STAFF REPORT
The following is the monthly staff report concerning each item
on the agenda with the exception of approval of the minutes and
other. "Other" is listed on the agenda in case last minute
items come up between now and the Park Board meeting, plus,
cover any other concerns of Park Board members and/or
attendees.
1996 CAPITAL PLAN
As requested at the October Park Board meeting, Mr. Ken Rosland,
City Manager, will be in attendance to explain and discuss the
1996 Capital Plan.
1996 FEES AND CHARGES
Enclosed is the staff's recommended fees and charges for 1996.
The only fees and charges that are recommended to be greater than
1995 fees are highlighted in bold print.
Please note that there is a new category proposed for 1996,
"ADULT REGISTRATION FEES." These fees are for a variety of adult
athletic team sports. All of the adult athletic team sports are
priced to be totally self-supporting. All of these adult team
sports are administered by staff without any volunteer support.
Braemar Golf Course is recommending that the Park Board approve a
minor revision in the reservation policy. Please refer to the
recommendation from John Valliere, Braemar Golf Course Manager.
Staff is not recommending any senior discount rates for Braemar
Golf Course or Normandale Golf Course. As you may recall, the
Edina City Council approved the Edina Park Board's recommendation
to implement a reduced rate for golfers who have disabilities
which make them golf car dependent. If these golfers do not have
another golfer to share the golf car rental expense, then the fee
is 500 off.
Edina Park Board action is requested on this matter.

PARR IMPROVEMENT PLAN UPDATE
The first Referendum Team's meeting is scheduled for Monday,
November 13, 1995, 5:00 p.m., in the Council Room, Edina City
Hall. A (first draft) slide presentation will be shown at the
Referendum Team meeting. This slide presentation will be used to
give residents a visual perspective of the two proposed bond
issues for the purpose of receiving community input. Staff will
give this brief presentation at the Park Board meeting.
Eventually, this slide presentation will be made into a
pre-recorded presentation to inform the public.
As directed by the Edina City Council, staff has scheduled
several community meetings, which are for the purpose of
gathering input from the community regarding the proposed
park -related bond issues. The final "Neighborhood/Community
Meeting" is scheduled to take place during the December Park
Board meeting at City Hall. A schedule of these meetings is
enclosed.
It is hoped that at least one Park Board member would be in
attendance at the following Neighborhood/Community Meetings:

Invitational meetings have been scheduled for Weber Park, Todd
Park, Walnut Ridge Park and Cornelia School Park mainly because
there are some major park improvements proposed for those parks,
which require community input/feedback. Residents within
approximately a four to six block radius of their park have been
mailed invitations to attend a neighborhood/community input
meeting for their specific park. Hopefully, this will lighten
the turnout for the two scheduled "Town Meetings."

Subject: Proposal to Change Reservation Policy at Braemar Golf
Course
Date: November 6, 1995
The Staff recommendation is to change the daily advance reservation system from
four days to five. Additionally, it is recommended to permit same day and one day in advance
reservations for non patrons. Al other reservation policies would remain the same.
For twenty-nine years the four day in advance reservation policy for patrons has been
in effect. There are two exceptions to this rule.
1. League members may sign up one week in advance within their allocated
block of times. This saves pro shop phone reservations and is customer convenient.
2. Foursomes of all patrons may sign up one week in advance for Saturdays
before noon. This is for customer convenience and discourages persons from having
to secure times on a work day during the week.
Both provisions work very well. They are fair and equitable.
ONALE FOR CHANGE
There are three reasons for recommending a change.
1. It would be advantageous to the patron to secure a more advanced
reservation.
2. In some instances we are not completely selling all of our available times.
The same day and one day in advance for non patrons will insure that any unused
reservation times are utilized. Staff views this as a win/win situation because the
patron will still have a full four days ahead of the non patron in securing a time. Some
"getting used to" adjustments will be necessary.
3. The last reason is to bring Braemar into line with a metro wide effort to
standardize reservation policies with other courses. While each course will always
have many policies which are germaine only to it, the desire is to reduce golfer
frustration where possible.
In the future other policies such as rain checks, walk alongs, lightning and dangerous
weather awareness may be standardized wherever possible.

regarding the upcoming park related bond issues for the following
reasons:
1. Inform Cornelia School Park neighborhood residents of the
proposed Park Improvement Bond Issue and Third Indoor Ice
Rink/Multi-purpose Facility Bond Issue.
2. Inform Cornelia School Park neighborhood residents of the
proposed plans specifically for Cornelia School Park.
3. Gather input from Cornelia School Park residents as to what
they would prefer in their neighborhood park.
4. Gather input from residents regarding both proposed bond

Dear John:
I am writing this letter as a follow-up to our conversation today. As we discussed;
we, the residents of the Normandale Park neighborhood, would like to see if it
would be possible to pave the rink (and if possible the outside area around the
rink), at our park. It would provide the children of the neighborhood with a safe
place to roller blade, keeping them off of the streets, sidewalks and the tennis
courts. If paving the rink and surrounding area would also improve the
maintenance of the ice during the winter, that would be even better.
We would appreciate it if you could present this request to the city council at their
meeting in December. We would also like to see the proposal on the referendum
this spring as well.
The following are signatures of a few of the residents of the Normandale Park
neighborhood who would like to join in on this request.

All but six of the city's parks
would be touched by an im-
provement,plan to be weighed by
Edina voters in a referendum
next spring.
Capped at $4.9 million, the
plan would repair or replace worn
park equipment and infrastruc-
ture at 33 city parks. The plan
will be offered on the same ballot
as another'issue — $2.5 million to
build a third indoor ice rink.
"A lot of the fixed equipment
for the parks is over 20 years old,"
said John Keprios, director of the
Park and Recreation Depart-
ment. "Some of it is 40 years old."
City officials invite public
comment on the plan in a series
of community meetings planned
for this month and the next.
The bond issue is more than
twice as large as the only other
multi-million bond proposal the
department has proposed — a $2
million request voters defeated
in 1975. It is also the first parks
item voters will have considered
since then -
Many of the proposed im-
provements are the kinds of
things typically handled in the
department's yearly budget: re-
pairing tennis court surfaces,
resurfacing pathways and fixing
hockey rink boards, for example.
However, the sheer volume of
what needs to be done, Keprios
said, exceeds what a yearly Park
Department budget could handle.
"[The budget] hasn't been
able to keep up," he said. "You
get to the point where you can't
do the major repairs.
"Tennis courts alone, we could
have easily spent the entire cap-
ital budget," he said.
In his first two years as parks
director, Keprios' department
has been in the city's limelight

pesticide -use moratorium and
environmentally friendly turf
management plan, then with de-
bates on the maintenance of ten-
nis courts at Braemar Park and
a Lewis Park skating rink.
The first episode added to the
complexity of the job the depart-
ment performs; the other de-
bates illustrated the increasing
difficulty the department has in
keeping up with the needs and
desires of a fully grown city.
Contracting improvement
work to outside agencies,
Keprios said, will help the de-
partment catch up.
"We'll be able to get to other
projects we haven't been able to
get to," he said.

Keprios has divided the types
of work into four main areas:
general park work, improve-
ments at the city's "enterprise
facilities," changes that are pro -
environment and miscellaneous
jobs requested by the public.
Besides tennis courts, walk-
ways and hockey rinks, the first
area includes things such as
playground equipment, fencing,
lighting, park shelter buildings,
parking lots, bleachers and
trash receptacles.
"Enterprise facilities," de-
signed by the city to be self -sup-
ported financially, nonetheless
need money to update their
equipment, Keprios said.
The city plans to upgrade or
replace the Aquatic Center's 40 -
year -old bath house, repair the
Art Center's roof and walls and
install energy-efficient windows
there. At Braemar Arena, the
plan calls for parking lot renova-
tion, locker room expansion and
a fire protection sprinkler sys-
tem at the west arena, new ice
resurfacing machines and a relo-
cated garage to put them in.
Irrigation systems, landscap-
ing and grading will aid the city
in its turf -management plan.
Putting concrete under benches,
bleachers and fencing will re-
duce the amount of mowing to be
done at each city park.
Asphalt surfaces at the city's
outdoor hockey rinks will allow a
longer ice season and give in-line
skaters a place for their hobby,
Keprios said.
"Right now, they're using our
tennis courts, which we don't
want them to do," he said.
The focus of the plan is on
neighborhood parks, Keprios said.
No funds are slated for Braemar
Golf Course, Edinborough or Cen-
tennial Lakes Park, he said.
Voters will address the bond
issue in late April or early May
next year.
EDUCATION
Creek Valley
pitches writing
Creek Valley Elementary
School is working to get students
writing.
Caren Stelson, a freelance
writer and Creek Valley parent,
will lead third- and fifth -graders
in workshops through January.
With another parent, in 1990
Stelson helped start the Creek
Valley Viewer, a magazine that
publishes students' creative
works three times annually.
She led teachers in a writing
workshop earlier this year
where she encouraged them to
be an example to children with
their own writing.
A special issue of the Viewer
will feature teachers' works.
Other school -wide activities
are being planned, including a
theater troupe's performance of
a play based on the life of author
Laura Ingalls Wilder.

If financed throughout the
course of 20 years, the bonds will
cost the owner of a $160,000 home
just under $18 per year. The
owner of a $250,000 home will pay
a little more than $28 annually.
If the bonds are approved, the
park department must spend
the money within three years.
The department would exercise
that limit, Keprios said.
"This isn't the type of project.
where you give money to a
company and they build the
thing," he said. "We're going to
be dealing with many different
contractors on many different
projects," he said.

Keprios said he is putting to-

which will show the types of im-
provements the plan offers.
Three civic groups have re-
quested individual hearings,
Keprios said. Other civic groups
may request similar hearings,
he said.
City officials individually may
state support for the plan; how-
ever, their persuasive efforts as a
body are restricted by state
statute. A referendum team, as-
sembled by Mayor Fred Richards,
will work to inform voters on the
project using leaflets, advertising
and public meetings.

AN EXECUTIVE SUMMARY OF THE
1995 BRAEMAR GOLFING SEASON
The 1995 Golfing Season was successful from both golf and financial aspects.
Activity
For all courses we did a total of 127,000 rounds. 55,000 of Executive course play
and 72,000 of regulation course play.
FINANCIAL
Total receipts was in excess of $3,000,000 with bond and interest retirement of
$630,000. The course made improvements amounting to $230,000. Including new
equipment, improvements to physical plant and the course itself. The year end should
show a small profit after bond and interest payment.
The driving range had revenues of $305,000 with exceptionally high activity,
including a very large teaching program.
The dome is experiencing excellent fall activity after the infusion of some needed
advertising dollars. This market has become highly competitive given the number of
new domes in the metropolitan area.
The Pro shop operation was assumed by the City in the calendar year of 1995 and
has seen a real improvement in presentation and profits as well as dollar volume. In
past years we have been hovering in the $150,000 area. In 1995 we have already
exceeded $335,000.
Another encouraging report is the golf car activity with the new nine coming on
line. Golf car revenues have gone from $165,000 to over $220,000. Expenses have
increased also. Along with increased activity and traffic, most assuredly comes higher
labor and maintenance costs. This figure will top out at approximately $2,005,000.
In the spring, weather was not good. April and May were both cold and wet. Most
18 hole courses saw a decline in rounds by 2 to 4000 rounds. This did affect Braemar's
total revenues. If 1996 is an average year weather wise the course should see a
marked improvement in revenues.
The course has recovered very well from the construction of new holes.
