that the change would bring Edina in line with surrounding communities. Chair
Nelson also agreed with eliminating the bike registration and leaving everything else as is since there are no real issues.
Member Janovy said parking bikes on sidewalk is currently not allowed and chair Nelson said this could be treated as an
exception. Member Bass said they should support actual behavior and not dissidence. Members Thompson and Franzen
also agreed with the motion. After discussion, the following vote was taken:
Ayes: Bass, Braden, Franzen, Janovy, LaForce, Schweiger, Sierks, Thompson
Nays: Iyer, Nelson
Motion carried.
Traffic Safety Committee (TSC) Report of September 5, 2012
Chair Nelson thanked staff for including photos in the report because they are very helpful in understanding the story.
Section B.1. Membpr Janovy asked if the request was for no parking between Bruce & Casco Avenues. Director Houle
said the request was specific to the resident's address.
Member Janovy said the 85th percentile speed data is useful but asked if they could also get the number of vehicles
travelling over 30 mph and Director Houle said yes. Member LaForce asked how to interpret the 85th percentile data.
Director Houle explained that the industry standard is to look at the speed that 85% of drivers are travelling and
Wember Thompson added that they look at all the recorded speeds and pick the speeds that 85% of drivers are
raveling. He said the speed limit is set based on driver behavior and people drive based on their comfort level. Director
Houle will explain how the 85th percentile speed process works at the next meeting.
Section B.2. Member Thompson suggested a way finding sign to the back parking lot
Section D - Director Houle explained that section D is there to show other issues that staff assists residents with.
Section D. 1. Member LaForce asked if the City proactively monitors overgrown vegetation and Director Houle said staff
is encouraged to report clear view issues. He said the police enforce clear view and they are generally successful in
getting residents to comply when complaints are received. Member Janovy noted that there is new landscaping at
Concord & Oak with arborvitaes that are small now but will present a clear view issue when fully grown because of how
close they are planted to the street. Director Houle said he will forward this to the police. Member Franzen said he
received a letter from the City recently about trimming his trees.
Section D. 12. It was noted that it would be informative to know what advisory was given to the resident.
Section D. 13. It was noted that it was good to see the new crosswalk being noticed. Director Houle said the media has
been calling him about the new style because of crosswalk incidences. Member Bass said she has noticed more kids
using the sidewalk and crosswalk.
Motion made by member Janovv and seconded by member Thompson to approve the September 5 TSC report. All
voted ave. Motion carried.

2013 Neighborhood Reconstruction Projects — Receive Feasibility Studies
Director Houle said staff will do a formal presentation at the Oct. 25 meeting but in the meantime, he asked
0 ommissioners to submit comments or questions to him in a timely manner so that staff can prepare responses for the
ct. 25 meeting. Chair Nelson noted that the Braemar Hills questionnaire did not include streetlights and Director Houle
said they already have decorative streetlights.

Student Member
Member Schweiger said he noticed today that someone had spray -painted the word 'fascism' on a stop sign at
Interlachen & Blake. Director Houle said he would forward this to public works and he also noted that there is a place on
the website called 'Report A Problem' that anyone can use to report public works related problems.
Bike Edina Task Force — Minutes of August 9, 2012
Member Janovy said they discussed the issue of status and voted to stay as is, even though what they are is not known.
Member Janovy said she received permission from the City of Minneapolis to adapt their Bicycle Markings for Edina. She
said each page is a standalone for easier distribution. She suggested adding a color coded map of the city to show where
the different types of lanes are located. She said further that CM Sprague would be contacting the communications
department to see if they would like to take over. Director Houle said he was not aware of this but he too had received
permission to use the information and was planning on doing the same thing. He thanked member Janovy for the work
that she had done and asked her forward to him the electronic copy so that staff could create the color coded map and
complete the draft advisory lane portion.
Living Streets Working Group
Member Thompson asked Director Houle if there were staff available to help move them forward and Director Houle
said he was the only staff available. He said he requested a transportation engineer for 2013 from the franchise fee if it
4ks approved and he has also spoken with the city manager and assistant city manager about budgeting $150,000 to
omplete the policy. Member Janovy asked about sharing the plan with department heads and Director Houle said he
would do this at one of their weekly staff meetings and department heads could share with their staff liaison.
Transportation Options Working Group — Minutes of August 14, 2012 - None.
CORRESPONDENCE AND PETITIONS - Correspondence from City Council Packet Regarding Transportation Issues
Director Houle said information that is transportation related that goes to the City Council will also be forwarded to the
ETC, in addition to information received by the engineering department.
CHAIR AND COMMISSION MEMBER COMMENTS
Chair Nelson said there was a work plan meeting with the City Council that he was not able to attend. The 2013 Work
Plan for all commissions was handed to the ETC. Chair Nelson suggested prioritizing theirs since there are so many
items. Director Houle said some of them like Safe Routes to School are already underway. He said the City Council asked
about the 2013 bike striping plans and he has spoken with BETF chair Kelly about this.
Member Janovy said everything fits under Living Streets/Safe Routes. She said it looks intimidating as it is currently laid
out and does not believe that they can handle everything. She said it would require more staff. Director Houle agreed
with member Janovy about needing more staff. He also said if they begin collecting fees from residents, the residents
will want to see projects and he will need staff to create plans. Member Thompson said if they get City Council/City
Manager support, the $150,000 could be used to hire a consultant like City of No. St. Paul did who could do public
outreach, education for biking, etc. Director Houle asked if there should be an advisory communication from the ETC
because City Council will be discussing this again in the fall. Member Thompson said staff can emphasize to City Council
'Shethis was already one of the City Council's priority. Member Bass encouraged use of the do.town staff for outreach.
She said funding for the group will be available until March 2013. It was agreed that Director Houle would reformat the
ETC's plan to look like the Planning Commission's and pass it around for review. Later on, they will decide if they should
send an advisory communication to the City Council.
joint meeting with the ETC and Planning Commission is scheduled for Thursday, Sept. 27, 6-7 p.m. It is not a
mandatory attendance meeting.
Next meeting is scheduled for Oct. 25 because of school holiday (MEA).
Rose Ryan from Hennepin County will be at the next meeting to discuss their pedestrian plan.
Member Franzen said he met the owner of the house across from Pizzeria Lola who mentioned striping in the alley and
parking lot because of the parking issues. He said he could not recall what was done. Director Houle said staff has been
observing on and off and that City of Minneapolis has met with the two restaurants because they too are having the
same issues. He said they are generally cautious about posting no parking signs because this pushes vehicles further into
the neighborhood. He will follow up with City of Minneapolis to get a recap of their meeting and will also check to see
how the area was resigned.
Member Bass reminded staff to include do.town on the next agenda.
Member Laforce said he and members Janovy and Bass talked about forming a subcommittee to focus on
communication to inform the community about what the ETC is doing. He said they would identify key objectives,
messages and channels and it would be things that they can do on their own or with the communications department
staff. A brief discussion ensued and everyone agreed to form the subcommittee.
Motion was made by member Laforce and seconded by member Thompson to form a committee for the purposes and
escri tions outlined in the document that member Laforce handed out.
All vote ave. Motion carried.
Member Laforce said the intersection at the YMCA is terrible around 5 p.m. Director Houle recommended going right to
the oval -about instead of going left. Member Janovy asked if it should go to the TSC. Director Houle they've always
interpreted these as private issues because the drivers are coming from a private site. He said the same thing happens at
Byerly's during the holiday season. He said the YMCA could encourage members to use an alternate route during peak
hours.
Member Iyer said the City of Minneapolis has 311 and asked why not Edina 311? Director Houle said public works has
'Report A Problem' on the website and that staff is working on a GIS system that would allow you to use your smart
phone to report issues but it will not be ready for 3-5 years.
Member Janovy asked how do they know that Tony that directs traffic at Valley View & Antrim knows how to direct bike
traffic. Director Houle will check. She asked if the bike sign on Tracy south of Benton was properly located and Director
Houle said it looks like it was but he would clarify with WSB. She also asked about the no parking resolution on Antrim
Rd and Director Houle said City Council did not take action because the attorney said a resolution was not needed.
Director Houle will check to see if Tracy was added to the bike resolution. Additionally, she said Pizzeria Lola is opening
at Sunnyside & France and parking issues were identified in this area that has not been resolved. She said they need to
be proactive about the parking issues.

STAFF COMMENTS
France Ave Intersection - Director Houle said the project memo has been submitted to Mn/DOT and the team is working
Wfinal design and drafting of the easements. He said member Janovy had some questions that will be answered when
ey get closer to completing the final design.
Bike Blvd — the traffic circles at Beard and Drew Aves are completed and some residents do not like them; striping next
week on 54th and then Wooddale; the path from Valley View to pedestrian bridge was made wider.
Bike Lane — Antrim was striped; Director Houle asked BETF to identify the next corridors.
Tracy Ave — curb and gutter work being done and the project should be done within the next two to three weeks; they
are using hydroseed instead sod because it works better than sod (same used on W. 44th and it worked very well).

Review and comment on the proposed restriping plan for Xerxes Avenue from 60th Street West to
Trunk Highway 62.
Information / Background:
This project was initiated by City staff, see excerpt from the July 11, 2012 Traffic Safety Committee
Report:
D. 9. Call from a resident concerning a parking lane on Xerxes Avenue north of TH 62. Resident
was concerned that traffic travelling south would use the parking lane as a travel lane,
causing safety issues with pedestrians. Resident was referred to Hennepin County.
Xerxes Avenue is a Hennepin County Roadway (CSAH 31) and is the border between City of Edina and
City of Minneapolis. Hennepin County has proposed the attached striping plan for this section of
roadway.
Edina and Hennepin County staff held an informational meeting on Monday, October 15, and invited
adjacent Edina residents to attend, see attached sign -in sheet. Residents that attended the meeting
agreed with the proposed striping plan. Hennepin County can restripe the roadway this fall if they are
notified by October 26 that the City supports the proposed plan. A layout approval from the City is not
required with this additional striping. The City of Minneapolis also agrees with the proposed restriping
layout.
The Edina Comprehensive Plan classifies this roadway as a collector roadway and also as a secondary
bike route. The Hennepin County Bicycle System Plan indicates CSAH 31 as a Bikeway. The Hennepin
County Functional Class (Map D) indicates CSAH 31 as a major collector.
Hennepin County does not have any future improvements planned for this section of roadway. The
Minnesota Department of Transportation does plan to re -deck the bridge over TH62 in 2014. Staff
anticipates a public discussion on the layout of travel lanes including pedestrian and bike ways prior to
the bridge re -decking.

RE: PROPOSED Policy for Pedestrian & Cyclist Safety Fund
At the August 6 Council meeting, the Council approved the first reading of the two enabling ordinances
to establish franchise fees for Edina customers of Xcel Energy and CenterPoint Energy. The Council is
scheduled to give a second reading to the same two ordinances at their October 16 meeting. If the
Council votes affirmatives to pass both ordinances, they will be adopted.
Following adoption, the City will notify both utilities of the new ordinances and direct them to
implement the new franchise fees. The proposed franchise fee will add $1.45/month for both Xcel and
CenterPoint residential customers for a total of $2.90/month. The franchise fee structure in the new
ordinances will create approximately $1.1 million each year in new revenue for the purpose of
increasing the convenience, safety and options of the City's pedestrians and cyclists. Our discussions
with both utilities have led us to understand that they will start charging the fee during the first quarter
of 2013 and distribute the first quarter fee revenue to the City sometime during the second quarter.
Because of the delay in implementation on the front end and the fact that we will receive the 2013
fourth quarter fee payment in 2014 (payments will run one quarter behind collections), I expect annual
revenue in the initial year of the new franchise fees to be approximately $825,000.
During their August 6 discussion, the Council asked for a proposed policy to be created that would
establish parameters and expectations for the expenditure of these new revenues. Attached you will
find my attempt to create such a policy. The attached has been reviewed by finance, public works,
engineering and administration management staff. I have incorporated their input into the attached
draft. I am interested in your input, comments and feedback as well before advancing I prepare the
draft final policy for Council review at their November 20 meeting.
I have designed the attached draft policy with these five guiding principles in mind:
1. To tightly connect the new revenue to a specific new purpose: Increase the options, convenience and
safety of the City's Non -Motorized Transportation Facilities (NMTF) network for the City's pedestrians,
cyclists and drivers. I want to connection between the new funds and the new purpose to be as tight as
possible. However, while I am trying to write a thorough policy, I am trying to refrain from creating a
MnDOT-like system of legalisms and internal rules that cause us to struggle to accomplish our purpose.
am searching for balance in the "tight -loose" paradigm. You will see this objective reflected in the
generalized language used to describe the improvements that are eligible for payment from this fund.
2. To be biased toward construction. When imposing a new tax or fee that is dedicated to a defined
purpose, it is important the public be able to see related action or change that they perceive as being
• caused by their financial contributions/sacrifices. They need to see positive tangible changes that they

• connect to the franchise fees. We need to be able to point to positive tangible improvements in the
community as well to show that we can be trustworthy stewards of public funds. You will see this
objective reflected in the tight definition of the purpose of the funds. You will also see it reflected in the
proposed ineligible expenses, such as consulting studies, non-standard street markings, benches, public
art and trash receptacles.
3. To have conservative fiscal management. I am proposing this fund be segregated as a special
revenue fund, which means the franchise fees will be managed away from the City's General Fund. This
will make the fund more transparent for ETC, Council and the public. It will make it easier for the City to
be accountable for the manner in which the funds are spent as well. I am proposing that we create an
annual work plan that spends no more than 95% of the franchise revenue we forecast receiving during
the budget year. And, finally, that we operate the fund and the work plan on a "pay-as-you-go" basis.
You will also see this objective reflected by the proposed bar on using the funds for debt service
payments.
4. To provide support to both maintenance of existing infrastructure and creation of new infrastructure.
The proposed policy has been written to provide support for both maintaining our existing NMTF
infrastructure as well as creation/construction of new NMTF infrastructure. I have not mandated that
this support be equal. I would like the staff, ETC and Council to have the flexibility to make the decision
of how to preference maintenance of old and creation of new on an annual basis.
5. To provide support and flexibility for staffing functions. Creating and implementing a plan to increase
the options, convenience and safety of the City's Non -Motorized Transportation Facilities (NMTF)
network for the City's pedestrians, cyclists and drivers is a staff -led and volunteer -supported activity.
Is But working directly with property owners, designing public infrastructure improvements, striping new
bike lanes, building new pedestrian crosswalks and installing new street lights are all staff functions. The
policy has been composed to provide me with the flexibility to decide the best manner to carry out
these staff functions. In some cases, it may be through City employees. In other cases, it may be
through outsourced vendors/consultants. The only specific staffing decision that is built into the policy
is the creation of a staff position that will coordinate this new function within our organization.
I appreciate your willingness to discuss the draft policy at your October meeting. I am looking for your
"review and comment" on the proposal. I will consider incorporating your comments into the final draft
that I will proposed to City Council on November 20. Even if I do not incorporate your comments into
my draft, I will share all ETC comments with the City Council for their consideration at the November 20
meeting.

RE: Proposed Policy for Pedestrian and Cyclist Safety Fund
PROPOSAL: The Pedestrian and Cyclist Safety Fund (PACS Fund) is a special revenue fund
created to account for the new utility franchise fee revenues. The franchise fee revenues
will be considered as a dedicated revenue to the PACS Fund. Other potential revenues for
the PACS Fund may include grants, gifts, special assessments and transfers from other City
funds.
The purpose of the PACS Fund is to provide funding for the creation, maintenance and
improvement of non -motorized transportation facilities for the primary benefit of
pedestrians and cyclists in Edina. Non -motorized transportation facilities (NMTF) shall be
defined as sidewalks, trails and other bicyclist -related facilities. Eligible expenses for the
• PACS Fund will include the following:
1. Construction costs (both outsourced and direct) of new NMTF
2. Maintenance costs (both outsourced and direct) of existing NMTF
3. Legal and consulting services necessary for the construction and maintenance of
NMTF
4. Street lighting and traffic signals necessary to meet safety standards for new and
existing NMTF
5. Street markings and signage consistent with MnUTCD standards for NMTF
6. Purchase of real property for right-of-way for new NMTF
7. Staffing and operational costs (compensation, overhead related employee costs) for
an additional new 1.0 City employee that is 100% dedicated to the task of
maintaining, improving and expanding the City's NMTF network.
Examples of ineligible expenses for the PACS Fund include the following:
1. Debt service
2. Consulting studies not related to the construction and maintenance of NMTF
3. Capital expenses not related to the construction and maintenance of NMTF
4. Non-standard signage and street markings
5. Snow removal

The proposed new City staff position would be responsible for creating a budget and work
plan each year to accomplish the following goal: Increase the options, convenience and
safety of the City's NMTF network for the City's pedestrians, cyclists and drivers. The
new PACS staff position would also serve as the staff liaison to the Edina Transportation
Commission.
The revenue for the PACS Fund will be determined by the Finance Director each year based
upon a consultation with representatives from both utilities. The Finance Director will
provide a revenue forecast to the new PACS staff member.
The new PACS staff member will seek create a draft Work Plan based on the expenditure of
no more than 95% of the forecasted PACS revenue each year. The Work Plan will be
prepared based on input from City staff, BETF, ETC, City Council and residents. The Work
Plan will be presented to the ETC for review and comment before it is presented to the City
Council for approval. Once approved by the City Council, the new PACS staff member, in
consultation with his/her supervisor, will be charged with the primary responsibility to
implement the Work Plan.

At the September 20 ETC meeting you received feasibility studies for the 2013 Neighborhood
Reconstruction Projects, which included:
Mendolssohn Neighborhood
Normandale Neighborhood
Braemar Hills, St. Patricks Lane, and Gleason Circle Neighborhood
Lake Edina Neighborhood
Please bring the above feasibility studies to the meeting. Comments received at the time of this
writing along with staff answers are attached to this report. Staff and consultant for these projects
will provide a short presentation on each project, prior to discussion on each project.
The public hearings for these projects will be scheduled for a special City Council meeting to be held
on December 11.

Comments relating to feasibility studies in general
New section on applying draft Living Streets framework and sustainability project evaluation is a
good addition. Staff will be refining these analyses for future feasibility studies. We have started
the discussion with the EEC.
Focus of ETC is on transportation. As such, I'm not sure we have, or have the time, to develop a
focus on water/sewer, water quality, and sustainability issues. These aspects of feasibility studies
could be referred to the EEC for review and comment. The EEC was made aware of the
neighborhood projects and the sustainability review that we have initiated for these projects. I am
not sure if the actual reports have been routed to the EEC for comments. Staff has routed the
feasibility studies to Police Chief, Fire Chief, BETF, Director of Parks and Recreation, Director
of Public Works, and Edina Schools for comments and has not received any comments as of this
writing. Let me know if there are other entities that we should be routing these studies to.
Street lighting should have a separate section and evaluation criteria better developed. Street
lighting may be adequate to "delineate intersections" but is that the only reason for street
lighting? With the future Living Street Policy and PACS funding this section will be refined for
future studies.
1035.03, Subd. 3 makes it a nuisance to discharge sump pump water onto streets. Some residents
in project areas have sump pumps that discharge into the street. Survey asks if they are "willing"
to connect to the storm sewer. Is it really optional? In other words, are residents allowed to
continue a nuisance? How are the costs for making the storm sewer connections to sump pumps
allocated? Once a storm sewer system is available for sump pump discharge, the homeowner is
made aware of it and what their responsibility is to connect to the sump pump. If a homeowner
does not want to connect they then need to reroute their discharge so that is does not directly
discharge onto the right-of-way. Since the sump pump drain is considered private property we
do not make this connection for the property owner — the property owner needs to pull a permit
so that they connect correctly per building code.

• It would help to have a section on landscaping, trees, retaining walls, boulders, decorative
pavement, pet containment systems, irrigation systems, etc. in the ROW and the policy related to
removing and replacing these explained. Some things are not allowed in the ROW. If they need
to be moved/removed or repaired/replaced as a result of the project, who pays? Is the cost
allocated to the individual homeowner or to the entire project area? If pet containment or
irrigation systems need to be moved/replaced/repaired is the cost allocated to individual
homeowner or to the entire project? We are updating the construction brochure that covers these
items. The cost of irrigation and pet containment system repairs are currently included in the
special assessment costs - spread throughout the project. I agree that a section in the policy and
or updated City code would be good.
Along with speed/volume and crash data, the following info would be helpful for evaluating the
transportation/traffic issues in the project area:
• Clearer sidewalk map from comp plan and location of existing and/or proposed
sidewalks, paths and trails The, maps that are in Appendix G are from the Comprehensive
Plan – although a great idea, we do not have these on larger maps.
• Clearer bike facility map from comp plan and location of existing and/or proposed bike
facilities We will have an updated bike facility map on the dais for the meeting.
• All traffic safety questions/complaints/requests from past # years from project area We
will pull these together and email them prior to the meeting.
• % of vehicles traveling over 25 mph We will pull these together and email them prior to
the meeting.
• . Location and type of traffic controls We will pull these together and email them prior to
the meeting.
• Location and type of street lighting We will pull these together and email them prior to
the meeting.
• Parking—location of parking restrictions if any We will pull these together and email
them prior to the meeting.
Consider deleting the following statement. It can be included in the staff report. This will be
considered.
The proposed improvements acknowledge many of the comments and concerns raised by
residents throughout the information gathering process while still maintaining the desired
minimum standards of the engineering and public works staff.
Residents were told at the August 8, 2012 meeting that sidewalks were unlikely. Instead,
residents should be advised about the process, which includes ETC review and recommendation.
Last year, residents were told sidewalks were not likely and ETC recommended sidewalks for
two projects. The Council approved a sidewalk in one of these projects. Residents were not
happy that a sidewalk had been approved when they had been told earlier there would be no
sidewalk. Fully informing residents about the review and decision-making process can help
avoid this in the future. ETC review and comment should be added to the project schedule and
discussed at the open houses. I agree that we should inform every one of the review process.

• Last year we did inform the residents of this additional review. I'm not sure why our
communications staff took this out of the schedule.
It would be helpful to have Finance review the REUs for adherence to policy and accuracy. This
is a function of the Engineering department. Normandale Neighborhood feasibility study
indicates 7 City of Edina REUs, but there are only 5 City of Edina REUs on the preliminary
assessment role. There should be a total of 7 REU's per Drawing 4, the preliminary assessment
roll will be corrected to reflect this.
Basis for calculating St. Patrick's REUs is not explained. Policy says .8 REUs per 1000 sq. ft. of
gross floor area. We will expand this section to include an explanation.
Braemar Hills is divided into three assessment areas. What is the policy (or what are the criteria)
for dividing a project area into more than one assessment area? These are actually three separate
projects that are pulled together in one feasibility study. Any one of the three can stand alone if
the City Council chooses to not go forward with the project. It is difficult to have one special
assessment cost given the noncontiguous neighborhoods and different lot sizes.
The "Communications Tools" slide in the "Informational Meeting" presentation says: "Become a
neighborhood captain to help facilitate project communication." If someone volunteers, what is
the process? What are the responsibilities? We need to develop these specific duties /
responsibilities with our communications staff. I will see if we can have a draft of that prior to
the meeting.
• It would help if feasibility studies came clipped and 3 -hole punched so they can easily be put in a
3 -ring binder. Stapled pages easily tear off. Good input, we will look into this for next year's
projects. I'm hoping that this information will be distributed electronically in the future.
Attachments common to all feasibility studies can be provided only once. The studies have been
prepared so that a property owner from a project would have all attachments if they are given or
download the feasibility study for their neighborhood.

Request was denied.
-Lake Edina: Two requests in the same area on Normandale Road between Aspasia
Lane and Trillium Lane. Both requests were for speed enforcement in the area in 2009
and 2012. 2009 had no response from requestor. 2012 request was sent to EPD for
enforcement after a traffic count was done.

This document explains the calculation to determine the equivalent number of REU's for Church of St.
Patrick. The equivalent number of REU's will be used for assessment purposes during the upcoming St.
Patrick's Neighborhood Roadway Reconstruction Project, Improvement No. BA -396. REU calculations
were completed used two techniques; average daily traffic volumes and finished building square
footage. The two methods were averaged to determine an REU valve for the church of 4.8 REU's,
4.1 REU's (Method 1) + 5.4 REU's (Method 2) = 9.5 / 2 = 4.8 REU's

The Average Daily Traffic (ADT) was measured along St. Patrick's Lane at two separate locations over a
1 -week period. Location #1 was at the exit of the Church of St. Patrick east parking lot and location #2
was at a location south of the Church of St. Patrick east parking lot exit. These two locations were
selected to measure the ADT using St. Patrick's Lane to access the Church of St. Patrick parking lot.

State and other local governments assess churches at 0.8 REU per 1000 square feet of finished area per
roadway access point. The square foot area is based on appraisal information. The commercial appraiser
for the City of Edina provided the square footage areas for the church, parish center, and parish house.

TRAFFIC SAFETY COMMITTEE REPORT
Wednesday, October 3, 2012
The Committee review of traffic safety matters occurred on October 3, 2012. The Director of
Engineering, Director of Community Development, Police Traffic Supervisor, and Traffic Safety
Coordinator were in attendance.
The Committee did not receive any traffic safety matters for review; therefore, only Section D
is included in this report.
SECTION D•
Other traffic safety issues handled.
Request for speeds to be looked at on Valley View Road west of Gleason Road.
Requestor states that speed are too high in the area. A traffic counter was
placed in the area. A detailed speed report was sent to EPD for enforcement.
2. Request for a handicap sign on Shannon Drive. Request was forwarded to Public
Works for installation.
• 3. Request for the intersection of France Avenue and Minnesota Drive to be
looked at. Requestor states that traffic is blocking the intersection and causing
traffic delays. This request has been forwarded to Hennepin County for retiming
of traffic signals.
4. Call from a resident concerning residential construction on Mirror Lakes Drive.
Resident did not state concern. Resident was forwarded to Community
Development -Planning for more information.
5. Call from a resident requesting a marking near the intersection for 50`h Street
West and Wooddale Avenue. Requestor would like the bus bay to be marked
better to inform drivers that it is not a turn lane. Request was forwarded to
Public Works for installation of delineator directing traffic.
6. Four calls from residents requesting action concerning vehicles parked on
Xerxes Avenue north of TH 62 and safety of roadway. Calls were forwarded to
Hennepin County.
7. Call from a resident concerning the intersection of American Boulevard and
France Avenue. Resident did not state concern but was referred to the City of
Bloomington.

Resident was advised of the City's bike plan that includes Antrim Road,

Dear Edina City Council, and Transportation Commission,
My name is Jessica Schaeppi, and I am a resident of the Country Club neighborhood. My husband and I moved
to Edina 2.5 years ago to live in a community that was walkable and bikeable. I am writing to express my
support for the numerous bike and pedestrian improvements that Edina has moved forward in the last year. I am
particularly excited by the Edina City Council's support of a fund to support bike and pedestrian improvements.
The minimal monthly fee are well worth the impact of the fund. These improvements are critical to making our
community successful in the future.
I know it is a challenge to allocate valuable resources to bicycle and pedestrian improvements, as they often fall
to the bottom of many cities priorities. But Edina's commitment to a walkable and bikeable community is why
we believe our family will want to stay in Edina for the majority of our lives. I am excited to teach my son, Asa,
to ride his bike, and walk to meet his friends. I lived in NYC for 7 years, and we lived in downtown
Minneapolis for a year. In downtown Minneapolis, walking and biking should have seemed easy- but it didn't -
groceries and stores were far, bike parking was limited. I missed walking and biking like I did in NYC.
One of the chief reasons we bought a home in Edina, and Country Club was how walkable and bike friendly the
community seemed. I am incredibly happy that this has improved in our time'in Edina. While our community
.is walkable- there is maintenance to do on some of our sidewalks. I walk my son to daycare most days, and the
sidewalks along 50th and our neighborhood are starting to crumble. A fund like the Council is planning is
critical to maintaining and improving the walkability of my community. I also believe the sidewalks in our
neighborhood are a key part of maintaining our property values.
I am thankful that Edina has done more in the last year to build a community that is truly walkable and bikeable.
I can easily get groceries on foot, or safely teach my son to bike to school one day. I know we will use
improved sidewalks, and enjoy the safety afforded by the bike lane on Wooddale. Please continue this important
work, as it makes Edina the healthy, pedestrian and bike friendly community I want to raise my kids in.

My name is LaVone Leih and I live on Lincoln Drive in Edina, MN. My family and I moved to Edina from
Hopins in June 2011, so we have lived there just over a year.
I know that cities are under pressure to provide better living and recreational spaces, but don't always have the
funding necessary meet these needs. I also know that it can be hard to ask residents to help pay for the changes
they would like to see within their communities, or to locate other resources that are willing to fund those
. changes. Having said all this, Edina residents are progressive and the Improvement Fund offers a way for us to
pitch in on the cost, while ensuring that it is not a large financial burden on any of our residents. I would like to
thank the City of Edina and the Transportation Commission for recognizing and addressing the saftey and
health concerns of our communities, and creating the Pedestrain and Bicycle Improvement Funs in response.
In my neighborhood, there are no sidewalks. This means that anyone walking must do so in the street. This
creates a safety concern that extends to all types of residents: the elderly, children going to or coming from
their bus stops, people out walking with small children or pets, etc. There are also no bicycle lanes, and while I
know members of my community that have bikes, I rarely see anyone riding them in the neighborhood.
I would like to see sidewalks and bicycle lanes on both sides of Lincoln Drive and Lincoln Circle, as well as
along the frontage road on the east side of Highway 169 and on the streets leading to the parks located in the
area. I don't feel that a few dollars a month are too high a price to pay for the safety and health of my family
and my neighbors.

My name is Doug Grennan. Our Family consists of 6 members. Kids ages: Twins at 6 yrs, daughter 4 and
infant 6 months old. We live at 6101 Halifax ave. We moved here 2 years ago because my wife and I
wanted our children to be raised in the best community and education system in the Twin Cities.
After moving here we were thrilled to learn of the quality of people and age of families that live in our
neighborhood. However we were surprised to find throughout the city the sheer lake of pedestrian/bike
friendly route access offered here. Its counter intuitive to us that such a family friendly and generally
healthy/safety conscience community would lack such access infrastructure to support such quality of
life priorities.
Of course, we recognize that pedestrian/ bike infrastructure is not free. We also recognize that
successful implementation of these routes would require many individual concessions by homeowners
around the community for the greater good of the community. My wife and I are here to do our part in
both financial support and access support. We do not have a sidewalk on our street. We would.welcome
one. As a family, we often ride bikes in our neighborhood and walk to our local Pamela Park. It would be
our hope our children could one day walk safely to their school at Normandale. It would also be our
hope that we could ride our bikes on safe trails/routes in Edina that connect directly to the CLR/other
systems for be able to ride recreationally on the multitude of bike routes the Twin Cities has to offer or,
• for myself, ride to work Downtown.
The Pedestrian and Bicycle Improvement Fund is a fantastic start to spur on the improvements needed
in our community. The amount asked for on a monthly basis is very minimal even in these economic
challenging times by virtually everyone in the community. The idea of spreading out the collections to
the whole community as well as spreading the cost overtime makes the fund that much more
embraceable. The risk of course is the creation of a fund that could get dumped into general
expenditure needs for the city at a later. time. Hopefully there is a substantial lock box around the
purpose of these funds.
My Family and I support strongly the creation of this fund and thank the Commission and the Council for
their commitment to create a more pedestrian/bike friendly community making it safer, healthier,
enjoyable and accessible to all in our family friendly community of Edina.

I am a long-time Edina resident. I grew up in Edina, graduated from Edina High School in 1974, and
moved back to Edina 20 years ago. I live in the 58`h and France neighborhood.
I am writing to commend you on your forward -thinking, progressive support of the Pedestrian and
Bicycle Improvement Fund. This is exactly the kind of program that makes a substantial difference in my
life and the life of my family. By creating this fund, you put in place improvements that will help make
the streets safer for all of us.
Why is this so -important to me? Both my son and I are regular bicycle commuters. He is a sophomore
at Edina High School and commutes by bicycle to school, as do several of his friends. Safe routes to
school could not be more important in helping us create the next generation of active, fit adults! By
creating this fund, you are creating a mechanism to enable continued development of safe bicycling
infrastructure for our younger riders and commuters.
As for me, I commute an average of three times each week, year-round. For a woman in her "late 50's,"
the health effects of regular riding are dramatic: Lower cholesterol and healthy weight management
resulting in less use of our medical resources. Quality of life is enhanced dramatically as well. Not only
is riding a bicycle is just plain FUN, but our collective ability to walk and bike helps to create a sense of
community. Notice neighbors talking with each other on the street, rather than offering a wave while
driving by! Safe riding routes in and through Edina and neighboring communities (I ride to south
Bloomington) are critical to Edina's success as an attractive and livable community!

Dear Mayor Hovland, City Council Members and others it may concern,
I'm writing to express my concern about the recent addition of the advisory bike lanes on Wooddale Avenue. I
can understand how a city -approved construction funded by Bike Walk Twin Cities is an enticing idea to bike
enthusiasts, but to local residents such as myself, the new bike lanes pose a threat to the safety and to the peace -
of -mind of drivers and bikers alike.
I was extremely nervous the first time I drove on the newly painted pavement, and was convinced there would
be further construction, or at the very least there would be an addition of the standard yellow dashed markings
down the middle of the road. After driving Wooddale Ave with two other people (both just as confused and
nervous as I was- one almost ran a stop sign while trying to figure out what was going on), and after reading the
"Bike Lanes" article in the Edina Sun Current, I began to understand how to maneuver down Wooddale.
However, I am no more comforted by this realization than when I thought I was driving in a construction zone.
My attitude toward the recent addition of bike lanes is partly due to the fact that I don't think there was adequate
communication and education regarding this unexpected change, and partly due to my belief that it is not safe
nor sensible to cram two bike lanes, two car lanes, and a parking lane on a street that doesn't seem to have
reasonable space for all of them. I don't think swerving over imaginary yellow double lines to accommodate
bikers is a sound approach to including thein in the next generation of transit goers.
After speaking with friends and family, we agree that we do not feel comfortable driving on Wooddale Ave. I
am personally worried that I may get in an accident with a bike or other vehicle while trying to drive along this
road. The no fault law doesn't placate my worry, since serious injury to myself or others is a realistic concern. I
fear how others, who are unfamiliar with the area, will react in a dangerous, spontaneous situation. My
resolution is to return the street to motor vehicles, and to expand sidewalks to accommodate both pedestrians
and cyclists. Or at the very least, to ensure separate spaces for motor vehicles and bicyclists.
I sincerely appreciate any advice or other response you may have to my grievance.

Besides not liking the idea, I have a few things to discuss. First: I would like to know what the intersection of 70th St and
HW100 is going to look like. Approaching from west on 70th at the first stop light it is already a difficult turn and playing
around with an addition lane is going to be a nightmare. Second, in reading the article in the Sun the police
mentioned about starting to enforce the new lane structure. As these lanes are a two year experiment perhaps the police
could just give out non -fee citations and track the occurances. If you think people are upset now, wait until you start
handing out tickets for lane infractions on roads where there is miniscule bike traffic. If an accident is involved then
proceed as usual. Third: what criteria / data will be collected to determine if the lanes stay or not? For that matter what
is the base line for comparison? Fourth: putting paint on a road does not make it change peoples driving habits. People
know how to drive on roads ; roads that are susposed to be straight and in some instances MIDDLE lines are
required. These lines are to assist drivers in high traffic roads (the side roads in Edina are.driven daily with minimum
issue). By now having roads with painted lines which no longer show the middle one must ask are we really helping our
driveres or just making life (driving ) more difficult. Another point: these roads are used by non-residents. How are we
going to TRAIN them.

Having just returned from a bike and barge tour in southern France, I read with interest the controversy that has arisen
over the new bike lanes on Wooddale Avenue. Having ridden for one week along the margins of busy roads in a foreign
country and through the heart of traffic clogged French towns and cities, I decided today to do a couple errands on my
bike. I biked to the post office and then to the library. Knowing that drivers might be looking for bikers, Wooddale Avenue
was the easiest part. I only wish that 50th Street offered the same ... it's quite a puzzle to decide how to bike safely to the
heart of our town.
encourage you not to despair so quickly. I think drivers will soon become accustomed to the bike lanes and how to drive
the street. They will soon be happy to have one less car in their way.

My name is Kate Downing Khaled and I live at 6713 Southdale Road. I, along with my husband and our two
young sons, recently moved back to Edina in August 2012 (my husband grew up in Edina, and we are very glad
to have come back'home'). Our neighborhood is ideal: we are close to shopping, groceries, parks, highways and
one of the best school systems in the state. For all these reasons, we couldn't be happier. But one part of Edina
life concerns me: this is not a walkable or bikeable city. Each day, I see our very elderly neighbor head out for
his walk. Each time I see him walking in the middle of the street (there are no sidewalks here) I cringe. I worry
about the numerous young families who live in our neighborhood who have no dedicated space to walk their
dogs or push their strollers. I wish I could feel confident allowing my children to bike to the park or to Cornelia
elementary.
Our streets need to be safer and healthier. As they stand now, they are one of the only major hindrances to
Edina community life. Luckily you have an innovative and easy choice in front of you. Please support the
pedestrian and bicycle improvement fund. It's a low -impact and forward thinking solution to what our
community desperately needs for it's future health and vitality.
I am grateful to the Commission and the Council for considering this letter, and I thank you for your continued

I write tonight to strongly object to the new bike lanes on Wooddale and Valley View Road. I live at
6332 Millers Lane, just south of the Valley View and Wooddale intersection. When will the City of
Edina stand up to the bicycle community? I am an Assistant Hennepin County Attorney, and part of
my job is representation of the County Public Works Department in the acquisition of property for road
projects, so I have some understanding of road design and function. These roads, in their current
width, were not designed for bike lanes and cars, they were designed for cars, period. Trying to
•wedge these bike lanes onto this right of way is dangerous to both the bicycles and motor vehicles. I
grew up in the house I am living in. When we were kids, we biked all over Edina and beyond. We
would routinely bike to Braemar and to the City lakes. We did not need any bike lanes. We avoided
Wooddale like the plague, we took side streets!! What a concept. Simply put, these bike lanes
represent the catering to a small group and are only useable part of the'year. Finally, let melshare a
story of bike community influence. The new Lowry Avenue bridge was designed with a separate bike
and pedestrian lane on each side of the bridge, separated from the vehicle lanes by physical
barriers. This was not enough for the bikers. ' After the design had been approved and was too far
along to change, they insisted on, and got, bike lanes added to the main vehicle traffic lanes on the
bridge which required modifications to how the bridge was constructed. This is absurd! The bike
lanes on Wooddale and Valley View are equally absurd. I urge you and the council to reverse this
horrible decision.

I want to let you know that I appreciate the work that the City has done on this project and your willingness to be a little
out there on the cutting edge. I live at 3529 West 54th Street and drive and bike on the roadways affected. I must say
that, as a driver, it took me a little while to understand how the advisory lanes work. However, now that I've gotten to
know them, I'm starting to understand and appreciate them.
As you know, the lanes let drivers know that cyclists also are users of the road and may be present and, therefore, that
•they should proceed cautiously. The solid lines make clear that certain portions of the road are intended for parking -
this is a good thing too. I also think that the striping makes the road feel narrower and, therefore, less like the freeway
feel that one gets on relatively wide roads. My hope is that it changes actual behavior. The new roundabouts in the
blocks adjacent to my house have the same effect.
I'm all in favor of street treatments that slow down traffic on residential streets - especially the one my family lives on
where the street is fairly wide.
One concern I have is that, when cars are parked close to the roundabouts, it can be challenging for cars passing
through. I'm not sure if anything can be done about that. But I think it would be something for the engineers to give
some thought.

I am writing today with regard to the recently painted bike lanes on Wooddale Ave.
As I recall from the discussion leading to the vote to approve the bike lanes, both the City Council and the
Transportation Commission said it was incumbent upon those two groups to educate the public on how to use the new
roadways. And yet, at the October 2nd City Council meeting you were still discussing how to educate the public - after
the lanes were painted! In my opinion, this "education" should have come before, or simultaneous to, the road being
painted - not after.
Which group has failed it's residents here: City Council or the Transportation Commission?
Also, today is walk/ride to school day for Concord Elementary School and a popular route to school is Wooddale Ave. I
have children at Concord so I was on Wooddale Ave. six different times between 54th Street and 59th Street
from 7:30am to 9:30am today. Along that route I did not see a single sign directing traffic patterns nor did I see a single
Council member or a single Transportation Commission member educating the public. However, the street sweeper was
sweeping up and down Wooddale which added to the danger and confusion of the roadway. Could the City have
coordianted with Concord to avoid sweeping Wooddale during school commuting hours on walk/ride to school day?
I was dissappointed when the bike lanes were approved, but even more dissappointed at how they have been rolled -
out.

I am writing today with regard to the City ordinance that prohibits riding a bicycle on the sidewalk. It is my
understanding that City Council is considering an amendment to the City Code that would allow biking on sidewalks and
I support such an amendment.
I encourage any Council member who would oppose such an amendment to go to Concord Elementary School at
3:05pm today as it is walk/ride to school day and hundreds of kids have ridden their bikes to school. if you oppose such
an amendment, please tell the kids (and adults) riding on the sidewalks that they are in violation of City Code and that
they need to be riding on the streets. Please also tell them why you are opposed to them riding their bicycles on the
sidewalks.

MMessage: I would like to go on record to state how ridiculous the new bike lanes are. I drive on 70th multiple
times each day - I will never bike this. I usually have 2 - 3 hockey bags in my hatch. The lanes are now very
narrow and the paint is not as distinct as the textured pavement. Why must you do this? I have been driving this
route for many years and there have not been bikers on this road. If bikers were present - there was ample room.
Edina has a spending problem and this is just the latest incident. Please reconsider these - especially the
Woodale area. I worry for my kids on bikes and the false security they may have if biking. I also worry about
my soon to be 16 year old driving on these streets. Please reconsider this idea. Thank you- Carla Deinema

As a lifelong Edina resident I have been extremely disappointed with the City Council's desire turn our streets
into bike paths. I appreciate your comments in the Sun Current when you stated, vehicle's are now in a
secondary position. Vehicles are now totally in a secondary position and why? To appease a Group with Federal
dollars? The residents of Wooddale Ave did not want this and now it is total disaster. I commend you for
recognizing that this is not working and implore you to make our road safe again. I don't think the City wants to

more comforted by this realization than when I thought I was driving in a construction zone.
My attitude toward the recent addition of bike lanes is partly due to the fact that I don't think
there was adequate communication and education regarding this unexpected change, and partly
due to my belief that it is not safe nor sensible to cram two bike lanes, two car lanes, and a
parking lane on a street that doesn't seem to have reasonable space for all of them. I don't think
swerving over imaginary yellow double lines to accommodate bikers is a sound approach to
including them in the next generation of transit goers.
After speaking with friends and family, we agree that we do not feel comfortable driving on
Wooddale Ave. I am personally worried that I may get in an accident with a bike or other vehicle
while trying to drive along this road. The no fault law doesn't placate my worry, since serious
injury to myself or others is a realistic concern. I fear how others, who are unfamiliar with the
area, will react in a dangerous, spontaneous situation. My resolution is to return the street to
motor vehicles, and to expand sidewalks to accommodate both pedestrians and cyclists. Or at the
very least, to ensure separate spaces for motor vehicles and bicyclists.
I sincerely appreciate any advice or other response you may have to my grievance.

Besides not liking the idea, I have a few things to discuss. First: I would like to know what the intersection of 70th St and

0 is going to look like. Approaching from west on 70th at the first stop light it is already a difficult turn and playing
round with an addition lane is going to be a nightmare. Second, in reading the article in the Sun the police
mentioned about starting to enforce the new lane structure. As these lanes are a two year experiment perhaps the police
could just give out non -fee citations and track the occurances. If you think people are upset now, wait until you start
handing out tickets for lane infractions on roads where there is miniscule bike traffic. If an accident is involved then
proceed as usual. Third: what criteria / data will be collected to determine if the lanes stay or not? For that matter what
is the base line for comparison? Fourth: putting paint on a road does not make it change peoples driving habits. People
know how to drive on roads ; roads that are susposed to be straight and in some instances MIDDLE lines are
required. These lines are to assist drivers in high traffic roads (the side roads in Edina are driven daily with minimum
issue). By now having roads with painted lines which no longer show the middle one must ask are we really helping our
driveres or just making life (driving ) more difficult. Another point: these roads are used by non-residents. How are we
going to TRAIN them.

I have lived on Halifax Avenue for 17 years and I love my neighborhood. It's true that walking
along 58th Street can be very dangerous, but I don't like the idea of paying an extra $3 a month
for sidewalks. I am retired, 77 years old, and barely making ends meet. Plus, I am still paying off
a huge assessment, plus interest, for improvements to Halifax Avenue several years ago. I am a
residential customer of both Centerpoint and XCel so I assume the fees will be tacked on to both
utility bills for a total of $3 per month. Isn't there a way to accomplish your goals without
making my utility bills increase?

I am watching the City Council meeting tonight and the continuing discussion of the bike lanes on Woodddale.
As a driver, I agree with the Mayor, Wooddale does not feel safe to me. When I drive down the street, I am
having to look left and right constantly, adjusting my position on the street depending on the presence or lack of
presence of bikes and other cars. Before, it was clear where the bikes were (on the east side of the street). Yes
they shared the parking lane, but it seemed like they coexisted well. I am uncomfortable enough that I plan to
find an alternate route south.
As a parent, I have told my son to ride on the sidewalk and ride down Kellogg/Concord Ave rather than riding
down Wooddale.
*As a bike rider, I will also not take Wooddale any more.
The bike paths are NOT being used. In the past week, I have driven Wooddale at least 10 times. In total I've
observed less than 10 bikes on the street, all riding in the PARKING LANE on the east side of the street
regardless of which direction they are traveling in. They were NOT using the marked bike lane. At the same
time cars are driving all over the place - in the middle, in the bike lanes, in the parking lanes.
eve are taught to stay within the lines from an early age. It is disconcerting, and unnatural to tell us drive over
the lines now. My boys will be learning how to drive this winter and I am not sure how to explain why
Wooddale is different from every other street they will encounter.They will not be driving pn Wooddale.
I appreciate the effort to test something new, but bikes and cars should be separated and allowing cars top
"cross the line" makes for a very dangerous situation. Consistency and simplicity should always win out and a
better solution found.

As homeowners on Wooddale Avenue who live across the street from the Edina Country Club, we were pleased to
see your recent comments about the failure of the Share the Road experiment on Wooddale. City Engineer Wayne
Houle says he drove on Wooddale one day and thought things were going well. We drive on Wooddale every day,
multiple times, and we can assure you that they're not.
Since the roads were repainted, we have seen nothing but confusion. People drive cars between the parking stripe
and the curb or drive down the middle of the road even when there are no bikers. To have disturbed the entire
neighborhood for such scant use of the bike lane is appalling. We pay a lot to live in Edina and it is not fair to have
the city implement an experiment in front of our home.
Maybe the idea for Share the Road is fine, but Wooddale Avenue was not an appropriate selection. We were at the
City Council meeting when this issue was discussed and made the point there that Wooddale is not wide enough
and has too much traffic from people outside the neighborhood. Everything we read from proponents says that
people need time to adjust. But these folks are not accounting for the constant traffic from people who do not live
here, who go to the Country Club and churches for weddings, special events and other activities. Wooddale is also a
thoroughfare for construction workers, landscapers and others working in the neighborhood temporarily. None of
these people will "learn" how to use the road.

To add to the argument, many of the bikers are not even using the lanes. Most young bikers continue to ride on the
sidewalks (I'm sure they and their parents are terrified of this new arrangement) or in the parking lane. And, as has
been mentioned numerous times in articles we have read, no one in the City is willing to enforce the laws the bikers
should follow, so they continue to cruise through stop signs and lights and cross streets wherever they desire. City
Council Member Josh Sprague was quoted as saying he talked to one biker, who likes the new arrangement. We're
sure that one biker does. He or she gets priority on the road and doesn't have to follow any rules. If two types of
vehicles are truly to share the road, they need to share the rules.
We believe the streets should be repainted to their prior condition; if the City needs to return money, it should. This
project was implemented without enough research on the ramifications of the design or enough input from its
residents. The City should admit the mistake and reverse the situation before something bad happens. It's just a
matter of time.

Hi Wayne,
I live at 54th Street and Halifax Lane and was excited when I heard about the bike lanes being installed on our
street.
Yesterday, I used the bike lanes from my house to Target in Edina on York Avenue.
The bike lanes are a welcome addition to the streets of Edina. While there has been some confusion for the
drivers (me included), it is at least giving the drivers visibility to those of us who ride bikes along the way. Any
time you can increase awareness that there are other people who have a right to use the streets, it is a good
thing.
Thank you for the work you have done, and I look forward to more such projects in Edina.

I am writing you after reading the string of emails exchanged between you and my neighbor,
Carrie Knowles. My name is Sara Elliott and I live with my husband and five children at 5616
Dalrymple Rd (corner of Dalrymple & Southview Lane). Three of our children attend SVMS
and two are at Concord. On any given day, my family alone crosses Southview Lane a minimum
of 20 times to get to and from school and extra curricular activities. As you are aware, the
demographics of our neighborhood are changing. Many young families have moved in and are
attending Concord Elementary, Normandale Elementary, SVMS and the ECC. Thus, now seems
to be the time to address how extremely difficult and unsafe it is to cross Southview Lane before
and after school.
I understand from a previous conversation with Dr. Russell (SVMS Principal), that the City has
considered installing flashing crosswalk lights. I am asking you to reconsider this option, not
only as a concerned parent, but as a civil engineer. Since cars are allowed to park on Southview
Lane, it is impossible for young children to be seen by drivers (around the parked cars) while
trying to cross Southview Lane going north. Also, since SVMS starts at 7:45 a.m. it is dark
much of the school year when the students are arriving. Drivers simply do not see the students
trying to cross at the crosswalks. Plus, the majority of drivers are not obeying the "15 mph speed
. limit when children are present" signage. In my professional opinion, flashing crosswalk lights
are the best option to ensure the safety of our children and residents trying to cross Southview
Lane.
I would be happy to meet with you before and/or after school to observe traffic and review the
issues I have discussed above. Thank you for your attention to this important matter!

Bike Edina Task Force: News & Meeting Outcomes
September 13, 2012
Purpose: The Bike Edina Task Force (BETF) meets to serve citizens and partner with City staff
and elected officials to promote bicycle improvements in Edina for education, encouragement,
infrastructure, enforcement, and ongoing assessment. We support implementation of the
approved City of Edina Comprehensive Bicycle Transportation Plan that serves all levels of
bicyclists, connects key destinations including safe routes to schools, and integrates with the
Twin Cities' regional bike network. Our vision is a progressive bicycle -friendly community
where citizens can integrate cycling into their daily lives.
Time & Location: BETF monthly on the 2nd Thursday of each month at 8 p.m. in the Mayor's

City council passed bike lane striping on Cahill, Valley View, Antrim and 70th as
discussed at last month's meeting. Work is currently underway. Council

• Verify and include locations of facilities --for example, where green shared lanes
will be used.
• Graphics and photos --as much as possible it would be good to replace
Minneapolis photos with Edina photos. We can use Minneapolis photos until we
we have our own. Could use some help sourcing graphics.
• Need help on the bike parking section --may require discussion with PD.
• Edit and proof.
5. Bike counts were done this past week. Thanks to all who helped. Results will be
presented at next month's meeting
6. Tour de Edina: Sunday October 14th in the Southdale / Rosland Park area. All BETF
members are encouraged to participate and volunteer. Marty will check in with Mary
Brindle about specific volunteer needs.
7. Peter met with the new Public Works director, Brian Olson. His department is
• responsible for striping the new bike lanes. Peter will include Brian in distribution of
BETF minutes.
8. BETF Status: Initial discussions with Edina Transportation Commission (ETC) revealed
some hesitation by ETC members about BETF becoming a subcommittee of that group.
The key issues about our current status appear to be liability and the city relationship. It
was suggested that the liability issues could possibly be addressed by holding events such
as the bike rodeo under the auspices of Edina Community Services or other organization.
Peter will check on that. The general consensus is that the current relationship with the
city works well for the most part and most members do not want to do anything that will
alter our current structure. For now we plan to stay as we are pending further
investigation of what other communities are doing.

I was out over the weekend, so am just getting to the packet today and have just a few comments to share as I will not
be in attendance at the Thursday evening meeting.
Item VI.B. Hennepin County Pedestrian/Bicycle Plan
My apologies to Ms. Rose Ryan for my not attending the meeting after setting up the meeting.
Item VI.C. Xerxes Avenue Restriping.
I am in agreement with the decision to make this change, thank you for sharing this with the ETC.
Item VI.D. Pedestrian & Cyclist Safety Fund Policy.
1) There is no escalation clause or opportunity for this fund to be increased over time. While I don't see the

immediate need for this, I would anticipate that over time there will be a need to keep up with inflation,
construction costs, employee costs. I am also not sure how this is handled in other areas of the City—so
there may also be some coverage for this already.
As the policy relates to the lighting (safety) aspect, where do the funds come from for operational
(electrical) expenses? Hopefully we will look at cost effective lighting (LED) fixtures, but with
hundreds/thousands of new lights across the City there would be some increased expenses. Again, not sure
how this is handled for the existing dusk -to -dawn lighting currently in existence on our roadways.
Considering a new staff person specifically designated to handle this PACS Fund seems to be a luxury. While
there is no doubt additional staff time required to initially set up a new decision matrix of needs/wants of
the citizens and staff, the ongoing 1.0 FTE seems a bit excessive to me for this one area of expanded
government. I don't know the actual answer to how much time should be allotted to this individual, but a
full time person seems to be too much, even considering being the new liaison to the ETC.

Wayne, please make mention and perhaps list on-screen the availability of the Draft Environmental Impact

Other: Advisory Bike Lanes on Woodale/Valley View. Communication has been better since lanes have been striped,
however I'd have felt better about getting the word out prior to this just happening and causing an uproar in the
community. I do want to keep the lanes intact and feel that the majority of drivers now understand the "advisory"
aspect of the lanes. However we do need to get permanent signage up as soon as feasible.

Meeting Minutes from September 18, 2012 ETC — Transportation Options Working
Group Meeting
In attendance: Sue Weigel, David Messenberg, Courtney L.B. Whited, John Dillery &

The entire meeting was dedicated to having both John Dillery, Senior Transit Planner at
Metro Transit and Jill Hentges, Community Outreach at Metro Transit, speak about the
Metro Transit transportation options in Edina.
1.
Hand outs that were provided: "Getting People Where They Need To Go,"
from the Counties Transit Improvement Board, Route Schedules for the 568,
6, 578, 587, 46, 515, 540, 542, 568, 111, 113, 114, 115, 579, 146. Also, 538
& 539, which used to be the BE Line. Transit Link informational brochure,
Transit System Map and a SouthWest Transit routes schedule.

John proceeded to give an overview of all of the Metro Transit routes that
touch Edina. See the Transit System Map for additional information.

John discussed why the BE Line was being absorbed into the regular Metro
Transit bus system. He stated that there used to be a special fund from the
•
local cities that were involved (Bloomington & Edina) that used to pay for the
BE Line but that is no longer. First Transit currently operates these routes.
The 30 foot buses will remain for these routes and they hold between 22 — 25
passengers. These are a niche route and the bus size needs to be a little
shorter to maneuver through the neighborhoods, i.e. 3400 Parklawn.

If a person or a group of people have suggestions on how to expand current
bus routes specifically, etc. they can contact John Dillery directly. It is
important that they inform him of how, when, number of riders, frequency and
where. John cautiously added that if a city, i.e. Edina, could afford to pay for
it, Metro Transit could expand and customize current routes that run in Edina.
These are called Flex Routes. An example of one runs in Eagan/Apple
Valley.

David Messenberg shared some personal transit concerns with the group:
Currently there is a Metro Transit route that runs from York Avenue South to
660' Street to Hwy. 494. It used to stop at the Continental at 7151 York
Avenue South and it does not now. He is suggesting Metro Transit/Met
Council change the criteria on where and when they serve.
6.
David Messenberg asked about the proposed transit options at the Southdale
Transit Center in conjunction with the Southdale remodeling project. John
Dillery stated that at the triangle parking lot along the road between the
current transit stop and the JC Penny parking lot is where they will have
separate bus shelters for the 6 bus line, the 538 & 539 lines and the lines for
downtown Minneapolis/TJ of M. This set-up will be functional in the new
year.
7. Jill Hentges shared that Thrive MSP (The Metropolitan Council has officially
kicked off their public engagement campaign for the 2040 regional plan — called
Thrive MSP 2040)will host a public comment session about any Metro Transit
related items on Thursday, September 27a' from 7 — 9pm at Valley View
Middle School auditorium at 6750 Valley View Road, Edina.
8. John and Jill were open to many questions and suggestions. They were very
coordination friendly. Courtney shared that this group was given the charge
to research transportation options that would fill in the current gaps in service.
John stated to ask and see what is possible because the Flex Route could be an
answer.

The bike paths are NOT being used. In the past week, I have driven Wooddale at least 10 times. In total I've
observed less than 10 bikes on the street, all riding in the PARKING LANE on the east side of the street
regardless of which direction they are traveling in. They were NOT using the marked bike lane. At the same 40
time cars are driving all over the place - in the middle, in the bike lanes, in the parking lanes.
We are taught to stay within the lines from an early age. It is disconcerting, and unnatural to tell us drive over
the lines now. My boys will be learning how to drive this winter and I am not sure how to explain why
Wooddale is different from every other street they will encounter.They will not be driving pn Wooddale.
I appreciate the effort to test something new, but bikes and cars should be separated and allowing cars top
"cross the line" makes for a very dangerous situation. Consistency and simplicity should always win out and a
better solution found.

Dear Mayor Hovland:
As homeowners on Wooddale Avenue who live across the street from the Edina Country Club, we were pleased to
see your recent comments about the failure of the Share the Road experiment on Wooddale. City Engineer Wayne
Houle says he drove on Wooddale one day and thought things were going well. We drive on Wooddale every day,
multiple times, and we can assure you that they're not.
Since the roads were repainted, we have seen nothing but confusion. People drive cars between the parking stripe
and the curb or drive down the middle of the road even when there are no bikers. To have disturbed the entire
neighborhood for such scant use of the bike lane is appalling. We pay a lot to live in Edina and it is not fair to have
the city implement an experiment in front of our home.
Maybe the idea for Share the Road is fine, but Wooddale Avenue was not an appropriate selection. We were at the
City Council meeting when this issue was discussed and made the point there that Wooddale is not wide enough
and has too much traffic from people outside the neighborhood. Everything we read from proponents says that
deople need time to adjust. But these folks are not accounting for the constant traffic from people who do not live
ere, who go to the Country Club and churches for weddings, special events and other activities. Wooddale is also a
thoroughfare for construction workers, landscapers and others working in the neighborhood temporarily. None of
these people will "learn" how to use the road.
To add to the argument, many of the bikers are not even using the lanes. Most young bikers continue to ride on the
sidewalks (I'm sure they and their parents are terrified of this new arrangement) or in the parking lane. And, as has
been mentioned numerous times in articles we have read, no one in the City is willing to enforce the laws the bikers
should follow, so they continue to cruise through stop signs and lights and cross streets wherever they desire. City
Council Member Josh Sprague was quoted as saying he talked to one biker, who likes the new arrangement. We're
sure that one biker does. He or she gets priority on the road and doesn't have to follow any rules. If two types of
vehicles are truly to share the road, they need to share the rules.
We believe the streets should be repainted to their prior condition; if the City needs to return money, it should. This
project was implemented without enough research on the ramifications of the design or enough input from its
residents. The City should admit the mistake and reverse the situation before something bad happens. It's just a
matter of time.

We are Morningside residents and just wanted to say that the new Bike lanes on Wooddale are very confusing,
seem dangerous to both vehicle and bike traffic, and really should have been limited to one bike lane on one
side of the street.
How much bike traffic will there be in the 4 months of Winter?

Wow. Whoever designed the bike lanes got it wrong. I guess we are to assume that drivers have zero common
sense and will run over bikers in their way.
There must be a better way. Please give drivers more credit and more right of way and rework the design.

I was nearly hit head-on by another motorist while driving down Wooddale this morning. How can anyone

Hi Wayne,
I live at 54th Street and Halifax Lane and was excited when I heard about the bike lanes being installed on our
street.
Yesterday, I used the bike lanes from my house to Target in Edina on York Avenue.
The bike lanes are a welcome addition to the streets of Edina. While there has been some confusion for the
drivers (me included), it is at least giving the drivers visibility to those of us who ride bikes along the way. Any
time you can increase awareness that there are other people who have a right to use the streets, it is a good
thing.
Thank you for the work you have done, and I look forward to more such projects in Edina.

I am writing you after reading the string of emails exchanged between you and my neighbor,
Carrie Knowles. My name is Sara Elliott and I live with my husband and five children at 5616
Dalrymple Rd (corner of Dalrymple & Southview Lane). Three of our children attend SVMS
and two are at Concord. On any given day, my family alone crosses Southview Lane a minimum
of 20 times to get to and from school and extra curricular activities. As you are aware, the
demographics of our neighborhood are changing. Many young families have moved in and are
attending Concord Elementary, Normandale Elementary, SVMS and the ECC. Thus, now seems
to be the time to address how extremely difficult and unsafe it is to cross Southview Lane before
and after school.
I understand from a previous conversation with Dr. Russell (SVMS Principal), that the City has
considered installing flashing crosswalk lights. I am asking you to reconsider this option, not
only as a concerned parent, but as a civil engineer. Since cars are allowed to park on Southview
Lane, it is impossible for young children to be seen by drivers (around the parked cars) while •
trying to cross Southview Lane going north. Also, since SVMS starts at 7:45 a.m. it is dark
much of the school year when the students are arriving. Drivers simply do not see the students
trying to cross at the crosswalks. Plus, the majority of drivers are not obeying the "15 mph speed
limit when children are present" signage. In my professional opinion, flashing crosswalk lights

are the best option to ensure the safety of our children and residents trying to cross Southview
Lane.
