Enclosed you should find the following items: 1. September 10, 1996, Park Board Agenda. 2. August 13, 1996, Park Board Minutes. 3. Letter from Russ Fortner, Executive Director, EBA. 4. Park Improvement Plan Progress Report. 5. Lewis Park conceptual plan. STAFF REPORT The following is the monthly staff report concerning each item on the agenda with the exception of approval of the minutes and other. "Other" is listed on the agenda in case last minute items come up between now and the Park Board meeting, plus, cover any other concerns of Park Board members and/or attendees. PARK TOUR To give Park Board members a first hand look at several of the park improvement projects, the park tour will include visits to: 1. Chowen Park 2. Strachauer Park 3. Normandale Park 4. Countryside Park 5. Garden Park EDINA BASKETBALL ASSOCIATION PROPOSAL As you will note in the letter from Russ Fortner, EBA Executive Director, the Edina Basketball Association has offered to pay up to $12,000 to construct a new outdoor basketball court at Wooddale Park. At the time the park land was acquired by the City from the School District in 1986, the original master plan for Wooddale Park included the addition of a basketball court. There were no funds within the Park Bond Issue earmarked for an outdoor basketball court at Wooddale Park. If the EBA proposal is accepted, staff recommends that we give due recognition by means of a permanent plaque or etching within the concrete ring around the court that identifies the Edina Basketball Association as the donor. •Before the Edina Park Board either accepts or rejects the Edina Basketball Association's proposal, it is staff's recommendation that a notice be sent to area residents requesting their input on the matter. Concerned residents could be invited to attend the October 8, 1996, Park Board meeting for a public hearing on the matter. Lastly, staff would not recommend lights at this facility. -2 - PARK REFERENDUM PROJECTS UPDATE On the enclosed progress report, Referendum related projects are more are in progress. you will note that several Park already completed and several LEWIS PARK PLANS As requested at the August Park Board meeting, staff has enclosed a conceptual drawing for potential park improvements at Lewis Park. It would be possible to construct a basketball court and a sand volleyball court along the west side of the park. The staff is recommending that the uni-sex permanent restroom facility be located in the southwest corner of the park as shown on the plan. The plan also shows the addition of a backstop located in the southwest corner of the park. The backstop would serve as a defined area to play pick-up unorganized baseball or softball. The baseball field would be an entirely grass infield so that it would not interfere with scheduled soccer and football use. It is staff's recommendation that Park Board consider adding only the outdoor basketball court and not a sand volleyball court. In staff's opinion, the park does not have adequate parking to support both additions. Staff would recommend one or the other, but not both. There appears, however, to be more demand for basketball than sand volleyball. Centennial Lakes Park will ultimately have horseshoe courts, therefore, we do not recommend horseshoe courts at Lewis Park. There were no funds planned for the addition of a basketball court at Lewis Park as part of the Park Referendum. However, there is adequate funding currently available in the Developer's Fund. PARK SHELTER BUILDING TASK FORCE The City of Edina has secured an architect for the design and development of four park shelter buildings and three comfort stations. It is critical to get community input in the design and planning process for these facilities and staff would like to have at least one Park Board member serve on a "PARK SHELTER BUILDING TASK FORCE." I envision a resident or two from each of four neighborhood areas to serve on this task force: 1. Weber Park 2. Todd Park 3. Cornelia School Park 4. Walnut Ridge Park This task force would: - Make field trips to various existing park shelter buildings in surrounding communities. - Attend four or five planning/design meetings with the architect and staff. - Attend four neighborhood meetings. - Provide input for design and construction of four park shelter buildings and three comfort stations. Once this task force has agreed upon a design for each shelter building, the plans will be presented to the Edina Park Board for recommendations. Your June 7, 1996 letter showed $10,000 approximate cost. We hope the additional funds will be used for lighting. At the appropriate time, please provide the Board with details and costs of the project. John, I personally wish to thank you and Ed for all your effort to make this dream come true for all the past and present Board Members that have "plagued" you over the years. Rebuilt parking lot. Installed curb cuts from street to walking paths. Improved concrete apron around playground equipment. Rebuilt basketball court. Installed new park bench. Corrected erosion problem areas throughout the park. ARDEN PARK Replaced furnace. Tree and bench (donated by the Bill Lord family). BREDESEN PARK Replaced culverts and corrected erosion problem areas throughout the pathway system. To date have replaced approximately 1/4 mile of bituminous pathways (enlarged from 7 to 8 feet - widened one foot). CHOWEN PARK Rebuilt parking lot. Rebuilt basketball court. Planted boulevard tree. Improved concrete apron around playground equipment. Replaced drinking fountain. Replaced protective fencing. Installed accessible pathway from street to playground equipment area. Finish grading, sodding and restoration around construction areas. NORMANDALE PARK Installed irrigation in baseball field. Rebuilt basketball court. Constructed concrete apron around shelter building. Rebuilt parking lot. Replace furnace. Replaced backstop fencing on baseball field. Replaced player benches on baseball field. Installed terraced landscaped timbers for spectator seating behind backstop. Installed two new park benches within playground area. Finish grading, sodding and restoration around construction areas. STRACHAUER PARK Constructed concrete apron around shelter building. Restored landscape area around shelter building. ART CENTER Purchased two electric kilns. BRAEMAR ARENA Purchased two new battery powered ice resurfacer machines. MISCELLANEOUS Installed new park Todd Park (2) Sherwood Park (2) Williams Park (1) Birchcrest Park (1) Lake Cornelia Park -2 - benches at various park sites: (1) The following are park improvement projects that are either under construction at this time or have already been awarded bid to a contractor: ARNESON ACRES PARK Install polycarbonate roof for west greenhouse. Install new concrete pathways from gazebo to parking lot. Install new simulated slate concrete patio next to house. Connect greenhouse to sanitary sewer system. BRAEMAR PARK Regrade and expand soccer/football field. COUNTRYSIDE PARK Rebuild tennis courts. Regrade little league field. Replace furnace. Remove and replace outfield fencing. GARDEN PARK Regrade baseball field. Remove and replace all baseball field fencing. Eliminate old asphalt parking lot on west side. Install new culdesac area with concrete curbing on west side. Relocate eight (8) trees on west side along park boundaries. Regrade outfield area of youth softball field. HIGHLANDS PARK Rebuild tennis courts. Replace furnace. LAKE CORNELIA PARK Rebuild tennis courts. Add new accessible pathway from pathway to tennis courts. LEWIS PARK Remove and rebuild hockey rink and replace asphalt surface within outdoor hockey rink. Sand blast and paint exterior of shelter building. NORMANDALE PARK Remove and rebuild hockey rink and replace asphalt surface within outdoor hockey rink. STRACHAUER PARK Redesign and replace hard surface court. Design and build new parking lot. Relocate soccer field 60' to the south. Relocate two boulevard trees. TODD PARK Rebuild tennis courts. Add new accessible pathway from street to tennis courts. -3- WOODDALE PARK Sand blast and paint gazebo.
