V. ELECTION OF OFFICERS
The Bylaws of the Edina Housing & Redevelopment Authority (HRA) require an annual election
of officers to the positions of Chair, Vice-Chair and Secretary. The terms of the officer positions
are one year. Officer positions are appointed at the first meeting of the HRA each year. Motion
by Commissioner Stewart, seconded by Member Staunton to elect the following officers
of the HRA for 2017: Chair, James Hovland; Vice Chair, Mary Brindle and Secretary,
Robert Stewart.

Information / Background:
The By-Laws of the Edina Housing and Redevelopment Authority (HRA) recommend that the regular
meeting dates be identified at the beginning of each calendar year.
For 2017, the Edina HRA will typically convene twice each month for regular meetings. Each regular
meeting will commence at 7:00 PM or immediately after the conclusion of the preceding Edina City
Council meeting. All regular meetings will occur at Edina City Hall, 4801 West 50th Street, Edina, MN
55424. Regular meetings are typically held in the City Council Chambers on the first floor.
When necessary, Special Meetings of the Edina HRA may also be added. Dates, time and location of
any special meeting will be announced in advance in accordance with the Open Meeting provisions
of Minnesota Statutes.
The Edina HRA will typically convene in a Work Session on a monthly basis – typically preceding the
second regular meeting of each month. Work Sessions are held to have non-binding discussion to
help guide staff as they prepare proposals for future consideration. The work sessions will
commence at 5:30 PM or immediately after the conclusion of the preceding City Council work
session. All work sessions will be held at Edina City Hall, 4801 West 50th Street, Edina, MN 55424.
Work Sessions are typically held in the Community Room on the second floor.

INTRODUCTION:
T his year the Edina Sun Current has notified us of their proposed rates for legal publications. T hey have
proposed an increase in their rates for 2017. T he proposed rates are: 1 column width-$11.75 per inch for the first
insertion and $ 6.50 per inch for each subsequent insertion. T he columns are 9 lines per inch.
T he Edina Sun Current is the only local newspaper of general circulation meeting the statutory guidelines. Staff
recommends HRA appoint the Edina Sun Current as the official newspaper of the Edina HRA for 2017.

Information/Background:
The Edina Housing and Redevelopment Authority (HRA) purchased this property in 2014. The
property was formerly used as a dry cleaner and laundromat and the previous owners completed a
significant remediation effort in 2002. The property was purchased in “as-is” condition recognizing
that some environmental contamination may still remain on the site. At the time of purchase, the
estimated remediation costs were $116,000 to $342,000.
In order to move forward with redevelopment activities on the site, the HRA anticipates demolishing
the existing building and remediating the remaining contaminants in 2017.
Three environmental firms were contacted to discuss the required scope of services. Staff
recommends that Barr Engineering Co. be engaged to provide oversight and assistance on this
project. The professionals at Barr are very familiar with the site conditions since they conducted the
original due diligence in 2013-2014. They have also been successful in securing grant monies to help
defray the cost of remediation.
Three separate proposals have been provided to clarify the required professional services. They
include:

1) Environmental Due Diligence, including Response Action Plan (RAP) – estimated cost $48,700
2) Preparation of Demolition Bid Package & Oversight – not to exceed $8,250
3) Application for Grant Funding – as needed, not to exceed $7,500
Please note that this work does not include the demolition of the existing structure or removal of any
physical contaminants encountered on the site. That work will be bid separately based on the study
completed by Barr Engineering.
Funding for this work will come from the Centennial Lakes Tax Increment Financing fund (#9232).
Any grant funding secured will be returned to the same fund.
It is noted that the HRA’s Development Partner is separately conducting environmental
investigations on the HRA-owned parcels on the south side of W. 49-1/2 Street. In the event that
those properties are also in need of environmental remediation, the HRA’s consultant (Barr) will work
cooperatively with the Development Partners consultant (Braun Intertec) so that a grant application
is submitted on behalf of the Edina HRA that is responsive to the conditions and needs of both
properties without duplicating efforts.
Staff recommends that the HRA approve the contracts and authorize staff to implement this contract
for professional services.

Re: Proposal 2017-01: Environmental Due Diligence

Dear Brian:
Thank you for continuing to provide Barr Engineering Co. (Barr) with opportunities to assist the City of
Edina (City) with the former Hooten Cleaners site, located at 3944 49½ Street West, Edina, Minnesota
(Site). The Site consists of a main building, approximately 3,700 square feet (sf); an out building,
approximately 400 sf; and approximately 6,500 sf of parking/drive surface. This letter proposal is based
on our current understanding of the City’s plans and proposes the environmental due diligence that we
will complete on behalf of the City.
Scope of Work
We will complete the scope of work described below.
Job 1 – Kick-off Meeting
We propose to begin this scope of work by participating in a kickoff meeting with the City. The purpose of
the meeting will be to make sure all parties are on the same page regarding goals, objectives, and
schedule of the project. We will also utilize that meeting to discuss City bidding and permitting
requirements, discuss potential grant funding sources (if desired, see Proposal 2017-02), and to ensure a
smooth Engineering and Bid Administration process (if desired, see Proposal 2017-03).
Job 2 - Environmental Due Diligence
We will perform the following tasks as part of the environmental due diligence process.
Phase I Environmental Site Assessment (Phase I ESA): Complete a Phase I ESA in accordance
with ASTM E1527-13.
MPCA Coordination: Enter the Site into the Minnesota Pollution Control Agency’s (MPCA’s)
Brownfields program to obtain appropriate environmental liability assurances associated with the
soil and groundwater contamination and review and approval of a response action plan (RAP).
We assume the City will obtain a No Further Action letter from the MPCA’s Voluntary
Investigation and Cleanup (VIC) program. This scope does not include obtaining a Retroactive No
Association Determination (NAD) for the City. If a Retroactive NAD is desired, the scope of the
investigation would require modification and additional document preparation; Barr can provide a
change order for performing these additional activities, if requested.
Supplemental Phase II Investigation / Hazardous Material Survey: Complete an additional soil
investigation beneath the building slab and around the perimeter of the out building to
determine potential soil excavation volume. Barr will also subcontract with a hazardous material

survey firm to complete a pre-demolition hazardous material survey. The proposed soil boring
locations are shown on Figure 1; details regarding the scope are included in Attachment A.
Response Action Plan (RAP): Prepare a RAP, which presents the findings and results of the
Supplemental Investigation, and provides recommendations and conclusions for remedial actions
based on these findings and results in accordance with the MPCA guidance, Brownfield Program
Response Action Plans (c-rem4-43, July 2013).
Schedule
We can begin working on this scope immediately upon authorization from the City. Current drilling
subcontractors’ schedules require approximately one week lead time. This proposal is one of three
proposals that we are providing to the City. Because the scopes of work presented on each proposal are
dependent on each other, we have provided an overall conceptual project schedule. The tasks associated
with this proposal are shown under the Proposal 2017-01 grouping located towards the top of the
schedule.
As shown on the schedule, critical milestones are related to the grant funding process (Proposal 2017-02).
An MPCA-approved RAP and proposed site design are required to be considered for grant funds.
Specifically, the RAP will require submittal to the MPCA by the week of March 13, 2017, to obtain their
approval by May 1, 2017, when the grant applications are due to the respective agencies. Therefore,
performing the environmental due diligence process on an expedited schedule is crucial to setting the
project up for success.
Estimated Cost
Our estimated cost for completing this scope of work is $48,700 with approximately $34,200 potentially
grant eligible. A detailed breakdown of the costs are provided on Table 1. While the Hennepin County
COA funds are non-competitive, Hennepin County will need to approve the funding request. Barr will
charge our costs on a time and expense basis and will not exceed our cost estimate without prior
approval from the City.

Supplemental Phase II Investigation
3944 49½ Street West
Edina, Minnesota
Barr will conduct a Supplemental Phase II Investigation for the purpose of delineating the extent and
magnitude of the remaining contaminated soil beneath the out building. The Supplemental Investigation
includes the following activities:
Prepare / update the project-specific health and safety plan (PHASP) prior to performing the site
sampling visit.
Mobilize to the site.
Retain a drilling firm to advance up to 9 soil probes to 30 to 40 feet bgs; four of these borings will
be drill within the out building (see Figure 2). Boring locations and depths may vary depending
on utility locations, accessibility in the field, and soil conditions encountered. Boreholes will be
abandoned in accordance with the Minnesota Department of Health requirements.
Field screen the boring locations, which includes soil classification, inspection for visual evidence
of contamination (i.e. odor, discoloration, sheen, or other field indications of potential soil
impacts) and headspace volatile organic vapor screening. Soils will be classified in accordance
with ASTM D-2488, Standard Practice for Description and Identification of Soils (visual/manual
method). A photoionization detector (PID) with a 10.6 eV, or higher, lamp will be used to perform
headspace volatile organic vapor readings. Field screening results along with visual observation
and professional judgment will be used to guide the selection of samples that will be sent to the
laboratory for analysis.
Collect up to two soil samples from each soil probe and submit to a laboratory for analysis of
volatile organic compounds (VOCs) by EPA method 8260. Results will be compared to MPCA’s
industrial SRVs and screening soil leaching values.
Prepare a Supplemental Investigation report that presents the results of the investigation.
Field tasks and documentation will be performed in accordance with Barr’s standard operating procedures
(SOPs) applicable to the project.

approximately 400 sf; and approximately 6,500 sf of parking/drive surface. This letter proposal is based on
our current understanding of the City’s plans, which includes demolishing the structures, excavating
impacted soils, and backfilling to match existing grade. This proposal provides our scope, schedule, and
estimated cost for assisting the City in developing a bid package for the demolition and soil excavation
portions of this project.
Scope of Work
Our scope of work will be to compile a complete bid package for the demolition and post-demolition
earthwork project. The bid package will be based on the Former Edina Realty Building Demolition &
Disposal Contract Documents, which were provided by the City. The intent of our scope is to provide the
City with a complete bid package that can be issued for public bid.
Key assumptions upon which the scope is based include:
The City will provide existing documentation for the Site, including utility locations.
The City will provide their template for the Plan Sheets for inclusion in the Contract Documents. It
is anticipated that the plan sheets will be limited to a cover sheet and site layout. Additional
details provided by Barr will be included in the Special Provisions.
Barr will review and update the Special Provisions section of the Contract Documents. The Special
Provisions are anticipated to include, at a minimum, the same specifications as included in the
example: Summary of Work, Traffic Control / Access, Waste Management Plan, Soil Excavation
and Disposal, and Restoration.
Barr will compile all appendices for inclusion in the Contract Documents.
Barr will provide the draft document electronically for City review and will provide a final compiled
PDF after incorporating the City’s comments.
Barr is not retained to sign plans and specifications or otherwise serve as Engineer of Record on
the project.
With the exception of modifying the administrative details (times, dates, project name, contact
information, etc.), Barr will not edit the front end forms/documents, Bidding Requirements, or
Specifications. Changes that Barr makes to these sections will be provided to the City in red-line
format for easy review.

Optional Additional Tasks
If desired by the City, we can perform the following additional tasks upon completion of the Bid Package
Development task:
Cost Estimate Update: Cost ranges for excavating and disposing impacted soils were provided to
the City in November 2014. After completing the Phase II Investigation (see proposal 2017-02)
and compiling the bidding documents (this proposal), we can provide an updated cost estimate
for the project based on the refined scope of work.
Bid Administration: If desired, Barr can assist the City with the public bidding process by leading
a pre-bid meeting, reviewing contractor bids, vetting contractor qualifications, and summarizing
the bids for the City.
Schedule
We can begin working on this scope upon receiving City authorization; however, the final bid package
cannot be completed until after the Response Action Plan (RAP; see proposal 2017-02) has been
developed, which is anticipated to be in March 2017.
This proposal is one of three proposals that we are providing to the City. Because the scopes of work
presented in each proposal are dependent on each other, we have provided an overall conceptual project
schedule. The schedule for the tasks associated with this proposal are shown under the Proposal 2017-03
grouping, towards the bottom of the schedule.
Estimated Cost
Our estimated cost for developing the bid package is $5,000. Barr will charge on a time and expense basis
and will not exceed our cost estimate without prior approval from the City.
Our estimated costs for the Optional Additional Tasks are $750 for the Cost Estimate Update and $2,500
for Bid Administration. If you would like Barr to complete these Optional Additional Tasks, we will issue a
Change Order for your authorization.

Dear Brian:
Thank you for continuing to provide Barr Engineering Co. (Barr) with opportunities to assist the City of
Edina (City) with the former Hooten Cleaners site, located at 3944 49½ Street West, Edina, Minnesota
(Site). The Site consists of a main building, approximately 3,700 square feet (sf); an out building,
approximately 400 sf; and approximately 6,500 sf of parking/drive surface. This letter proposal is based
on our current understanding of the City’s plans and proposes grant funding assistance that we will
complete on behalf of the City.
We have already engaged with Hennepin County and they have expressed their interest in providing
funding for the assessment portion of the project under their Close-out of Assistance (COA) program. This
letter proposal is to assist the City in pursuing additional potential funding sources for environmental
cleanup costs.
Scope of Work
Other potential funding sources for which your project may be eligible are listed below. Applications for
each of these grants are due on May 1, 2017. Generally, the grants are awarded by early July 2017. We will
assist you with preparing the environmental sections of the grant applications. The grant application
process for these grants is competitive and there is no guarantee that the applications will be successful.
Environmental Response Fund (ERF) from Hennepin County for assessing and cleaning up soil
and groundwater contamination and abating asbestos and lead-based paint.
Contamination Cleanup Grant from Minnesota’s Department of Employment and Economic
Development (DEED) for assessing and remediating contaminated sites that have a
redevelopment plan supported by the community. Funded activities include site investigation
and cleanup costs necessary to implement a RAP.
Tax Base Revitalization Account (TBRA) from the Metropolitan Council for cleaning up
contaminated sites for redevelopment that creates jobs and/or produces affordable housing.
Schedule
We can begin working on this scope immediately upon receiving City authorization. A conceptual
schedule is provided as Figure 1. As shown on the schedule, critical milestones are related to the grant
funding process. Specifically, an MPCA-approved RAP (see Proposal 2017-01) and proposed site design
are required to be considered for grant funds.
