Introduction
Before the open house portion of the meeting, Commissioner Staunton
welcomed everyone and reported it has been 18 days since the initial kick-off
meeting, adding that tomorrow the 27th a refinement meeting is scheduled at City
Hall in the Council Chambers. Staunton recapped the entire process ending with
the Design Charrette on Friday the 23rd and Saturday the 24th.
Expanding on the Design Charrette, Commissioner Schroeder explained the
"design team" used seven guiding principles. Schroeder reported that on Friday
the team separated into small groups and for one hour did a series of drawings,
adding they were amazed to find commonalities in the designs. Continuing,
Schroeder said the design team focused on the areas of agreement that would
allow the team to move forward, acknowledging there will be disagreements on
uses and how to achieve the end result.
On Saturday Commissioner Schroeder reported the entire team worked as a
group to visualize the principles. Schroeder said on Saturday several members of
CAT stopped by and the design team checked in with them to make sure they
were on the right track. Schroeder said they wanted to layer ideas that would
reflect the guidelines.
Schroeder explained what went into the thinking of the Design Team:
• Transportation —will require revisions to intersections to better balance
traffic. Take out loops & on/off ramps.
• Reviewed land dedicated to transportation — leverage public land to do
something different.
• Readjust traffic on Vernon with a stop sign
• Move pedestrians — do better at accommodating pedestrians on Eden and
Vernon Avenues
• Create a larger "public space" adjacent (or near) to the City Hall complex.
Potential uses for this "public space" could be; transit improvement/hub
and other parking amenities. A transit hub could be created with a public
use (community center) above it.
• Focus on express bus use on Highway 100.
• Expand a stretch of green to connect City Hall with the Grandview area.
• Civic green area at the rear of the public works site, add another parking
deck with the possibility of a green roof above.
• Relocate the bus garage. Jerry's could expand into that area.

• Consider relocating the bus garage into the present public works site;
have Jerry's expand into that area and add either housing or office above
Jerry's.
• Dannen building remains — may expand.
• Expansion of internal network to better handle traffic.
The graphic represents one of many possible concepts.
Concluding the brief input session, Staunton said the goal is to inform; not to
"make" change. The next meeting would be on Tuesday April 27, 2010. This
meeting will be to further refine the principals and the plan
