WORK SESSION
OF THE EDINA HOUSING AND REDEVELOPMENT AUTHORITY
MAY 2, 2017
5:30 P.M.
I. CALL TO ORDER
Chair Hovland called the HRA meeting to order at 5:30 p.m.
II. ROLLCALL
Answering rollcall were Commissioners Brindle, Fischer, Staunton, Stewart and Chair Hovland.
Edina City Staff attending the meeting: Chad Millner, Engineering Director; Scott Neal, City
Manager/Executive Director; Bill Neuendorf, Economic Development Manager; Joyce Repya, Senior
Planner; Lisa Schaefer, Assistant City Manager; Cary Teague, Community Development Director and
Jane Timm, Deputy City Clerk.
Developers/Owners David Carlson, Patrick McGlynn, and Ed Noonan were in attendance for the Valley
View Road project update. Developer/Owner Kurt Krumaneur and architect Pete Keely were in
attendance for the 49-1/2 Street project update.
III. PROJECT UPDATE: 4416 VALLEY VIEW ROAD
Economic Development Manager Neuendorf gave an update on the potential sale and redevelopment
of 4416 Valley View Road. Manager Neuendorf reminded the commissioners the original proposal
was not accepted and staff sought other alternatives. Noonan Construction and Gatehouse
Properties/McGlynn Partners agreed to work together on a proposal. Manager Neuendorf explained
the effort maintains reasonable scale for the neighborhood and increases setbacks to better fit in to
the transition from existing single-family homes to the existing commercial properties.
The Commissioners discussed the proposed concept gave direction to staff.
IV. PROJECT UPDATE: 49 1/2 STREET REDEVELOPMENT UPDATE
Economic Development Manager Neuendorf summarized the status of the 49-1/2 Street project and
stated that KM2 Development continued to have an interest in redeveloping the properties they
control. Manager Neuendorf presented an overview of the KM2 concept and asked the
Commissioners for their feedback.
The Commissioners discussed the proposed concept and gave direction to staff.

III. PROJECT UPDATE: GRANDVIEW GREEN
Economic Development Manager Neuendorf introduced the consultant team of Architecture Field
Office led by Mic Johnson. Mr. Johnson presented a summary of their preliminary concept study that
would determine the feasibility of constructing a green roof over a portion of Highway 100. Mr.
Johnson described the existing Grandview District, the City of Edina & Minnesota Department of
Transportation owned land, the proposed transportation designs, the development potential and the
financial assumptions & analysis.
The Commissioners asked questions of the consultant team and discussed the preliminary concept.
Based on the favorable discussion, Economic Development Manager Neuendorf said staff would
prepare a strategy to continue the study and feasibility of this Grandview Green over Highway 100.

V. WEST 49-1/2 STREET REDEVELOPMENT (MARKET STREET) – PROJECT UPDATE
Economic Development Manager Neuendorf provided an update of the West 49 ½ Street
Redevelopment. Mr. Neuendorf noted staff continued to negotiate and prepare a complete
Purchase Agreement and Redevelopment Agreement for consideration at the June 20, 2017
meeting. Staff recommended the design team of Mohagen Hansen Architects be retained by
the Edina HRA to design the North Ramp expansion, and to minimize impacts to businesses and
customers, the design work needed to begin as soon as possible. A professional services
proposal will be presented for consideration in June.
The Commissioners thanked Mr. Neuendorf for the update.

Budget Impact
This project is listed in the 2017-2021 Capital Improvement Plan (CIP) under CIP #17-009 and #15-189. It
includes intersection improvements and a gateway sign. This project will be funded by the Centennial Lakes
TIF and storm sewer utility funds. The contract amount is higher the than the amount listed in the CIP
because of additional planters on the corners, additional costs for audible pedestrian push buttons, and
improvements at the NE corner. The additional costs will be offset from savings associated with other
projects funded by the Centennial Lakes TIF.
Environmental Impact
The project involves removal of free right turn lanes on the NW and SE corners and installation of a slip
ramp at the SW corner, pedestrian refuge islands, audible push buttons, and enhanced pavement markings.
These improvements create safer spaces for pedestrians to cross York Avenue and 66th Street to access
the area amenities. Improving pedestrian infrastructure facilitates more walking and biking. This reduces
vehicle trips and related release of carbon from vehicle emissions.
Community Impact
This project will provide premier, long term core service facilities and provide access and mobility for all
transportation modes while enhancing safety and convenience. It is necessary to improve the infrastructure,
and comply with the City’s Living Streets Policy as well as Vision Edina’s mission statement to “provide
effective and valued public services and maintain a sound public infrastructure”.

Re: 4416 Valley View Road – Update
Staff has received an offer to purchase the vacant property located at the northwest corner of
Valley View Road and Kellogg Avenue. This 0.25 acre property was acquired in 2002 and has been
vacant and tax-exempt since the former service station was demolished.
This property was the subject of a July 2016 Request for Proposal. Although one proposal was
received; no action was taken at that time. Instead, staff was directed to work with interested
buyers to secure a proposal that was more compatible with the Wooddale/Valley View Small Area
Plan.
At the May 2, 2017 HRA Work Session, concept plans with two- and three-story condominium
buildings were discussed. This concept appears to be compatible (but not identical) to the
recommendations for the site contained in the 2015 Small Area Plan. The developers – Patrick
McGlynn, David Carlson and Ed Noonan are beginning to assemble the land necessary to achieve
this concept. When they have control of the properties or consent of the owners, they intend to
formally present their proposal for consideration by the Planning Commission and City Council.
Staff recommends that the Housing and Redevelopment Authority work with this development
team to pursue a reasonably-scaled re-use of this property. Four specific actions are
recommended.
1) Authorization to Access Property
The property was formerly used a gas and service station. Although the underground tanks
were removed several years ago, it is likely that some contamination remains on the property.
The prospective buyer needs to conduct due diligence on the site prior to the real estate

transaction. One of the required activities is soil borings or other investigations into the
existing site conditions.
Staff recommends that the prospective buyer or their designees be granted a 60-day period
to access the property to conduct appropriate investigations.
2) Submission of Rezoning Application
The 4416 parcel is currently zoned PCD-4 (gas station). Any re-use for residential purposes will
require that the property be rezoned. The City of Edina only considers rezoning applications
and development proposals with the consent of the property owner(s).
Staff recommends that consent be granted to allow the prospective buyer to submit plans for
consideration by the Edina Planning Commission and the Edina City Council. This action is
taken by the HRA based on Resolution 2016-132 which authorized the Edina HRA to act on
the City’s behalf regarding property sales and redevelopment of City-owned property.
Such consent is no guarantee that the proposal will be approved by the Planning Commission
or the City Council.
3) Transfer Ownership from City to HRA
The property is currently owned by the City of Edina. To facilitate redevelopment of the parcel,
staff recommends that the title be transferred to the Edina Housing and Redevelopment
Authority. This City-to-HRA transfer will facilitate a future sale of the property for
redevelopment purposes.
This process begins with consideration by the Planning Commission and a recommendation to
the City Council regarding the City-to-HRA transfer. This process can be initiated in June 2017.
4) Negotiate Terms and Conditions of Redevelopment
Staff has been approached by these developers regarding the property at 4416 Valley View
Road on several occasions over the past few years. Their interest appears genuine and they
also appear to have the capability to complete a successful redevelopment on the site.

Staff recommends that full terms of the real estate transaction and redevelopment agreement
be negotiated in the weeks ahead. A full proposal will be presented for consideration in July
2017.

Re: Market Street Redevelopment – Project Update
Since the preliminary approvals were secured on April 18th, 2017, staff has continued meeting
with the development partners to refine details of the Market / W. 49-1/2 Street Redevelopment
project. This update is provided to summarize the status of several details related to the project.
No action is needed at this time. Comments are appreciated as staff continues the negotiations
and prepares a complete Redevelopment Agreement for consideration on June 20, 2017.
1) Temporary Staging
The developer has requested a temporary lease of the vacant City-owned parcel at 5146 Eden
Avenue (the former Public Works site). This parcel would be used for off-site parking and staging
by the contractor.
Staff is preparing a lease agreement patterned after the Valley Paving agreement issued in 2016.
2) North Ramp Design Contract
The professional services contract with Mohagen Hansen Architects will be submitted for
consideration on June 20, 2017 or shortly after the redevelopment project is approved.
The contract for architecture and engineering design services is being revised to reflect the new
construction schedule. The new schedule is described on the following page.

3) Project Schedule
The development partners have considered a number of different schedules to deliver the
expansion to the North Ramp and the redevelopment of the Center Ramp parcels. While a very
aggressive schedule was considered, a more traditional schedule is preferred to control costs and
manage the parking needs of employees, customers and clients. According to the preferred
schedule, construction would commence in January 2018 during the period of lowest parking
demand. Construction would be staged to minimize impacts to employees and customers during
the holiday season. A general overview is summarized below. A more detailed schedule will be
submitted on June 20, 2017.
