PUBLIC WORKS Fred Richards Visioning Process In preparation for the July 8``' work session, Schoenbauer Consulting has asked that you consider the following questions for the use of Fred Richards Park: • Demand for athletic fields, especially soccer and open field type spaces that would be primarily used by youth.... as many specifics as possible, such as field size needs and age groups most in need • Demand for other forms of community-based recreation facilities that would serve the larger community... such as public meeting spaces, picnic facilities, play equipment, splash pads, etc. • Thoughts on ideas such as community gardens/agricultural "teaching farm" and other similar ideas • Thoughts on the alternative use being proposed --- Equestrian Center • Need for trails and other forms of passive uses • Basic demand for community park space in this area of the city • Interface between the park and adjoining properties • Sense of place being sought. For example, one theme to emerge thus far is a community park that is well-balanced between active and passive uses; with both maintained and natural places and aesthetics; with enough development to meet needs, but not over the top either. We think we need more conversation on defining what this means to different stakeholders. Future Meetings: Fred Richards Site Walk Wednesday, July 9 7:00PM Lake Edina Path The next meeting will be a site walk at 7:OOPM on Wednesday, July 9.. The walk will begin at Lake Edina Park on the asphalt path between Parklawn and Kellogg avenues. Lake Edina Park is on the northeast corner of Fred Richards Golf Course. This site walk will focus primarily on the borders of the property and will provide an opportunity for residents to give input regarding the impact to property owners. This site walk will be facilitated by Jeff and Kathy Schoenbauer (Schoenbauer Consulting). They will walk around the entire border of the park and solicit input. Please check this site weekly for updates: www.EdinaMN.gov/fred-richards-repurpose Park Board Work Session Tuesday, July 8 5:30PM Community Room Edina City Hall The Park Board will be given an opportunity to provide input and ask questions about possible options for Fred Richards Park. This will be a discussion between the Park Board and Schoenbauer Consulting. Public testimony will not be taken at this meeting. The meeting is open to the public. Open House Wednesday, July 30 7:OOPM Public Works Facility 7450 Metro Boulevard This meeting will provide another opportunity for residents to suggest ideas for Fred Richards Park. Based on feedback provided by residents, Park Board and City Council, attendees will also have an opportunity to provide feedback on ideas received throughout the process from emails, surveys, Speak Up Edina, Open Houses and Site Walks. Additional Information: The City will use an inclusive public input process in order to create a park design plan for the future of Fred Richards Park. The process will: • Be open to and inclusive of all residents of Edina; • Be civil and respectful of the concerns of all participants; • Be timeline sensitive; • Receive review and recommendation of the Park Board; • Receive final approval of the City Council. The parameters of the proposed park design plan will be: • Compatible with the adjoining land uses; • Sensitive to environmental concerns of the site; • Connected, but not intrusive, to adjoining neighboring properties; • Coordinated with Three Rivers Park District and the Nine Mile Creek Regional Trail; and, • Coordinated with the Nine Mile Creek Watershed District. The timeline and milestones to complete the public input and project approval process are as follows: • April 22, 2014, Award consultant contract • June 2, 2014, Public Input Process Begins • August 4, City Council Work Session • August 11, 2014, Check in with Park Board • October 6, 2014. Review and Recommendation by Park Board • October 21, 2014, Review and Approval by City Council The approved park design plan will: • Be generally supported by the process participants; • Have the recommendation of the Park Board; • Be consistent with the Council's park design parameters; • Serve as the basis for the preparation of a master plan to include construction plans and bidding documents; • Include an estimated development budget. The process will include significant public input including public meetings, site walks and workshops. The end product will be a report of findings with recommendations and a final vision master plan graphic/concept plan. At the completion of the this visioning, public input and design process, the City will be well positioned to hire a landscape architect to complete a final master plan design with construction documents. Other Meetings & Correspondence: Is' week in June - Letter mailed to almost 1500 homes — South of Hwy 62, East of Hwy. 100, West of France and north of 77`h street. This letter informed them of the June 12`h open house and provided Fred Richards website information. Week of June 9 - A website, online survey and Speak Up Edina public engagement session started. June 2 — Kick off sessions with City staff, Park Board representatives and City Council representatives. Jun 12 — Open House — Public Works Facility — 100 — 125 attendees. Surveys given to all attendees to fill out and web address provided to fill out survey online. The City wants to hear your ideas, following a June 12 open house, as it moves forward to develop a design plan for Fred Richards Park. "We hope to receive a very significant amount of feedback from residents throughout Edina on this very important project," said Parks & Recreation Director Ann Kattreh. We are trying to reach out in as many ways possible to solicit feedback and ideas for the visioning process. Residents will have many opportunities in person or via the website to provide feedback. Check the website regularly for updates on meeting days and times, and the status of the project." Ideas and feedback on what types of park residents would like to see, and specific amenities and activities residents would like to see accommodated are accepted online and in writing through Sept. 30. Residents are encouraged to express their ideas online at www.EdinaParks.com or www.SpeakUpEdina.org. Additionally, written comments can be dropped off at City Hall or mailed to Edina City Hall, Parks & Recreation Department, 4801 W. 50th St., Edina, MN 55424. "All ideas and information will be gathered and considered," Kattreh said. "Residents will have opportunities to consider and provide feedback as the planning process progresses." Kattreh and the Parks & Recreation Department will strive to ensure that participants will generally support the park design plan by including what residents think are the best uses for the land. A plan for the park will also be compatible with adjoining land uses, be sensitive to environmental concerns, be connected and not intrusive to neighboring properties and coordinated with local and regional partners. The park design will undergo a review process with the Park Board and ultimately receive final approval from the City Council. Kattreh hopes to take the recommendations to the Park Board for review on Oct. 14 and receive final approval from the City Council on Oct. 21. Amount of water is typical after good rain. Note: lots of concrete buried underneath area. • Desire for natural buffer between residents & park • RE: buildings along Parklawn — can we get them to change the lighting so it does not shine in people's homes? • Keep traffic away from cul-de-sac area on north • Some residents prefer buffer over view; some want buffer + view (Art prefers view) • Question: Isn't demand for trails in Edina already met? Desire for trails & play area • Like "We Can Ride" as volunteer opportunity • Want winter use — groomed XC skiing • Soccer club (3000+ players) — need fields — especially for K-4 • Play area plus restrooms • House on Kellogg on cul-de-sac: major activity should be on south end. Concern re: parking along Kellogg • Opposed to fields. To be done right would need artificial turn & is opposed to this • General traffic and parking concerns • Water mgt = huge issue • Trails & natural areas desired • Why do we have to provide play area for apt. kids? They should have to provide their own area • Idea: urban farm — more than community garden; would be revenue generator. June 12, 2014 Dear Edina City Officials/Council Members, As a heavily invested home owner who has paid taxes to this city for 26 years, 18 of them as an Hibiscus Ave. resident who never once received TIF for a pool, landscaping or new driveway to promote the future value of my property, I respectfully submit my opinions about the re -development of the Fred Golf Course and I ask that you respectfully consider them. Much reality exists outside of statistics. One of the first comments Schoenbauer Consulting made to attendees of the June 12th Public Open House was that Edina Law Enforcement does not believe crime to be a problem in Edina Parks. Obviously they anticipated neighborhood homeowner's concerns about this issue and preemptively tried to cut off any dialogue of that nature. But it is illogical to suggest that because there is a low amount of reported crime in our parks adjacent to neighborhoods with individual homes and low crime, that therefore a park development located adjacent to apartment complexes with higher crime rates would also experience the same negligible amount of crime. Many residents adjacent to the Fred believe a park redevelopment on the Fred would create a gateway for the drug dealing, prostitution and theft that exists in the apartments to spread into the park as well as our neighborhood. It is unjust to home -owners (who DO care about the kids livin g in the apartments!) for city representatives, in order to appear "politically correct", to deny the issue of crime as a legitimate concern. For the most part, Schoenbauer Consulting controlled the meeting and used techniques designed to convince participants that their views were being heard and recorded. But they were unprepared in their knowledge of the topography, location of landmarks and history of the park. This caused them to come across as a bit patronizing, and many residents felt they are merely puppets, as city officials have probably already decided what to do with the land and are conducting these public meetings for the sake of appearance. There is a great deal of mistrust of city government right now. They, Schoenbauer, admitted there is no budget for the redevelopment! The Fred is closed due to lack of funds and Schoenbauer was clearly embarrassed to face the audience with the news that they're being paid to design a new development without a budget. To quote one resident, " What a dog and pony show!" Really, how do you expect to retain any credibility? Along the subject of ponies, it was frustrating to encounter Equestrian activists at the door of the meeting asking us to support them and handing out signs. They were, as a group, allowed to have their leader give a several minute speech promoting a development that goes against the city council's stated required criteria for the use of this land; that it be inclusive to a "wide variety" of people. Their proposal stipulated a public/private arrangement (the kind of arrangement that was soundly vetoed by the Lewis Park neighborhood!)which also goes against the city's criteria that the land remain "public!" This proposal would serve fewer community members than did the Fred, and the odors of the horses/manure would be a detriment to the neighborhood! Not to mention where would they park all the horse trailers? There were some residents at the meeting who used to live in the neighborhood when the ball fields existed on the property. They all emphasized that the resulting traffic and noise was terrible! As adults, they decided to buy homes here, as most of us did, because of the golf course. Had the ball fields been here, neither they nor we would have purchased homes in this neighborhood. This is very important information to consider. Basically, home owners want to see the land retain a natural, wild life environment though we worry that other such parks in the city are not always well kept. We are not interested in a Centennial Lakes atmosphere. If we are to endure 10 years of Pentagon Park reconstruction noise and dust, we definitely do not want the additional noise, lighting or dirt pollution associated with athletic fields or restaurants. Restaurants should be discouraged along public park areas because parks should encourage healthy behavior. With the obesity epidemic we know that eating out is generally unhealthy! Putting restaurants along park property an� bike trails is akin to putting pop machines in our schools. Another concern shared by all stakeholders is Email -Edina Team. traffic and parking. Homeowners are especially worried about how to prevent cars from parking on our streets to the north as a "quicker" way to access the park as opposed to a southern access. There is no way to enforce "NO PARKING" signs on our streets and they would only serve to prevent parking for our visiting family and friends, or for special occasions such as graduation open houses! Putting up a tall fence would block access to the park for residents. Homeowners do not want to be "connected" to the apartments. Neither do we want to be "connected" to commercial buildings. We believe the park should be designed to provide our neighborhood with privacy and serve as a buffer, not a connector. We need protection from all the traffic noise and door slamming and car lock "beeping" noises that will radiate from the commercial buildings. We are used to quiet, well mannered, non -littering golfers who respect the land and neighborhood. Golfers usually behave respectfully on the course. Other people, however, are notorious for not respecting property that does not belong to them, as any rental car agency would attest. Therefore, it is of the utmost importance the land be developed in a way that promotes respect for the land. That seems a good place to end this series of comments. So with all due respect, I encourage you to put the necessary amount of time and effort into making sure we end up with a solution that residents will appreciate as much as they did the Fred! I liked the idea of a teaching community garden or farm where vegetables could be grown and sold to local restaurants. The farm doesn't have to overly mechanized. Walking trails could still be included. And the regional bike trail could still go thru. A few tennis courts could share the space. Right now there aren't any courts that aren't cracked except for at the community center. What I heard most emphatically at the meeting was that there should not be any softball or soccer fields because of traffic concerns and noise. Noise is a particular concern because the commercial buildings on the South side bounce the noise back into the homes. Hi my name is Brigid Spicola and except for a few years during college and law school I have lived in Edina all my life. I remember when there were horses in Edina! I am very much in favor of converting the Fred Richards Golf Course property into one with an equine and equestrian purpose. I am a life-long equestrian. I own 2 horses and ride 2 — 3 times a week. I drive 30-40 minutes to get to my stable. I have also been a long time supporter of the We Can Ride program and have been a volunteer off and on at their Minnetonka facility for many years. My college aged daughter who is also an avid equestrian, has also volunteered for the We Can Ride program for many years — starting as a side walker in high school and then helping feed and exercise horses at the U of M facility. The We Can Ride program is life changing — for the riders, their families and for the volunteers who participate. Having the We Can Ride program in the heart of our community will provide additional and convenient resources for families needing the service but also opportunities to promote volunteerism and community involvement for our youth and residents of all ages. In addition, for the last 8 years, I have served on the board of directors for the Minnesota High School Equestrian Association. The MHSEA is a Minnesota non-profit whose mission is to promote equestrian disciplines as a high school team sport with an emphasis on education, citizenship and recognition of equestrian athletes. As part of my involvement in the MHSEA I have also been the advisor to the Edina High School Equestrian Club again for the last 8 years. There are many equestrians at Edina High School. Last year we had 12 members - all of whom loved horses and found ways to work with horses or ride or volunteer with horses even though the nearest barn is about 25 to 30 minutes away. Having an equestrian center in Edina will be a benefit to many residents. With this program Edina residents will have the ability to learn about and interact with horses - Many people have no+ seen or been up close to a horse except for at the Stat Fair. Having a youth lesson program close by will be attractive to many parents and children — nearly every kid wants a pony at some point in their lives!! The closest riding stable at this time is probably a 30 minute drive away so not having to take a long bus or car ride to get to a riding stable is a bonus and will draw many students. When my children were small and wanted to learn to ride my choices were to try and get in to the YMCA camp Kikiyapi (that fills up fast as is not a summer long lesson program), or a long drive out to a riding stable. I would have loved to have a community education opportunity for my kids to take lessons a 5 minute drive or 15 minute bike ride away. Equine related programs and involvement with horses provide all sorts of life lessons — including responsibility, patience, persistence and not the least of which - how to care for and have respect for a large animal. For those that don't want to learn to ride a horse, horses are beautiful to look at and are wonderful models for artists and photographers. In addition, this proposal provides plenty of green space that can be used and enjoyed in many ways. While I loved having the Fred Richards Golf Course in our community (and played many a round there!) I feel that doing something different, unique and special with that space would be a great addition to our community. I wouldn't want to see too much development (i.e., no football, soccer, hockey or baseball fields) and question the value of putting in a large childrens playground. I know that it is a tall order, but I believe it can be done and that the city is on the right path. My feedback above is over -arching. Here are some specific amenities to consider: YES to amenities like walking/biking paths, a playground, and beautiful gardens. Potentially a community garden. And, maybe some picnic areas to reserve/rent for family gatherings or even small business events. Perhaps an area to rent for weddings? It's my understanding that wedding/reception sites are profitable and needed in the suburbs. Although I agree with the reasons to close The Fred as Par 3 course, perhaps an area could be dedicated to a golf practice area with a small putting course, chipping/pitching. These are great skills to develop for both the beginner and experienced golfer. A practice facility could be used for golf lessons, also. For year-round use, some winter attractions like cross-country skiing, snow shoeing or ice skating. I know that Edina needs sports fields and although the adjoining property owners are against it, I wonder if there is a way to provide that and be respectful to homeowners. Many of the amenities I've suggested have wide appeal, but if I was being completely self-centered, I would love to see an outdoor bocce court :) NO to an equestrian center. I love horses, but dedicating public space to just one interest group is not the way to go. Edina has too much density for horses... perhaps a suburb like Credit River would be more appropriate. Apparently there was no plan when the Council decided to close the golf course. Until you have a better plan for the space you should leave it as it is. The idea of making it into a promenade or park makes no sense, unless you intend to charge admission. The space needs to be self-sufficient, whether that means the equestrian idea or the garden idea or some other revenue generating idea. I personally use the Fred golf course on a regular basis so I would like it to stay as it is. Not sure if it is poor management or lack of marketing, but I understand it is in the red and something needs to be done. Hopefully more analysis will be done before closing Fred. At the Open Forum there were 100 people in attendance and all names/emails were taken. To date, there has been no correspondence, or follow up. I bring this to your attention with the hope that there will be more of an effort to make residents aware of not only impending changes, but also options. Any efforts that can be made to provide more information, more media blitzes and more transparency will only help the process to run smoother. Residents want a better process. 42+ acres is an absolute gem. The Repurpose Project deserves more attention, due diligence and creativity than what is currently on the docket. I have just recently heard about the plan to turn the property over to We Can Ride MN for therapeutic horse riding and other events. I strongly urge the council to oppose this plan. This proposal would have very limited use for Edina citizens and only hopes to bring potential few visitors to Edina businesses. I do not want my property tax dollars supporting this plan. If the council thinks this is a good use for the golf course, they should sell the land to a non-profit and use the revenue to lower our property taxes. I support a plan that would provide multiple outdoor activities for mainly Edina residents of ALL ages, and other visitors from surrounding communities. This would be a great opportunity to have a park that would have activities like: mountain biking, snow shoeing, cross country skiing, fitness/obstacle course, another Frisbee golf course, and maybe archery. I would also support a modest fee structure to create and support the infrastructure for these activities. The Three Rivers Park District has some great examples of how to get maximum use out of it's parks for all ages. We could do the same with this property and have it at place that is close to it's citizens. We don't need another park with kid soccer fields, outdoor hockey rinks and playground equipment. Or a park that has a very specific limited use and is not entirely accessible to it's citizens. The city should pursue a use for the property that will encourage it's citizens to continue fitness activities as a lifelong endeavor. Thanks for considering my thoughts. I have to say it was pretty charged and not what anyone expected. Jeff and Kathy managed some very emotional people very well. We Can Ride In Edina Municipal Park supporters represented over 50 people in the room, and we were by far the majority of people attended the meeting. The fact that the Schoenbauer's met with us earlier in the day, and our opportunity to present after everyone else had spoken, gave us the chance to introduce our proposal. Thank you! I know there were many Edina residents in our group who waited to present their point of view until after we had presented and then we simply ran out of time. That can happen. I am certain with your commitment to this public forum over the direction of the Fred — everyone will have more opportunities to share their views and have input. I happen to have quite a bit of experience with municipal projects and finance, having worked on over 2,000 projects/financings for school districts, cities, counties, state agencies, universities and hospital systems during the past 25 years, and so I know first-hand what a tough position government leaders sometimes find themselves in when managing all the interests of many constituencies. Frankly, because we have a AAA city, with an improving tax base (news to me, but great news — well done!), I have no criticism and I honestly personally would have been fine with just your internal City decisions for the Fred. So it is therefore that we commend and thank you for opening a sincere and genuine dialogue encouraging interaction with the public. Given the additional burdens of the path you have chosen, we want you to know we stand ready to "Do All the Work" to support our proposal, given the chance and time. This includes RFP preparation to solicit nationally recognized developers for a master site plan and architectural renditions, delivering a fiscally responsible budget, with a legal structure that is "off balance sheet and "off credit" for the City, and also supporting all the projected economic development gains with a feasibility study. We recognize our proposal is ambitious, but we think Edina is ready for and deserves a bold plan. Leaping to conclusions from what was presented at the meeting and in conversations with others, it seems to us the choices for the Fred appear to be 1) an Equestrian Center, 2) an Urban Farm, 3) a Sculpture Garden, 4) a Frisbee Golf Course, 5) an Open Park, or 6) Athletic Fields. Personally, I think the first three in the list are most exciting, and the last three somewhat uninspiring but arguably safe and acceptable. Many of the issues that were raised came from the neighboring residents and we are confident the Equestrian Center will bring satisfaction to about 90-95% of the desires and concerns that were raised, incorporate all of the additional requests and wants, with the exception being that we probably can't satisfy the people who want athletic fields. We invite you to think about how the Equestrian Center finally responds to our underserved populations of disabled, autistic, and other people with daily challenges, in the spirit of Inclusion, weaves them together with our mainstream populations with riding lessons for everybody and embedded with opportunities for volunteering, coupled with economic development and marketing opportunities that come with an event course. Lastly, we think Mayor Hovland, and future mayors too, are going to love the Equestrian Center's walking path on Saturday Mornings at 9:00 AM with its beautiful flower beds, fences and beautiful horses not only on quiet mornings, but also on event mornings when the Center is humming with exciting activity and vitality.
