Narrative
After over 50-years of service, the Edina Public Works building on Eden Avenue near Highway 100 was
abandoned when the City moved into a new facility. Recognizing the future use of the 3.3-acre site
would have a big impact on how the entire Grandview District develops in the future, the City Council
authorized a visioning process to guide future development of the area.
The intensive six-week-long process led by 28 community members, produced seven Guiding Principles,
which were approved by the City Council.
With the help of a grant from the Metropolitan Council, the City then developed a Small Area Plan for
the Grandview District. This second phase of the planning process was community led by a Steering
Committee made up of about 50 representatives from Edina's various Boards and Commissions,
property and business owners from the Grandview District, a representative from Edina Public Schools
and interested residents. A nine-member Executive Committee made up of members of the Steering
Committee provided direction between monthly meetings.
