STAFF REPORT
The following is the monthly staff report concerning each item
on the agenda with the exception of approval of the minutes and
other. "Other" is listed on the agenda in case last minute
items come up between now and the Park Board meeting, plus,
cover any other concerns of Park Board members and/or
attendees.
SENIOR DISCOUNT/BRAE[MAR GOLF COURSE
Mr. Jason Rice, Edina resident, has requested that the Edina Park
Board consider reinstating a senior citizen discount for seniors
who play golf at Braemar Golf Course. Mr. Rice believes that the
Braemar Golf Course greens fees and golf car rental should be
•similar to that of Richfield's public golf course, Rich Acres.
As for staff's recommendation, please refer to Mr. John
Valliere's written recommendation.
Edina Park Board action is requested on this issue.

EDINA SOCCER ASSOCIATION PROPOSAL UPDATE
•The Edina City Council heard the Edina Soccer Association's
proposal at the June 19, 1995, City Council meeting. For the
results of that meeting, please refer to the enclosed minutes.
On Thursday, July 6, staff (Ed MacHolda and John Keprios) met
with three members of the Edina Soccer Association (Patti Kelly,
Julie Turnbull and Tom Wilson) to discuss possible alternatives
to the Edina Soccer Association's proposal. There are several
alternatives which will be brought to the Edina Soccer
Association board meeting on Monday, July 10, 1995, for their
consideration. John Keprios and Ed MacHolda will be in
attendance. It is possible that this issue may be resolved at
that board meeting, however, the ESA may wish to further pursue
their current proposal.
As you will notice in the City Council minutes, staff has been
directed to present other alternatives for the ESA and the Park
Board to consider. If necessary, the matter will be back before
the City Council at their August 7, 1995, Council meeting.
As mentioned at the June Park Board meeting, it is staff's goal
to attempt to resolve these matters at the staff level in efforts
to avoid them becoming community issues. If the matter cannot be
resolved at the Edina Soccer Association board meeting on July
10, then the City Council would like for the Park Board to review
and discuss staff's alternatives.
Hopefully, the Park Board will not have to further address this
issue at your July 11 meeting.
In follow up to concerns of the residents of the Lewis Ridge
Condominiums, staff has submitted a letter (copy enclosed) to
their Board of Directors in response to their concerns that were
submitted in writing. In addition, staff has drafted a letter to
be sent to all those who are scheduled to play soccer or football
at Lewis Park. That letter was originally sent to their
Association President, Doris Clegg, for her approval. This
letter will be distributed by staff to all those who are
scheduled to play soccer or football at Lewis Park.
EDINA SENIOR CITIZEN CENTER
Please note the results of the Edina Senior Citizen Survey that
has been compiled and presented by Laura Schenck, Assistant
Director, Edina Senior Center. Interestingly, of the 38% of the
seniors who returned the survey, over 84% are satisfied with the
current location of the Senior Citizen Center.
As stated in a letter from Doug Johnson, the Edina Community
Services Department welcomes an extension of the Senior Citizen
Center lease agreement until the year 2006. A special thanks to
Andy Herring, former Chair of the Edina Community Services Board,
for promoting and supporting the lease extension. Thanks Andy!
PARK IMPROVEMENT PLAN
On Wednesday, July 5, the Edina City Council received the
enclosed memo regarding park improvement needs and also heard a
presentation given by Mr. Ken Rosland, City Manager. The City
Council is not requesting any action by the Park Board at this
time until they have had a chance to review the materials and
decide on a course of action.

As directed by Mr. Bill Jenkins, Park Board Chairman, the
sub -committees are temporarily on hold. The matter will be
further discussed at the Park Board meeting.
OTHER-
1. EDINA BASKETBALL ASSOCIATION PROPOSAL
The Edina Basketball Association proposal that was mentioned at the
June Park Board meeting, has very recently been withdrawn by the EBA.
The EBA board is now considering donating funds to the Edina Schools
to upgrade their indoor facilities.
2. BRAMAR INSPECTION TOUR
Just a reminder to send in your RSVP to the Edina Park and Recreation
Department office for the Braemar Inspection Tour.
3. INDEPENDENCE DAY FIREWORKS DISPLAY
For your information, the John Phillip Sousa Band got rained out on
the 4th of July, however, the fireworks display started right on time
(10:00 p.m.) and we estimated a crowd of approximately 8,000 people.

SUBJECT: Elimination of Senior Golf Rates
First of all let me thank each and everyone of you for your long , continued
support of Braemar. Without your loyalty Braemar would not have the unique,
friendly and warm atmosphere that we enjoy. I have been at Braemar 25 years
and have seen and encouraged many of the changes we have struggled to
accomplish. These changes and improvements have been attained without tax
assistance. We continue to expand and improve without any really large or
significant green fee increases. We intend to continue to provide a first class golf
facility at an affordable price.
The decision to eliminate senior rates was based on three primary
observations.
1. The makeup or percent of seniors playing Braemar is so high in relation to
our total play that income from green fees is affected. Each year the percent of
senior play continues to grow. Is it any secret that Edina's population is "getting
up there in years" as it relates to the total Edina census? We can no longer ask
the younger population to subsidize the older population when their numbers are
increasing by such large amounts. If golf were a necessity my view might be
different.
2. The cost of golf at Braemar is a fair price even at the full non patron rate.
It is less expensive than comparable facilities in the metropolitan area. The patron
rate rewards our valued good repeat customers.
3. Braemar's expenses have increased with the new debt associated with
our expansion to meet the needs of our community. In addition, the city no longer
enjoys sales tax exempt status for purchases. Braemar must raise fees to
overcome all increased expenses.
Management does realize that we must operate our facility in a prudent and
efficient manner. We do make every effort to do this. We fill our tee times and
scold those who fail to show.
If you have any questions, please see me personally. The counter staff is
very busy and I would appreciate your not interrupting their tasks to discuss fees.
Once again, 1 solicit your understanding and thank you for your business.

Attached is the original letter I wrote to the Senior golfers at Braemar, in December 1993. AT
that time the Senior Rates were eliminated, with the approval of the Park Board and the City
Council. I have had one complaint in regard to the elimination of the Senior rates. The majority
of the Seniors that play at Braemar understand the rationale for eliminating the Senior discount.
Braemar operates only with revenues from user fees, tax dollars are not utilized. To be equitable
one user should pay the same as any other. Those under 65 should not transfer the financial
burden of operations onto another age group. Edina's makeup and specifically Braemar's
customers are mostly Seniors. Of the 375 members of the Braemar Men's Club, less than 10 are
under 50 years of age and a majority are over 65. This is also true of most of our Women's
Leagues who number over 1200.
The finances of the golf course are often misunderstood. The course, although operationally
profitable, must be so, to retire debt and make improvements. Present debt exceeds six million
dollars. Annual debt service is in excess of 600 thousand dollars.
Some surrounding communities offer senior rates. Most would like to eliminate them. In the case
of Minneapolis, the senior fees are so low they are less than 1/2 of the cost to produce a round of
golf (approximately $14.00) Older courses do have the luxury of charging lower rates because
they have eliminated much of their debt service. But again, Edina's community make up is
weighted to the senior end of the age spectrum.
