Comprehensive Plan Update 2017
Planning Commission/Consultant Work Session
I. Call to Order
The meeting was called to order at 5:05 P.M.
II. Roll Call
Commissioners: Hobbs, Lee, Strauss, Thorsen, Kivimaki, Nemerov, Hamilton, Bennett, Olsen,
Berube
Staff: Teague, Aaker, Hoogenakker
Consultants: Bill Smith, Dan Cornejo, Haila Maze, Dan Edgerton, Bob Close, Janna King
Public: Hope Melton
III. Reports/Recommendations
A. Consultant Work Plan
Planner Teague reported that last evening the City Council approved the consultant contract for the
Mr. Smith presented the revised consultant work plan and budget. Smith said they envision the plan in
four phases.
One item on the list that needs need to be accomplished early in the journey was to populate the work
group (green prints). The first being the 44th and France Small Area Plan. Populating the other small
area plan groups would follow.
Smith said the goal of the consultant team as part of the work plan would be weekly check ins (or more)
with city staff and periodic check in with the City Council and continued check-ins with the Commission
at our work sessions.
Smith said kicking-off the process through the public hearing kick-off was a major focus. This kick-off
will formally introduce the residents to the updating process. Smith said they are shooting for a March
29th date.
Commissioner Bennett asked Mr. Smith if the small-are plans would also require a check-ins. Smith
responded in the affirmative.
B. Chapter/Element Responsibilities
Planner Teague said he envisions additional community engagements
Members of the consultanting team briefly outlined their duties.
Goals include:
• Kick-off
• Promoting meetings through all avenues available.
• Newsletters.
• Stake holder listening sessions. The consultant team would create a list.
• Small Area Plan work group workshops.
• Community Intercept.
• Electronic engagement.
• Open house at the end of the process. Most of the work is complete; it's more of a "here is
where we are". It was suggested that by this time findings should be introduced.
• Embrace Vision Edina 2015; look forward.
• Work with 2015 Living Streets, Land use, quality of life survey, affordable housing, sustainability,
wellness, and employment.
The consultants were asked if they are considering looking at other municipalities comp plans and what
other cities are doing/ maybe cross over events, have a liaison.
Regarding Chapters in the Comprehensive Plan Resilience is a new chapter.
Smith suggested that if anyone has ideas, questions, comments please give to him or Cary Teague.
C. Work Flow
Again, Smith clarified issues, adding if the Commission know of any experts we should engage, again, let
us know.
Commissioners commented that one issue to keep in mind is the border issues between cities. This is
where keeping in contact with other municipalities would be of benefit.
D. Next Steps
Next steps were discussed.
It was noted that continued work will be done with the Planning Commission Liaisons and their boards
and commissions.
