FROM: John Keprios, Director SUBJECT: Enclosed information for the upcoming Park Board meeting and staff report. Enclosed you should find the following items: 1. April 12, 1994 Edina Park Board agenda. 2. March 8, 1994, Park Board meeting minutes. 3. Golf course report by John Valliere. 4. Vandalism memo from Tom Shirley. 5. Athletic Associations' Relationship With The Park Board And The Park And Recreation Staff (From the Minutes of the November 8, 1977 Park Board Meeting) The following is the monthly staff report concerning each item on the agenda with the exception of approval of the minutes and other. "Other" is listed on the agenda in case last minute items come up between now and the Park Board meeting, plus, cover any other concerns of Park Board members and/or attendees. As you will notice, the skating rink recommendation is not on the April agenda simply because there is a lot of information that still needs to be gathered. We plan to have it on the May agenda. As always, feel free to bring up any questions or comments under the agenda item listed as "Other." THE RAGERS ASSOCIATION REODEST by Dawn Kerrison_ Dawn Kerrison will be at the April 12 Park Board meeting to discuss the RAGERS Association proposal. The RAGERS is the name associated with several previous teen dances organized by Dawn Kerrison. It is Mrs. Kerrison's request to make the RAGERS Association a more permanent program that will be recognized and supported by the Park Board and City Council. At the time of this staff report, there were several detail items that Mrs. Kerrison was still securing and organizing as part of her proposal. Some of these items include insurance, City services, by-laws, and budget. -2 - At this time, it is staff's recommendation that the Edina Park Board listen to Mrs. Kerrison's presentation on April 12 and ask any questions and/or voice any concerns that come to mind. The staff recognizes this as a valuable special teen event program that intends to offers safe, fun, and educational opportunities for Edina teens. It is therefore staff's recommendation that the Edina Park and Recreation Department assist in any way that is feasible, affordable and reasonable. Park Board action is requested on this agenda item. GOLF COURSE REPORT by John Valliere As you will notice on the enclosed "Golf Course Report" by John Valliere, Braemar Golf Course Manager, there are several construction projects nearing or at completion. John Valliere will be present at the Park Board meeting to summarize the report and answer any questions that your may have concerning the golf course construction projects and operations. There is no action requested on this agenda item. VANDALISN This is strictly an informational agenda item and staff is not requesting any action at this time. As you will notice in the enclosed memo from Tom Shirley, there has been an extensive amount of vandalism that has taken place at Centennial Lakes Park over the past few years. The purpose of this item is to inform the Edina Park Board of the ongoing problem. Please be informed that there has also been recent vandalism at Braemar Golf Course, Normandale Golf Course and Edinborough Park. These acts of vandalism have not been as extensive as Centennial Lakes Park, however, the Park and Recreation staff is working closely with the Edina Police Department to find methods to deter future vandalism. TENNIS COURT STUDY In the fall of 1993, the Edina City Council requested that a tennis court study be done before acting on the recommendation to remove Braemar tennis courts. For background information, the Park Board previously voted to recommend removal of the Braemar tennis courts as opposed to re -building the courts, which are beyond repair at this point. This item is on the agenda to ask the Edina Park Board for recommendations regarding the approach to studying this issue. In an effort to save money by not hiring a professional firm or more personnel, the staff is suggesting that the Edina Park Board consider alternate methods of studying the problem. One alternative may be to have three or more Park Board members volunteer to check certain tennis courts on a regular basis to determine the amount of use. There are probably several alternative approaches to the study. The staff is asking for the Park Board's input and suggestions on this matter. -3 - YOUTH ATFMETIC ASSOCIATION PRESIDENTS MEETING RESULTS The March 23rd Youth Athletic Association Presidents meeting resulted in the exchange of good information and ideas. Park Board members in attendance included Chairman, Bill Jenkins, and Vice -Chairman, Andrew Montgomery. This item is on the agenda to ask Bill and Andrew to summarize any topics that may or may not affect or concern the Park Board. The minutes from this meeting were not ready for distribution at the time of this memo. The copy of the "Youth Athletic Associations' Relationship With The Park Board" is enclosed to help explain (especially for the new Park Board members) the important relationship that exists between the Park Board and these youth athletic associations. This is an informational agenda item; no action requested at this time. BOARD AND COMMISSION MING The annual Board and Commission meeting took place at the Warren Hyde Club House at Braemar Golf Course on Wednesday, April 6, 1994. Park Board members in attendance were Andrew Montgomery and Beth Hall. Mr. Montgomery spoke to the audience on behalf of the Park Board and I therefore ask that Mr. Montgomery give the Park Board a brief summary of the results of that informative meeting. RECREATION SUPERVISOR POSITION (Not an agenda item) We are very pleased and proud to announce that on April 7, 1994, the position of Recreation Supervisor was offered to and accepted by Julia Bertrand. Julia will begin her first day on the job on Monday, April 25, 1994. More details will be shared at the Park Board meeting. MEMORANDUM TO: Edina Park Board FROM: John Valliere, Braemar Golf General Manager DATE: April 6, 1994 SUBJECT: Braemar Golf Course Report Mr. Keprios has asked me to give you, our Park Board members, a brief overview of what will be happening at the golf course this upcoming summer. First let me say that I am delighted that you have shown an interest by inviting me to attend the April meeting to answer questions that you have, and to ensure that you may respond to questions that may arise from concerned and interested citizens. I would like to divide this written report into two parts. 1. The 1994 season and it's operation. 2. What I perceive as questions and answers that you may be asked. This latter part will assume that the resident has taken the time to read our Edina Parks and Recreation brochure in an effort to keep this report brief. The 1994 golfing season has already begun with the Dome being open and the Braemar Executive course open for play when the weather cooperates. We are shooting for a total round count of over 125,000 rounds this year. The breakdown of this figure is as follows: The old or main course 55,000 The new nine (opening in July ±) 20,000 The Executive course at Braemar 30,000 The new Normandale course 20,000 (opening in late May) Total 125,000 This will be the largest and busiest golf operation in the State of Minnesota! We expect to sell over 2600 patron cards this year. This will be an increase of about 300 cards over 1993. We have added a new Executive course patron card to promote both of our Executive courses. The cost of this card is $25.00, as opposed to the regular patron card that sells for $55.00. A regular patron card may also be utilized on both Executive courses. The patron card system has proven to be an excellent vehicle to build customer loyalty and to also reward our most important customer, the Edina resident. This card insures that the Edina resident has first access to the Braemar courses. If there is a negative factor to the card it is that it is so successful that 2 the course has become somewhat over subscribed. It is hoped that the addition of more golf holes will help alleviate this problem. BRAEMAR NEW NINE The new nine should open sometime in late July. The very wet 1993 season precluded the Arnt construction Co. from installing the irrigation system on time during last year. They completed this task in early september. However, seeding was delayed accordingly. This delayed seeding has affected our 1994 opening date. A mature and thick stand of grass must be present to support adequate playing conditions. We will not open the course until we feel confident about this fact. NORMANDALE COURSE The Normandale course was seeded in late June and an excellent stand of grass was accomplished by early fall. Therefore, an earlier opening (late May) is anticipated. The new clubhouse at Normandale is on schedule and should be able to be occupied by May 9th. It will have a light food operation. The new course has somewhat oversized greens with two flagstick positions. The concept is that an easy and a difficult route to each hole is available. Some effort must be made to overcome what was a negative reputation for this course. It was not maintained very well by the previous owners. Two additional concerns which I have at this facility are (1) an overpopulation of geese (bird feces). (2) Neighborhood vandalism, which has already been experienced. The good news is that we have already secured a number of golf leagues that will assure us of a guaranteed weekly business. These leagues comprise traffic in excess of 275 rounds per week. As resident traffic increases these leagues will be phased out with the exception of resident leagues. Last year saw over 50,000 people utilize this single clubhouse facility alone. *The Junior golf program is being enhanced and expanded. Our desire is to keep the youth of Edina off the streets and having fun. A new caddy program will be instituted. ♦Braemar will employ over 100 summer seasonal employees. The total work force will surpass 130 this year. We need this large of an employee work force because we are open seven days a week and approximately 16 hours per day. ♦Over 1500 people will sign up for our group golf lesson programs. Over 2000 individual private lessons will be given by our seven golf professionals. ♦Braemar has over 1750 people on the golf handicap index network (GHIN). It is the largest number at any one facility in the United States. *Braemar will host the Minnesota State Public Links Tournament on August 20 & 21, 1993. no rain please. ♦Braemar will host the Upper Midwest Golf Tournament for the Physically Challenged on August 26, 1993. A truly heart warming event. Please come and observe/help. *Braemar provides a place for over 1200 ladies and 800 men to socialize and compete in league play each week! Over 200 youth will participate in our Junior league programs each week during the summer. ♦Braemar is 97 % on time with our tee times and at 95% of capacity during available good weather. Rare is the threesome at the course ..... we will be happy to pair you with others. ♦Most public golf courses do not provide either lockers or club storage. Braemar will rent you either or both, for the day or the season. FREQUENTLY ASKED QUESTIONS Q. I am an Edina resident how come I can't get in your Men's Club? 190 are on the waiting list. A. The Braemar Men's Club has been capped at 325 members for two reasons. (1) The club feels that if it was any larger at this time that it could not run its own affairs properly. It now takes from 8a.m. to 3p.m on each Thursday just to tee off two thirds of it"s members. (2) The management does not desire the I 4 Men's Club to grow so large that along with the many ladies leagues that there will not be adequate "open golf" time for other residents who desire to play in family or non-competitive league time. The league play now comprises 40% of all available tee time. Q. How come Braemar has these outside events or company outings? A. Braemar restricts outside events to approximately 100 players/week. A typical week provides 2400 possible individuals on the regulation course. This is a very small percentage. These company outings provide very profitable returns for our course. Typically the cost is $24.00 for green fees and $28.00 for a golf car. Normal non patron fees are $18.00 & $20.00. Therefore, they help keep resident fees down. The new nine will provide additional open tee times. Q. How will the new nine be utilized in conjunction with the older regulation course? A. For the 1994 golfing season, it will be scheduled as a "stand alone" nine holes of golf. We feel that it is a difficult course and will require longer to play. We want to observe how long it really does take, before we integrate it. During 1995 a new 3 panel score card will be available that will allow a progression from one nine to -the next, complete with conjunctive par/slope and course ratings. It should work very smoothly. We are very excited to have a new course with challenging holes and outstanding vistas. These were repaired at a cost of $100. -In September and October of 1992, all mushroom lights, plus the majority of our ground level spotlights were destroyed. These were replaced and/or repaired at a cost of $5800. -In November of 1992, 8 footbridge lights were broken by people taking large rocks from the side of the pond and dropping them off the footbridge onto the lights. These were repaired at a cost of $160. -In April and May of 1993, approximately 20 mushroom lights were broken. These were repaired at a cost of $400. -In the spring and summer of 1993, approximately 10 bridge lights were broken. These were repaired at a cost of $200.00 -In October and November of 1993, approximately 25 of our mushroom lights were broken. Since these lights had already been reinforced and repaired several times, I decided not to replace them. -In December of 1993, 6 bricks were broken off of the outdoor fireplace at the Centrum building. This was repaired at a cost of $200. -On March 21, 1994, a 5' teakwood bench valued at $675 was destroyed. ® -Also on March 21, 4 mushroom lights, 2 footbridge lights and 1 wooden lattice panel were broken. Total cost of repairs was $250. -On March 25, our EZ -GO golf cart was stolen from in front of the Centrum building. Park personnel pursued the thieves, causing them to abandon the cart next to the Theater. The suspects escaped by running across France Avenue into the housing developments. -On March 30, 4 wooden lattice panels along the lake channel were destroyed. Cost of replacement is $1000. In addition to the incidents listed above, there have been isolated incidents of vandalism such as speakers being broken, sprinkler heads stolen, plants and bushes removed, and graffiti on the bridges. The total cost of vandalism at Centennial Lakes Park since 1991 is conservatively estimated at $10,000. This figure does not include any of the manhours involved in making or administering these repairs. It is strickly parts. Since our insurance carries a deductible of $1000 per incident, the majority of the damage to date has not been reimbursed. Currently we are in the process of trying to make the Park more vandal resistant. We are putting steel guards over all footbridge lights, reinforcing the mushroom lights in the immediate Centrum area, securing all benches, putting protective plates over our inground speakers, and adding security lighting to trouble spots. In addition we have stopped replacing mushroom lights that are beyond the safe confines of the Centrum area. Some of these lights have been broken 3-4 times. The Edina Police have been patrolling the Park grounds on a regular basis, but so far have not been able to catch any vandals in the act. I have a feeling that they will have many more opportunities to do so as warmer weather approaches. I' 11 keep you posted. Hard surface areas may contain any number of the following activities: * basketball (full court and/or half court) * volleyball * hop -scotch * four square * tetherball The eight areas are: 1. Todd Park 4429 Vandervork Ave. South 2. Strachauer Park 6200 Beard 3. Weber Park 4115 Grimes Ave. South 4. Countryside Park 6240 Tracy Ave. South 5. Heights Park 5500 West 66th St. 6. Chowen Park 5700 Chowen Ave. So. 7. Normandale Park 6501 Warren Ave. South 8. Alden Park 6750 Belmore Lane All hard surface areas, except Countryside Park, need new asphalt surfacing, new color coating and some need new backboard systems. Total estimated expense to rebuild all seven (7) hard surface areas is approximately $100,000.00. 40 ATHLETIC ASSOCIATIONS RELATIONSHIP WITH THE PARK BOARD AND THE PARK AND RECREATION STAFF From the Minutes of the November 8, 1977 Park Board Meeting The basic philosophy that the Edina Park and Recreation Department staff recommends to be used in working with the athletic associations in order to maintain good programs is as follows: The Edina Park Board and the Edina Park and Recreation Department recognize the individual athletic associations in the City of Edina as the only governing body for each respective sport. The Edina Park Board, in cooperation with the Edina Park and Recreation Department, will administer and help each individual association plan, provide facilities, and give professional direction regarding operation of their association, so as to maintain the basic philosophies. Also, the Edina Park and Recreation Department acts as a liaison between the associations and the Edina Park Board to help see that the associations are providing a well rounded and equal program for all participants. The Edina Park and Recreation Department staff recommend the following guidelines by followed: 1) That all boys and girls receive an equal opportunity to participate in any activity at whatever ability level they may play. 2) Have fun. 3) Build good sportsmanship and character. 4) Learn basic fundamentals of the sport they participate in. 5) Be a good team member. 6) Learn to accept discipline. 7) Have a reasonable amount of practices and games. 8) The Edina Park and Recreation Department staff should encourage the use of volunteers on the Board of Directors, as well as in the coaching, because we believe in the philosophy of citizen involvement. 9) Selection of members to serve on the Board of Directors and as coaches should be based on the prospective member having the understanding of the basic program for all ages.
