STAFF REPORT
The following is the monthly staff report concerning each item
on the agenda with the exception of approval of the minutes and
other. "Other" is listed on the agenda in case last minute
items come up between now and the Park Board meeting, plus,
cover any other concerns of Park Board members and/or
attendees.
APPOIN`i H NTS
Mayor Frederick Richards and the City Council have reappointed two
Park Board members, James Fee and Andy Herring. Congratulations and
thank you for your willingness to serve another three year term.
At the February 6, 1995, City Council meeting, Mayor Frederick
Richards and Council members decided to review the list of candidates
for all the board and commission vacancies and make a decision at the
next City Council meeting on Tuesday, February 21, 1995. Therefore,
the newest Park Board member, who will be filling Bill Lord's vacancy,
will attend their first Park Board meeting on March 14, 1995.
ELECTION OF OFFICERS
The election of Park Board officers typically takes place at the
February meeting, however, staff recommends that election of officers
take place at the March meeting instead for the following reasons:
1. Chairman, Bill Jenkins, cannot be in attendance at the February
Park Board meeting.
2. The newly appointed Park Board member will not be determined in
time to attend the February meeting.

BRAEMAR TENNIS COURT SITE PLAN
As directed by the Edina City Council, staff is to present a
recommendation for the Braemar tennis court site area before removing
the tennis courts. Based on responses from many residents in the
Braemar area, it is staff's recommendation that, after the tennis
courts and parking lot are removed in the spring of 1995, the area be
immediately leveled and sodded, as opposed to seeded. The plan is to
have City of Edina staff remove and dispose of the existing courts and
prepare the site for sodding. The sodding would be done by a
contractor. The estimated total cost of removal of courts and
restoration of the site is approximately $4,500.
It is staff's recommendation that the Park Board approve the above
mentioned plan for landscape restoration of the Braemar tennis court
site.
JULY 4TH CELEBRATION EVENT PROPOSAL
Jody Leaf, Branch Manager for the Edina Norwest Bank on Vernon Avenue,
recently contacted our office because Norwest Bank would like to
become involved in community projects. One of the recommendations
that we (staff) suggested was to become involved in our annual 4th of
July celebration.
For 1995's celebration, staff recommends that our fireworks display be
increased to $10,140. There is currently $7,140 budgeted for
fireworks. Staff is also suggesting that additional entertainment for
children be provided in the afternoon, which would include a moon
walk, traveling clowns, and additional stage entertainment to perform
before the John Phillip Sousa Band's concert.
As outlined in the letter to Jody Leaf, staff is suggesting that
Norwest donate a total of $4,250, with the funding to go to the
following:
Supplement fireworks display $3,000
Happy Faces traveling entertainers 500
Additional stage entertainment 500
Moonwalk bubble 250
TOTAL $4,250
In return for their sponsorship, Norwest would receive publicity
recognition in the Edina Park and Recreation Activities
Directory, About Town publication, Sun Newspaper, Minneapolis
Tribune, and recognition at Lake Cornelia Park on the 4th of
July.
Staff, therefore, recommends that the Park Board take the
following action:
That the City of Edina accept a sponsorship contribution of
$4,250 from Norwest Bank to enhance the City of Edina's 4th of
July celebration in return for publicity recognition as outlined
above.
BUS TRANSPORTATION SERVICE TO THE EDINA AQUATIC CENTER
For the past many years, the Edina Park and Recreation Department has
provided (at no fee) bus transportation for children who have
registered for the Learn To Swim Program at the Edina Aquatic Center.
In 1992, staff recommended that the bus transportation be eliminated
due to lack of bus riders and especially due to the cost of providing
the service. At that time, a few parents convinced Park Board and
City Council to continue the service at no fee. The annual expense is

approximately $10,000 for bus rental. Approximately 190 of all Learn
To Swim registrants (130 students on the average per year) have used
the service on an annual basis. Even with the use of smaller buses
and fewer routes, the cost per rider has remained at approximately
$82.00 per rider. The $10,000 annual expenditure comes directly out
of the Edina Aquatic Center budget.
In addition, protection and safety for children is becoming a more
important issue every year. The Edina School District always provides
excellent well-trained safe drivers, however, there is currently no
escort supervision or registration file system in place to protect
young riders.
For those who truly need transportation service to and from the Edina
Aquatic Center, there is a safe professional transportation service
designed for children, called Kids Kab, that can serve their needs.
Therefore, due to the extremely high cost per participant, lack of
adequate safety, relatively low numbers of users, and overall cost of
the service provided, staff recommends that the Edina Park Board take
the following action:
Approve the elimination of the Learn To Swim Program bus service for
1995 and thereafter_
RESULTS OF FEBRUARY 6 1995, CITY COUNCIL MEETING
On February 6, 1995, the Edina City Council approved the Turf
Management Plan as recommended by the Edina Community Health
Services Advisory Committee and the Edina Park Board.
At the same meeting, the Edina City Council directed staff to
work with the City Manager and Park Board to establish a plan
with a time table to address the feasibility of a park
improvement bond referendum.
No action is requested at this time.
YOUTH ATHLETIC ASSOCIATION PRESIDENTS MEETING
The annual Youth Athletic Association Presidents meeting is
scheduled for Thursday, March 23, 1995, 7:00 p.m., in the Council
Room, Edina City Hall.
Park Board members are welcome to attend this meeting. Staff is
requesting that Park Board members suggest agenda items that
should be discussed at that meeting.
PER CAPITA SURVEY RESULTS - JANUARY, 1995
This enclosure shows the 1995 results of an annual survey that is
done by the City of Plymouth Park and Recreation Department. The
survey is done to help determine the cost per capita to taxpayers
for park and recreation services in their community. As you will
notice, Edina is the lowest of all communities listed in the
survey at $21.13 per capita.
This is an informational item that requires no action.

Dear Jody:
Thank you for inviting Ed MacHolda and me to your office on
Wednesday, February 1, 1995, to discuss possible community
projects that may be of interest to Norwest Bank.
In follow up to our meeting, please consider this a formal
request for Norwest to be the sole private sponsor of the City of
Edina's July 4th celebration. As we discussed, we (staff) would
like to recommend to the Edina Park Board and the Edina City
Council that Norwest Bank be accepted as a private sponsor of
this special community event. If the City Council approves, this
could ultimately lead to a long-term sponsorship on an annual
basis in a fashion that would be beneficial to both the community
and Norwest Bank.
Specifically, I would like to be able to approach the Edina City
Council with a proposal to accept Norwest Bank's sponsorship
offer in 1995 that would be a total of $4,250, with the funding
to go to the following:
Supplement fireworks display $3,000
Happy Faces traveling entertainers 500
Additional stage entertainment 500
Moonwalk bubble 250
TOTAL $4,250
Our fireworks display is currently completely tax supported and
is budgeted at $7,140 for 1995. The amount of money that is
typically spent on a fireworks display in surrounding communities
is between $10,000 and $15,000. There is no question that
Edina's 1994 fireworks display was very good. The grand finale
was fabulous, however, most people agree that the heart of the
display could have been more impressive. Thankfully, most people
leave the display remembering only the finale. According to the
fireworks professional contractor, Remote Effects Systems, a
$10,140 display would be a noticeable improvement.
The $500 for the Happy Faces traveling entertainers would provide
three professional roaming clowns for four hours to do the
following:
1. Balloon animals.
2. Face painting.
3. Pocket magic.

Our goal this year is to have more children oriented
entertainment throughout the evening prior to the John Phillip
Sousa Band performance.
In return for the sponsorship, Norwest would receive publicity
recognition in the Edina Park and Recreation Activities
Directory, About Town publication, Sun Newspaper, Minneapolis
Tribune, and ample recognition at Lake Cornelia Park on the 4th
of July. We are certainly open to other suggestions for
additional recognition in return for Norwest Bank's sponsorship.
The long-term vision could ultimately create an all day
celebration of family oriented activities on the 4th of July at
Lake Cornelia Park. The opportunities are plentiful and most of
them can be done at little or no cost. Long-term, it would be
wonderful to some day establish a committee of volunteers
(residents and business representatives) to make up a 4th of July
Celebration Committee. This committee would solicit sponsorships
and exhibitions, and organize children races, games, parades and
other exciting family oriented activities. If approved by the
City Council, Norwest could become the sole sponsor of this
celebration on an annual basis.
Please know that the Edina Park Board and Edina City Council must
first approve of this plan before it can be implemented.
