INTRODUCTION: This discussion pertains to potential sale and redevelopment of property located at the corner of Valley View Road and Kellogg Avenue. This property was the subject of a Fall 2016 Request for Proposals. Staff has continued to discuss re-use possibilities with interested developers. An update will be provided by staff. While two developers were interested, only one submitted a formal response to the RFP. That original proposal was not accepted and staff sought other alternatives. Both Noonan Construction and Gatehouse Properties/McGlynn Partners continue to have interest in the property. Both parties have previously submitted concept plans for “sketch plan” review to Planning Commission and City Council. After meeting with staff, the developers are agreeable to work together; incorporating feedback from the sketch plan review and combining the best aspects of their individual proposals. This cooperative effort maintains a reasonable scale for the neighborhood, increases setbacks to better fit in to the surroundings and provides a transition from the existing single-family homes to the existing commercial properties along Wooddale. Redevelopment on the site would return the property to the tax rolls and bring new condominium options to the market. If the members of the Housing and Redevelopment Authority are open to this concept, the developers will prepare formal drawings and submit a purchase offer for consideration. Staff welcomes discussion regarding whether we should continue conversations with Noonan Construction and Gatehouse Properties/McGlynn Partners. While the extent is uncertain, there is likely some soil contamination. •Traffic volume on Valley View: 7,900 vehicles per day (2013) City-Owned Property The CITY of EDINA Background City acquired property about 15 years ago ◦Vacant and tax-exempt Small Area Plan approved 2015 RFP issued in 2016 ◦Two interested developers ◦Both concepts had benefits and flaws Staff engaged both parties to see if they might work together to combine the best parts of both concepts The CITY of EDINA Small Area Plan Several alternatives were discussed in Small Area Plan. This property was the subject of a Fall 2016 Request for Proposals and was recently granted preliminary approval for redevelopment. Staff has continued to discuss re-use possibilities with the owners of adjacent parcels. An update will be provided by staff. Staff has also reached out to owners of adjacent commercial properties to see if they have ideas to improve the Buhl/Saturday concept. KM2 Development, the owners of the property at 3918 W. 49-1/2 Street recently submitted a suggestion to incorporate the properties that they own and control into the overall redevelopment concept. The proposed changes along the northwest corner of 49-1/2 Street and France would NOT replace the Edina Collaborative proposal but would be an addition to that work. A summary of the KM2 concept is attached. Staff will summarize this concept at the work session. The developer and architect will also be in attendance to answer questions. If the members of the Housing and Redevelopment Authority are interested in pursuing this concept, the developers will prepare formal drawings and submit a purchase offer for consideration. The purchase agreement between the HRA and BuhlSaturday would be modified to allow both teams to pursue their individual projects.
