PARK BOARD MEETING AT EDINA CITY COUNCIL CHAMBERS EDINA CITY HALL 4801 WEST 50TH STREET The August 12, 2003, Park Board meeting will be at 7:00 p.m., in the City Council Chambers at Edina City Hall. BRAEMAR SCOTLAND SPECIAL PRESENTATION Braemar Golf Course Manager, John Valliere, and a contingency of Braemar Golf Course Patrons recently took a trip to Braemar, Scotland, played the golf course, which our course is named after, and met with dignitaries who wish to continue a close reciprocal relationship. • Mr. Valliere has a brief and enjoyable Power Point presentation of this historic venture. PARK ASSIGNMENTS PRESENTATION- ANDREW FINSNESS • Park Board member, Andrew Finsness, has been assigned four parks to visit and make recommendations for improvements: 1. Arden Park 2. Chowen Park 3. Pamela Park 4. York Park Mr. Finsness will be giving a brief presentation on his findings to the Park Board at the October 14th meeting. UPDATES I intend to give the Park Board verbal updates on: A. YMCA/Tri-City Skate Park Grand Opening. B. Normandale Park Playground Equipment. C. Sherwood Park Playground Equipment. D. 1St Tier Regional Trail. E. Park & Ride Proposal For Garden Park. F. Hilary Lane Dedication Ceremony. TODD PARK SKATING RINK HOURS Over the past several years, the outdoor pleasure skating rink has been getting minimal use to a point where, in staff's opinion, we need to evaluate the cost benefit justification. A copy of the warming house attendant's participation numbers is included in this mailing. As you will notice, the total number of weekly skaters per week is rather minimal considering the cost to maintain the outdoor ice rink and pay for a warming house attendant. In 1996, several residents from the Todd Park neighborhood approached the City of Edina requesting a new shelter building with restroom facilities. In fact, a Todd Park neighborhood representative volunteered to be part of the shelter building design team that ultimately chose the layout and design of the facility that was funded by a successful park bond referendum. Thankfully, the building gets used year round by the neighborhood. There are several building rentals during the summer months for a variety of both family and neighborhood social events. The restroom facilities are open year round and automatically locked electronically at night. In my view, it is too nice a building to leave locked up during the winter months simply because we do not have a hockey rink to justify the greater use. Therefore, based on the survey data, I recommend that we adopt Option #1 as a reduced hour schedule for the upcoming 2003-2004 skating season at Todd Park. I also recommend that staff contact the eight residents who are willing to volunteer their time as warming house attendants and coordinate an effort to keep the facility open on days beyond Option #1. Our intent is to maintain the outdoor ice rink on a daily basis as in the past, even on days when the warming house will not be open to the public. Formal Park Board action is requested on this agenda item. ACCESS TO PUBLIC FACILITIES POLICY Enclosed in this mailing is a copy of my proposed revisions to the Access To Public Facilities Policy. In summary, the changes primarily address the city's intent to limit Priority #2 to only those exclusive youth athletic associations as listed in the policy with the intent to discourage formation of competing youth athletic associations that cause a duplication of services that are not in the public's best interest. Under this revised policy, the Edina Youth Baseball Club would fall into Priority #7 for 2004. As a result, the Edina Youth Baseball Club would have to pay an hourly fee for use of fields and would not receive any administrative assistance with registration, typing, photocopying, mailing, or scheduling games. In addition, these competing organizations will be low on the list in priority to gain access to scheduled fields. I hope to get our City attorney's opinion on the legality of these suggested revisions prior to the Park Board meeting. Formal Park Board action is requested on this agenda item. 2004 FEES AND CHARGES I ask that Park Board members review the enclosed proposed 2004 Fees and Charges. It is my intent to have staff attend the November Park Board to answer questions. Therefore, if the Park Board does not have any questions in a particular area, I will not request that particular management staff person to attend the November Park Board meeting. Fees and Charges will be voted on at the November Park Board meeting. OTHER • As you will notice, there are two email exchanges included in your packet that address non-resident's disappointment in the new fee structure at Edinborough Park. • At the August Park Board meeting, I was asked to look into the recent letters to the editor from Jeanne Hanson in the Sun Newspaper regarding water quality control in Edina lakes and ponds, and particularly Lake Cornelia. The enclosed letter from LuAnn Tolliver I believe accurately summarizes the issue, which means that the Nine Mile Watershed District has spent thousands of dollars on a citywide water quality management plan developed by Barr Engineering that identifies water quality priority proj ects. This is also an opportunity for Park Board members and residents to address other concerns. City of r�dina September 24, 2003 Dear Resident Neighbor of Todd Park: Due to the small number of skaters at the Todd Park outdoor skating rink during the past several winter seasons, the Edina Park and Recreation Department is considering some cost saving options that will continue to provide an outdoor ice skating rink, however, significantly reduce the expense of a warming house attendant. Past records show us that Todd Park has the fewest numbers of skaters per week than any other outdoor skating rink in Edina. We also understand that not having a hockey rink significantly reduces the total number of skaters. In this period of tough economic times and budget cuts, however, we are looking for ways to further reduce expenses. Therefore, I am seeking your input on the enclosed survey that will help us continue to provide an outdoor skating rink facility at Todd Park for the coming season and yet reduce our operating expenses. In short, we propose to reduce the number of hours that the warming house building is open to the public with a warming house attendant on duty. Therefore, I would like to know what are the most preferred days and hours to remain open. In addition, we are considering the option of allowing resident adult volunteers to serve as warming house attendants. In other words, I am interested to know if there are any adults in the neighborhood available and interested in serving as an on-site volunteer warming house attendant on a limited basis. Your input on this matter is greatly appreciated. Based on the neighborhood's input, I plan to have a recommendation in place for the Park Board to discuss at their 7:00 p.m. meeting at City Hall on Tuesday, October 14, 2003. I am a senior somewhat disabled. What I do want is what is best for the community without compromising youth's opportunities. While I might contribute in some way, I understand the need for cutbacks, but let the input of those who use the facility count, parents and youth alike. 2. Since we don't use it, we are not voting. I know our neighbors appreciate it being there. Thanks for doing this survey. 3. There hasn't been good weather with lots of snow for the last few years. Hopefully we will have better weather! 4. We are gone most of the winter. Our grandchildren use the rink when they visit. 5. I have no preference as I do not skate anymore and have no dependants at home. I do appreciate your effort to try to keep some ice time for the area. Base on your usage survey, however, I'm wondering if the use even justifies the expense of making and maintaining the ice. 6. Shut it down. The house was and is a big waste of tax dollars. Whoever was behind the building of it should have been fired or demoted. Without a hockey rink the warming house should of never been built. Very dumb idea. Suggestion build a %2 size hockey rink and make it the mite headquarters. 7. Retired and don't use the rink. 8. When our child is old enough to skate we will volunteer. 9. Possible grand kid use. No skaters here. 10. We feel that the house should not have been built; too many seniors in the area. Until the neighborhood turns around, it should be closed or only open on weekends. 11. I am willing to volunteer on Friday evenings, as are many of the residents from the Todd Park neighborhood association. Our associate will be happy to staff the warming house for 36 hrs. (12 weeks) if we can get 12 hours of warming house rental (gratis) for the 4 neighborhood events that we have each year. If the quality of the ice is improved usage will improve. 12. I think this is a good idea. I hope you have a good response from the younger residents of the community. When we moved here in 1966 the ice rink was very "primitive". is 13. We're not neighbors of Todd Park. Children are grown and live in other cities and don't use the rink. Wife is not well with a serious disease and availability to volunteer is uncertain. Sorry! 14. If you really want to cut costs, I think having it open on weekends should be enough. During the week with school and being dark so early, I don't think it will be necessary. 15. We can volunteer to cover Friday nights, maybe 6-8 pm with our neighbors alternating. If we, as a neighborhood, organize to keep the warming house open one additional night a week, would the city be willing to allow us to use the facility for our 4 annual neighborhood events? It would also be nice if there could be a bench placed at the edge of the ice, or under the overhang of the warming house, so that people could put on skates easily when the house isn't open. Thanks for the opportunity to provide input. 16. Many neighbors are willing to do this while their children are using the park and rink! 17. We don't use the warming house very much, anyway — we are more concerned about lights. Why not put the lights on a motion sensor, a timer, or have a 20 -minute timer like the ones on a sauna, so residents can see when they want to skate, even if the attendant is not there? Thanks. 18. Todd is a wonderful neighborhood park. It would be used more if we were sent a winter schedule. Skating after supper is always fun, so possibly open until 9:00 pm? 19. Of course Todd Park has the fewest skaters. It is a poor rink with poor lighting and no hockey rink. There are children who live in this neighborhood. It's just that open -rink figure skating does not appeal to all of them! We need a rink. Raise my taxes, I don't care. Give us a hockey rink! At least give us goals to play with! 20. To act as warming house attendants? What months? Where? Does everyone know this? I can't, not in town regularly. 21. A. The ice at Todd Park often is bumpy due to soil conditions. That may take extra maintenance to keep the surface smooth. Perhaps opening less could result in grooming less — reducing expenses. B. If open 3 consecutive days, then groom ice once a week? To reduce expenses, add neighborhood parent volunteer to keep building open later (8-9 pm) Fri. and Sat. pm — on as needed basis? C. We could be on call if building is open and unstaffed. U) 0 ■ ■ R a \ PRIORITY USE OF EDINA' S SCHEDULED OUTDOOR ATHLETIC FACILITIES AND RECOMMENDED GUIDELINES (updated 10-06-03) PURPOSE AND INTENT The main purpose of this document is to prioritize scheduled access use of parks and facilities in the City of Edina. This document also outlines both mandatory and suggested guidelines for youth athletic associations to ensure that program offerings are mindful of the public's health, safety and welfare and are fair and equitable to all residents. It is the City of Edina's view that the public is best served when there is only one independently incorporated youth athletic association per sport. The City of Edina also understands and supports that in some cases the public and volunteers are best served by having the traveling component of a particular sport administered by its own independent youth athletic association. To that end, the City of Edina will charge differing facility use fees with intent to discourage formation of new youth athletic associations that compete with existing youth athletic associations and creates a duplication of services, which the City of Edina views as not in the public's best interest. Further, the City of Edina will not provide any administrative or professional recreation staff liaison staff assistance to competing youth athletic associations that are determined to be duplication of service and not in the public's best interest. The City of Edina encourages youth athletic associations to provide programs in a manner that is in keeping with the Edina Park Board's philosophy. REQUIREMENTS OF ORGANIZATIONS THAT RECEIVE PRIORITY USAGE FOR PROGRAMMED USE OF THE CITY OF EDINA'S SCHEDULED OUTDOOR ATHLETIC FACILITIES: netinitinn For purposes of this proposal, scheduled outdoor athletic facilities are meant to include the following City -owned scheduled outdoor athletic facilities: • Fields • Basketball courts • Batting cages • Hockey rinks The City reserves the right to determine if an outdoor athletic facility shall be considered "a scheduled facility" or not. In other words, the City may decide that it is in the public's best interest to periodically not schedule specific outdoor athletic fields, basketball courts or hockey rinks. Examples would include the need to rest a field for maintenance or safety purposes, or make specific outdoor athletic facilities available to the public at large due to demand. Outdoor athletic City -owned facilities that are not meant to be included under this proposal are: • Golf courses • Edina Aquatic Center • Tennis courts ORGANIZATIONS WHICH REQUEST SPECIAL PERMITS TO fj OFFER ONGOING PROGRAMS ON SCHEDULED OUTDOOR ATHLETIC FACILITIES ARE REQUIRED (unless otherwise noted) TO COMPLY WITH THE FOLLOWING GUIDELINES: 1. Organizations must be Edina based, non-profit, public service groups. "Edina" is defined as located or based in Edina. "Non-profit" means a not-for-profit organization as defined by State statutes. "Public service group" is defined as a group organized to provide a public service to the entire community, or all individuals in the community within the age group being served. The City of Edina reserves the right to determine whether or not an existing athletic association meets the non -duplication of services requirement. For example, a limited age specific traveling only association may be determined to be a duplication of services that is not in the best interest of the community even if a similar traveling component may not be offered by an existing athletic association. Non-profit status is important because Minnesota State Law 604A.11 grants limited immunity from liability for those associations registered and qualified as a non-profit organization under State statutes (see attached copy). 2. Organizations are to deposit a copy of all bylaws, Article of Incorporation under • Minnesota State statutes governing non-profit organizations, and all other 2 documents, which govern their operation (i.e. policy statements, grievance procedures, scholarship and grant applications, etc.) at the Edina Park and Recreation Department so that those documents may be available for public review. 3. Organizations are to make all information concerning the governance of their programs available to participants upon request. 4. Meeting of the organization's governing body, except those, which deal with personnel issues or litigation, are to be publicized in advance and open to participation to all program participants. 5. It is recommended but not mandatory that the election of the organization's governing body is to be a process, which is open to all program participants. 6. Organizations are to be adequately prepared for dealing with participants that have special economic, physical or social needs. 7. Organizations are not to discriminate against program participants or applicants in any manner. REQUIREMENTS OF TEAMS NOT AFFILIATED WITH AN EDINA NON-PROFIT ORGANIZATION REQUESTING RESERVATION OF A SCHEDULED OUTDOOR ATHLETIC FACILITY (priority # 9 teams): 1. Team must be composed of a minimum of 50% Edina residents. 2. Facility reservations will be limited to their home games only, and their team practices are limited to a maximum of one per week (may have only one game plus one practice per week maximum). 3. The Park Board and City Council will establish fees. 4. Park Facility Use Permit required. REQUIREMENTS OF GROUPS FOR SINGLE USE REQUESTS OF A SCHEDULED OUTDOOR ATHLETIC FACILITY: (i.e., Edina Cub Scout and Girl Scout Groups, Edina Church Groups, Edina Neighborhood Groups, Edina Businesses, priority #9 groups) 1. Fifty percent (50%) of the participants must either live or work full time in Edina. 2. Fees will be established by the Park Board and City Council. 3. Park Facility Use Permit required. PRIORITIES: Organizations that meet the above stated guidelines that are requesting special permits for single use or to offer ongoing programs on a City -owned scheduled outdoor athletic 3 facility will be granted the opportunity based on the following use schedule, and within the adopted standards for number of uses per team. PRIORITY #l: City Programs (Examples: City offered adult programs, summer playground programs, basketball programs and special events open to the entire community.) PRIORITY #2: Youth teams (18 and under) that are members of one of the following independently incorporated youth athletic associations that are currently recognized by the City of Edina as the official youth sports organization for that particular sport offering: • Edina Baseball Association • Edina Basketball Association • Edina Girls Athletic Association • Girls Traveling Basketball Association • Jr. Olympic Volleyball • Edina Hockey Association • Edina Soccer Association • • Edina Soccer Club • Edina Football Association • Edina Youth Softball Association • Edina Girls Fastpitch Softball Association • Edina LaCrosse Association All of the above non-profit organizations must follow these guidelines: 1. 90% Edina residents. Edina youth residents are defined as individuals 18 years old and under who live in Edina or who go to school in Edina. 2. Association or Club is a non-profit organization as defined by State statute. 3. The Association or Club must file a financial statement with the City each year that will be made public upon request. This statement must indicate revenue, expenditures and fund balances. 4. Association is open to all Edina residents and may not discriminate based on race, ethnic background, or religion, however, may discriminate based on ability. 5. All board meetings are open to the public (with the exception of personal issues • and litigation). rd 6. The organization must have an open process for parents to discuss concerns or recommend changes to the organization. 7. Teams are playing during the designated "primary season." PRIORITY #3: Edina School District Programs (Examples practices, games, tournaments, etc.) PRIORITY #4: curriculum programs, interscholastic team Non-profit adult teams or organizations that have 25% or more Edina residents during the designated primary season. Edina adult "residents" must either live or work full- time in Edina. PRIORITY #5: Edina non-profit public service groups who use the facilities to raise money for the benefit of the entire community. PRIORITY #6: Businesses and neighborhood groups located in Edina during the designated primary season. PRIORITY #7: Non-profit youth teams or organizations that have 60% or more Edina residents during the designated primary season. PRIORITY #8: Priority #2 teams during a secondary season. PRIORITY #9: All other Edina teams on a first come, first served basis after higher priority teams have had an opportunity to schedule each season. All teams must be composed of at least 50% Edina residents and requests must be made by an Edina resident. Edina adult "residents" must either live or work full-time in Edina. FIELD USE FEE Priority #2 teams shall pay a per player per season field use fee as established by the City Council. Teams and groups in Priority #4, 5, 6, 7, 8, or 9, shall pay the hourly/daily field use fee as established by the City Council. PREEMPTION CLAUSE The City of Edina will make every effort to avoid preemption of scheduled events once an outdoor athletic facility has been reserved and all requirements are met. However, the City reserves the right to preempt a scheduled event on a scheduled outdoor athletic field when in the City's judgement the preemption is in the community's best interests. ADMINISTRATIVE PROCEDURES 1. Fees for use of scheduled outdoor athletic facilities will be subject to change each year at the discretion of the Edina City Council. 2. The City will establish dates each year by which teams must commit requests for field reservation use in order to utilize their priority status. After that date, fields, or facilities will be reserved on a first come, first served basis. 3. If teams or organizations are at the same priority level offering the same sport activity for the same age group and gender, then the team or organization that serves the highest number of Edina residents will receive the higher priority status in terms of field, rink and court reservations. 5. The number of major tournaments or special events allowed by each youth association will be determined by staff on an annual basis. 6. Any organization that fails to provide for and follow the guidelines set forth above, or provides false information on a permit application, is subject to revocation of its permit at the discretion of the Director of the Edina Park and Recreation Department. 7. No organization will be allowed to sublease the City's scheduled outdoor athletic facilities without City approval. RECOMMENDED GUIDELINES For all organized youth athletic associations in Edina, the following guidelines are strongly encouraged but not mandated by the Edina Park Board and City Council: 1. That all boys and girls receive an equal opportunity to participate in any activity at whatever ability level they may play. 2. Have fun. D 3. Build good sportsmanship and character. 4. Learn basic fundamentals of the sport they participate in. 5. Be a good team member. 6. Learn to accept discipline. 7. Have a reasonable amount of practices and games. 8. The Edina Park and Recreation Department staff should encourage the use of volunteers on the Board of Directors, as well as, in the coaching, because we believe in the philosophy of citizen involvement. 9. Selection of members to serve on the Board of Directors and as coaches should be based on the prospective member having the understanding of the basic program for all ability levels and all ages. EDINA PARK BOARD STATEMENT OF PHILOSOPHY AND RECOMMENDATIONS REGARDING USE OF ETHNIC, RELIGIOUS, OR RACIAL NAMES OR SYMBOLS: The Edina Park Board recognizes and celebrates the diversity of our community. In doing so, the Edina Park Board encourages all youth athletic associations to respect our community's ethnic, religious and racial diversity by honoring the following guideline: "That no program, event or activity offered by an Edina youth athletic association will use any ethnic, religious or racial names or symbols which may, in the opinion of those groups, create or perpetuate stereotypes which distort or degrade such groups. Programs whose express purpose is to explore and celebrate the positive special contribution of such groups should be considered acceptable and honorable." EDINA PARK BOARD STATEMENT OF PHILOSOPHY AND RECOMMENDATIONS REGARDING DRUGS, ALCOHOL AND TOBACCO It is the belief of the Edina Park Board that the role modeling of parents, guardians, teachers and coaches has a significant influence on youth attitudes toward the use of alcohol, tobacco and drugs. It is the Edina Park Board's philosophy to encourage parents and coaches to do their best to always display positive and healthy role modeling behaviors while interacting with youth. Therefore, the Edina Park Board strongly encourages each Edina youth athletic association to take the following actions: 7 I . Establish a drug, tobacco and alcohol policy that reflects a zero tolerance approach to elicit drugs, tobacco and alcohol use by its youth participants. 2. Require that parents (and coaches) sign a statement that acknowledges that they have read and understand the association's current drug, tobacco and alcohol policy. 3. Include in the association drug, tobacco and alcohol policy the following statement that: • Coaches and parents are strongly encouraged to not consume alcohol or tobacco while interacting with youth while on traveling team trips (examples include while traveling together on a bus, socializing in a hospitality room, etc.) • For those adults who insist on bringing alcohol and/or tobacco on team trips, it is strongly encouraged to make every attempt to keep the alcohol and/or tobacco out of reach and out of sight of the youth at all times. Action number three (0) is not to be considered as an enforceable policy, but rather, a strongly encouraged positive role model behavior. The Edina Park Board strongly encourages each youth athletic association to take this very seriously and do their part to help develop positive and healthy attitudes in our youth with regards to drugs, tobacco and alcohol. Your youth athletic programs provide important assets in youth's lives, which result in reductions in at -risk behaviors. As for the hockey rink, if anything, we have explored the possibility of reducing the number of maintained outdoor hockey rinks because our budgets are going the opposite direction with State cutbacks to local governments. Todd Park has proven not to be the best location for a hockey rink mainly due to the lack of adequate safe parking that would be needed to accomodate the volume of non -neighborhood traffic. Understandably, there are some residents in the Todd Park area who strongly oppose the construction of an off-street parking lot within the park. I am also aware of the oposing views on that subject. My main concern here is to continue to maintain the outdoor pleasure skating rink at Todd Park similar to the maintenance it has received in the past. Even if the warming house is not open and supervised, the rink will be maintained on a daily basis. I do not support the notion of totally closing that beautiful building all winter and not having a skating rink at all, as suggested by a few neighbors already. I believe we can justify maintaining an outdoor rink and yet reduce our expenses for warming house attendants by having it open less often. In the past your park was a great place for a family to take children during bad weather, or during the long Minnesota winter. With this new policy that is no longer the case. Before the usage fee Edinborough Park was a asset to the city of Edina. My son and I would often spend an hour or so while we are out shopping or just generally in the Edina area of the Twin Cities. The park was the reason we decided to shop at Southdale as opposed to another mall. The park provided a place for our families of Russian adopted children group to meet during the winter months and allowed our children a nice open place to exercise while the parents socialized. The park provided the senior citizens who lived in the attached housing 10/8/2003 • Page 2 of 2 units a place where they could watch children playing, surely giving them joy and contributing to their health. The park provided a needed dose of green trees for me during the long winter months. These things (and many others not mentioned) are all impacted by the decision to have a usage fee for the park. I am sure you will see these fees will severely impact park attendance this winter season. The fees may serve to offset the hard costs to the city to run the park, but will in no way recover the "soft" cost to the city in the loss of this asset because of people making the decision to not use the park at all. I assume budget cuts and shortfalls are the reason for the users fees, but it is frustrating as a taxpayer in Minnesota to see things like this happen to our services we have come to expect. $5 may not seem like much but it affects the way I can use the service. The park is no longer a place I can stop in for a little bit with my family for a break from shopping or just a nice place to go. To feel like I have gotten my money's worth I would have to spend a 2 or 3 hours using the park, and with a 4 year old this is just not reality. I am sure my trip to Edinborough Park tonight will be my last. I probably will not do much shopping at Southdale or the Galleria anymore either. It is sad that in a time where our children are being encouraged by the President of the United States to get out and exercise, parks like yours are setting up obstacles and discouraging use. The first one listed on the agenda is Normandale Park. The status of Normandale Park is as follows; old playground equipment, curbing and safety surface was removed by the City of Edina a week ago. On Monday, October 13th Koolmo Construction came in and did the site grading for curb work which is scheduled for Thursday, October 16th. Once the curb work is done Koolmo construction will be installing Timberform Playground Equipment which will most likely begin Monday, October 20th. After the playground equipment is installed Koolmo Construction will backfill the play container with pea rock and complete the concrete work. The second playground site is Sherwood Park. Sherwood Park is now complete with the exception of the rubberized safety surface. The crew contracted to do the rubberized safety surface should be on site by late next week. I would first like to respond to your comments regarding "questionable expenditures on the park," Regarding the rubber resilient surface installed within the playground equipment container, it was done along with eight other playground sites to meet ADA (Americans With Disabilities Act) requirements because we received a complaint from an Edina resident who has a disability. At the time we purchased and installed these nine playgrounds in 1996, I intentionally did not install the rubber resilient surface in efforts to save tax payers some money with the intent to add the accessible surface only when and if we ever received a complaint, which is how much of ADA works. The law has been refined and today all new playground equipment installation now must be installed with this expensive resilient surface as required by federal law. Regarding the asphalt surface around the building, this is an improvement that we are making to all of our shelter buildings where the roof drip line wears at the soils beneath the roof line, which leads to mud, dirty carpet, and helds drain water away from the building. I appreciate your comments about reducing the hours of operation at Todd Park. It is the opinion of our legal counsel that we should never leave a park shelter building, such as the one in Todd Park, open to the public unattended, without a responsible adult "in charge." My two daughters, wife and I visit it three or four times a week during January and early -February, and would hate to see access to it restricted. We moved to Edina four years ago, and chose our house in large part because of its promixity to the park. My family developed an affection for skating at our previous residence, and considered being within walking distance to a rink among our key selection criteria. I understand the budget issues, and would like to find a way around them. (I have to wonder about recent questionable expenditures on the park. These include the foam -rubber surface near the playground equipment - a hazard that has caused virtually everyone I know, including myself, to slip and fall - and the recent asphalt addition ringing the warming house, a job that was initiated a day before the annual Todd Park neighborhood party, which seemed odd. In comparison, paying an attendant for a couple less nights a week seems paltry. Be that as it may, I'll concede that it's often the case that the attendant work seems to amount to a paid homework session. So here's what we think: - Our family's schedule shapes up as quite busy on Tuesday and Wednesday nights. These would be the nights we'd be least -likely to use the rink. This doesn't fit with the alternatives presented. - Ideally, the rink could stay open for a couple hours each night, between 6-8 pm. This seems to be the time when the most usage occurs. - Given the choice between 'option #1' and 'option #21, we'd favor option 2, with an addendum: is there any way that someone in our neighborhood (I'd volunteer), and perhaps a couple other small nearby neighborhoods, could be holders of keys, so there would be access to the warming house and lights on off days? Overall, Thursdays and Fridays seem to me the most - popular nights for rink use, so it seems a shame to have such a nice facility closed those nights. Those are our thoughts. We don't necessarily feel that an attendant is a required, but do want to ensure access. Surely there must be a way to accommodate that desire. We'd be happy to be part of the solution.
