Enclosed you should find the following items: 1. February 13, 1996, Park Board Agenda. 2. Minutes from January 9, 1996, Park Board meeting. 3. Ron Anderson's fee reduction proposal. 4. 1996 field use fees and charges. 5. Additional community input letters regarding park referenda. STAFF REPORT The following is the monthly staff report concerning each item on the agenda with the exception of approval of the minutes and other. "Other" is listed on the agenda in case last minute items come up between now and the Park Board meeting, plus, cover any other concerns of Park Board members and/or attendees. EDINA GIRLS FAST PITCH SOFTBALL ASSOCIATION PROPOSAL Mr. Ron Anderson, representing the Edina Girls Fast Pitch Softball Association, will be present to discuss a request for a reduction in the field use fee. Mr. Anderson conducted his own survey of field use charges in surrounding communities. Staff has supplemented that survey with an additional five communities. It is staff's recommendation that all athletic association run fund-raiser tournaments should be charged a user fee that covers the cost of operation, maintenance and upkeep of that particular facility. It does appear as though our fees are among the highest compared to surrounding communities, however, it is staff's opinion that our current fee structure adequately covers all costs of operation, maintenance and upkeep. FINANCING HISTORY AND PHILOSOPHY AND ACTIVITIES CENTER Upon request of the Edina Park Board, Mayor Fred Richards will be attending the February Park Board meeting to discuss the history and philosophy of City finances, the budget process and fees and charges. Also upon the request of the Edina Park Board, Mayor Richards will discuss the City Council's view of the Edina Senior Citizen Advisory Committee proposal. PARK REFERENDA UPDATE On Monday, February 5, 1996, the Edina City Council will decide on a final dollar for the general park improvement bond issue. Staff will give Park Board members a verbal update. -2 - MEMORIAL POLICY At the January Park Board meeting, there was discussion regarding the Park and Recreation Department's current policy and practice regarding memorials and donations. The Park Board decided to delay any further recommendation until the Fer-ruary meeting. Although this is ultimately the City Managt-. decision, your input is vitally important on this subject. DATE: January 25, 1966 - Re: Upcoming Park Board Meeting As we discussed, I have conducted an informal survey of fees charged youth athletic organiza- tions for Municipal Fields used for tournaments. The results are attached to this memo. My purpose in asking to be placed on the February Agenda is in order to present this information and discuss an alternate fee schedule which will allow us to continue to use these taxpayer -funded facilities for tournament play, which is a primary fundraiser for our organization. Further, the February Meeting will present an excellent opportunity to discuss field arrangements at Pamela Park, with an eye to a swap for the softball field at Braemar. Thanks for your cooperation. We live at 5300 Brookview Avenue, across the creek from Arden Park. My wife and I have an 11 -year-old girl and an 8 -year-old girl. We wholeheartedly support the improvements to Arden Park. My interpretation of your letter is that improvements to Arden Park will be similar to the improvements made at Woodale Park several years ago. We believe that the facilities at Woodale Park are superior to those at Arden Park. Our children prefer playing at Woodale Park because of superior equipment at that park compared to Arden Park. We also believe that the proposed improvements will be beneficial for the neighborhood generally, and beneficial to individual homeowners making a very attractive area even more attractive. Park Bond Referenda 4801 W. 50th St. Edina, MN 55424 I attended the December 6th meeting regarding the two bond issues. Based on the information I came away with, I would have voted NO on General Park Improvement Plan. Why? Rather than a plan, you presented a "wish list" and a "loosy, goosy" one at that. It appeared that the 4.9 million figure was plucked from the air since very few of the various issues carried a price tag. Now some specifics. I was the one who questioned the gun range. Two parents said their children went there for a gun safety course. Is this the only place in the metro area where this course is taught? Also, in the Army we were taught gun safety in the barracks, not on the firing range. If we need a gun range, make it self- sustaining. As far as the "Taj Mahal" warming house at Cornelia School Park, it is grandiose in every detail. This is a neighborhood park and all we need is a warming house (which could serve as a meeting room) with bathrooms. We don't need a kitchen, concession stand, picnic area, a fireplace or a coat room. Also it has to be on the same level as the ice sheets, not in the proposed new location. In summary, I think this proposal needs a great deal of fine tuning. Despite the fact that the school property is not officially city property, the city uses our school playgrounds for their summer recreation programs, and the citizens of Edina use them year-round, whether they are students or not. I have discussed this matter with Frank Bennett, Edina Park Board member, School Board member, and Concord parent. Frank supports this letter. I explained to him that each school has needed to raise funds beyond those given to it by the School Board, and that the cost of redoing our playgrounds to meet current safety codes and ADA standards has been very high. It is surely in the best interests of all citizens of Edina that our most frequently used playgrounds, those on school property, be supported by this referendum. Thank you for your consideration.
